PROJECT HISTORY
The original site plan for the Crossroads Store was approved in January, 1991 and was reviewed pnor to the
establishment of Entrance Corridor regulations. The approved site plan showed all three phases of
construction. Since the construction of Phase 1,the ARB has reviewed signs(ARB-F-SIGN-00-08: approved
future signs matching existing standard) and gas dispensers (ARB-P-BP-01-06: approved replacement
dispensers)at this site.
PROJECT DETAILS
General description of proposed site changes: The general layout and circulation of the site would remain the
same. The proposed additions would be located at the southeast and northwest corners of the building.A drive-
through would be established at the southeast addition.Travel through the drive-through would be from west
to east. Some existing parking spaces would be removed to accommodate the new construction.
General description of proposed building/building changes:
The Applicant proposes to add two wings to the existing structure. Phase 2, at the southeast corner of the
building,would house financial,retail, and medical/dental uses. The bank is proposed with a drive-through
structure. Phase 3, at the northwest corner, would house retail and medical/dental uses. The additions are
intended to match the general design,materials, and colors of the existing structure.
The west elevation of the Phase 2 addition primarily follows the existing store design. The addition breaks
from the established design,but in a coordinated manner, at the drive-through structure. Two drive-through
lanes are proposed at ground level,with a pair of windows above each lane at the second story. The window
design,roof line, and chimney detailing are carried through. The south elevation of the Phase 2 addition is
compatible with the front elevation and incorporates two large openings at the ground story. The elevations
of the Phase 3 addition are also consistent with the existing building design.

ANALYSIS
Context
General Character of the Area. The surrounding area has a rural character. The North Garden post office and
fire station are located across Route 692 to the south.
Visibility
The existing building is clearly visible from the EC.The size and color of the building make it an obvious focal
point along the EC. The proposed additions will be clearly visible from the Entrance Corridor.
Site Development
Layout. The general layout of the site would not change with the proposal. The proposed additions are located
where they were previously shown on the original site plan. A new travelway would be created for the drive-
through structure.
Grading-Minimal new grading is shown on the plan in the drive-through area at Phase 2 and in the sidewalk
area north of Phase 3.
Landscaping: The site plan does not show existing landscaping,although landscaping does exist on site. The
plants do not meet the standard ARB requirements, and some trees in parking lot islands are in poor health.
The checklist indicates that no additional landscaping is proposed, although some trees are shown on the
architectural plans that appear to be new.Also,it appears that a limited number of plants would be removed
to accommodate the new construction. Although a considerable amount of landscaping is in place, some
additional trees would help bring the site closer to conformity with ARB standards, and could help soften the
impact of the additional building mass to be constructed.
Fences:No new fences are proposed.
Site Lighting-The checklist indicates that no additional site lighting is proposed.However,the plan•shows one
existing pole light to be moved. The existing lights do not appear to meet current ordinance requirements,so
moving a non-conforming fixture would not be allowed. If a new fixture(s) is proposed, details should be
provided.
Structure(s)
Compatibility with historic sites/structures• The existing building utilizes a number of elements that have a
basis in the historic architecture of the area(pitched roofs, porches, colonnades, portico), but the size and
massing of the building identify it as a modem structure. The proposed additions would be compatible with
the design of the existing building.
Scale:Although the porches help decrease the scale to a comfortable level,the existing building is a large one.
With the proposed additions,the size and scale will obviously increase.
Materials/Colors: The additions are intended to match the existing building in material and color.Proposed

are a green metal roof, scored masonry block painted white, and white wood trim.
Forms and Features: The expansive green roof, the two-story gabled elements, and the overall mass of the
building are expected to be the prominent features of the completed development.
Blankness: Blankness is not a feature of the proposal.
Accessory Structures and Equipment: A note on the plan indicates that new mechanical equipment will be
placed on the rooftop and will be screened by the roof.
Building Lighting-No new building lighting is shown.
Building Landscaping The checklist indicates that no additional landscaping is proposed, although the
architectural plans show landscaping in planters around the additions.
Signs: No new signs have been proposed at this time.The ARB previously conducted a comprehensive sign
review for this building.At that review it was established that signs with the following characteristics may be
approved administratively for this building:
1. Shaped wood panel
2. White painted background
3. Dark green letters
4. Signs to be hung from the top of the porch at the second story or on the railing at the first story
5. External lighting only.
For a consistent appearance,it is recommended that signs for the additions should also follow these conditions.
RECOMMENDATIONS
Regarding the request for the Special Use Peiuiit, staff recommends that the ARB forward the following
recommendation to the Planning Commission.
The ARB expresses no objection to the Special Use Permit subject to the following conditions:
1. The design of the drive-through structure shall be coordinated in size,material, color,and detail with
the existing building.
2. The new island south of the drive-through and the Route 692 frontage shall be planted with trees to
help minimize the impact of the new structure.
Staff offers the following recommendations on the site plan amendment:
1. Provide a landscaping plan. Show existing landscaping and plants to be removed. Show proposed plants.
Include a landscape schedule.
2. Add 2 'A"caliper trees at 40' on center along the Route 692 frontage.
3. Add trees, shrubs, and ground cover in the new island south of the drive-through.
4. Building materials and colors shall match existing. Include notes on the'elevations that confirm this.
5 Provide complete details on new wall and site lights and any lights to be relocated.Lights that emit 3000
lumens or more must be full cutoff fixtures.
6. All new signs visible from the EC shall match the design previously approved for this site.
