The Albemarle County Planning Commission, at its meeting on
July 24, 1991, unanimously found the Albemarle County Sewer
Authority (ACSA) Scottsville Water and Sanitary Sewer Line
Installation to be in compliance with the Comprehensive
Plan.
Attached please find a staff report which outlines this
request.

SCOTTSVILLE WATER AND. SANITARY SEWER LINE INSTALLATION
As per Section 15 . 1-456 of the Code of Virginia the
Albemarle County Service Authority' has requested the
Planning Commission to review the proposed installation of
water and sewer lines to the area north of the Town of
Scottsville for compliance with the Comprehensive Plan (See
Attachment A) . This project will provide water service to
the Scottsville Community, Scottsville Shopping Center, and
the Scottsville Fire Department. Both the shopping center
and the fire station are outside the Community, but are
within the Service Authority ' s Jurisdictional Area for water
service (See Attachment B) . Included in the scope of this
project is service to Stony Point Subdivision (Paulette
Town) . Currently, water being provided to this subdivision
from a well is of poor quality and unreliable. This project
will eliminate the need the subdivision to rely on this
source.
The proposed water line begins at the intersection of Routes
1302 (Warren Street) and 726 and extends northeast along 726
until reaching Route 795 . The water, line continues north
along 795 to a "high" point north of Stony Point subdivision
near Holly Road where a new water tank will be constructed.
This tank will be approximately 70 feet high, 25 feet in
diameter and have a storage capacity of 300 , 000 gallons.
Also, a pump station will be constructed near the Hatton
Grange Farm on Route 726, approximately 60 feet from the
existing water tank at this location. The line will also be
extended approximately 650 feet west along Route 6 and south
along Route 20 to the intersection with Route 6 (See
Attachment C) .
The proposed sanitary sewer line extends north from the Town
of Scottsville along Route 20 to the intersection of Routes
20 and 726 . This line will also be extended west along
Route 6 and provide service to the Scottsville Shopping
Center and Jefferson National Bank. A stub out will be
provided to allow further service to properties along Route
20, 726, and 795 (See Attachment C) .
Both of these projects are in the Albemarle County Service
Authority' s Capital Improvement Program. The inflow and
infiltration problems that plagued the existing sewer system
in the past have been corrected and there is now additional
treatment capacity at the plant.

The Comprehensive Plan recommends the following concerning
utility improvements:
1) Water and sewer extensions are critical to the ultimate
development of the Scottsville Community. Extension of
sewer services will not take place until after the
elimination of infiltration and inflow problems in the
existing town system (p. 186) .
2) Provide public water and sewer services to the Urban
Area and Communities (p. 146) .
3) Water and sewer jurisdictional areas provide the
implementing measures for directing utilities according
to the land use plan and overall growth management
policies. They also permit these services to be
provided in a manner which can be supported by the
utilities physical and financial capabilities (p. 146)
' 4) Build all public water and sewer facilities to ultimate
design capacity with the recommended land use densities
in the Comprehensive Plan and coordinate with the
timing of development (p. 152) .
Staff believes that the proposed water and sewer line
extensions comply with the intent of the Comprehensive Plan
under the following conditions:
1. Provision of service is to properties within the
Community. (Those areas to the north and west of the
Community boundaries are in the Totier Creek watershed.
Provision of general water and/or sewer service to this
area may increase the likelihood of intensified
development in the watershed which is in conflict with '
the intent of the Comprehensive Plan) .
2 . Provision of service to those properties outside the
Community only where they are within the ACSA
jurisdictional area or where there exists a public
health or safety concern.

Attached is 'a site plan showing the proposed utility
extensions for Scottsville. Following is a brief narrative
outlining the planned services. Please let me know if this project
requires a review for compliance with the County Comprehensive
Plan.
Sanitary Sewer Service
Our current proposal is to extend sanitary sewer service north
along Rt. 20 from the Town of Scottsville to the intersection
between Rt. 20 and 726. A line will also be extended west along
Rt. 6 to the Scottsville Shopping Center. This line is intended to
provide sanitary sewer service to all properties along this route.
A stub-out will also provide the possible future extension to
provide service to all of the properties bordered by Rts. 726,795
and Rt. 20.
Water Service
The water proposal extends a water line along Rt. 726 from its
intersection with Rt. 1302 to Rt. 795. The line will be extended
along Rt. 795 to a "high" point north of the Stony Point
subdivision. A pump station will be constructed at the existing
tank near Hatton Grange on Rt. 726, and a tank will be constructed
next to Stony Point. This water project is being sized to serve
the entire Scottsville growth area identified in the current County
Comprehensive Plan.
