Wayne Cilimberg, Director of Planning and Community Development DATE: February 8, 1991 RE: Request To Amend ACSA Service Areas To Provide Public Water To Watterson Farms Subdivision (Tax Map 59, Parcels 1646A, 36B, 36C, 38 and 39) In October, 1990, the Planning Commission approved the preliminary plat for the Watterson Farms subdivision with 23 lots and an average lot size of 6.9 acres. Parcels 36A, 38, and 39 are not currently within an ACSA service area. Parcels 36, 36B, and 36C were granted public water service to existing structures only. Currently, the Board is being requested to amend the ACSA service area to rovide public water only to Parcels 36, 36A, 36B, 36C, 38 d 39 without restriction\ COMPREHENSIVE PLAN These properties are located in the Rural Areas as designated by the Comprehensive Plan and within the South Fork Rivanna River Reservoir watershed. Regarding provision of public utilities, the Comprehensive Plan is intentionally specific in objective and strategies as to where and' under what circumstances public utilities should be made available (p. 146) : OBJECTIVE: Provide public water and sewer services to the Urban Area and Communities. r °• Albemarle County Board of Supervisors Page 2 February 8, 1991 STRATEGIES: o Follow the boundaries of the designated Growth Areas in delineating jurisdictional areas. o Only allow changes in jurisdictional areas outside of designated Growth Area boundaries in cases where the property is: (1) adjacent to existing lines; and (2) public health or safety is endangered. This request is inconsistent with both the objective and applicable strategies of t'he Comprehensive Plan. There are no identified quality or quantity problems with water on these properties that staff is aware of. Further, the Comprehensive Plan warns that "such utilities are not to be extended to the Rural Areas as these services can increase development pressures" (p. 146) . The applicant states that surrounding developments Have been provided with public water service. None of these designations were made under the current Comprehensive Plan objective and strategies. RECOMMENDATION This request is inconsistent with Comprehensive Plan objective and applicable strategies for provision of public water and sewer service. Public utility capacities should be reserved to support development of designated growth areas. Allowance for full water service to these properties would be inconsistent with past actions by the Board to limit utility service outside the designated growth areas, particularly in a water supply watershed. Staff recommends that public water service not be made available to these properties (except as may be currently authorized) . Should the Board choose to approve the applicant's request, service should be limited to not more than one dwelling unit per lot as approved by the Planning Commission with the Watterson Farms subdivision plat. Clerk of the Board of Supervisors BOARD OF SUPERVISORS County of Albemarle 401 McIntire Road Charlottesville, VA 22901 Dear Ms. Neher: This letter serves as a request to amend the Albemarle County Service Authority jurisdictional area to include TM 59,Parcels 36A,38 and 39 for water service. These parcels are a part of the Watterson Farms subdivision,including Parcels 36,36A,36B,36C,38 and 39. The preliminary plat for this subdivision was approved by the Planning Commission on October 23,1990. Parcels 36,36B,and 36C are currently within the Albemarle County Service Authority jurisdictional area for water service to existing structures. We are requesting that the service , area be extended to include the proposed development. There exists a 12"Rivanna Water and Sewer Authority water line across this property. Additionally, this development is surrounded by Ivy Creek Phases III and N on the West,Inglecress on the North,and Farmington on the South,all of which are served by public water. We feel that the extension of public water service to this development is in agreement with the character of the area and the nature of the development around it.
