RE: ARB-2002-148 Tip Top Restaurant—Addition/Expansion,Tax Map 78,Parcel 10
Dear Mr. Roell:
We have reviewed the plan with revision date of March 2, 2004 for the above referenced project.
We have the following comments:
1. The photometric plan is missing the proposed pole light in the rear parking area. Coordinate
the photometric plan with the site plan.
2. The site plan shows two proposed wall lights at the front of the building. Submit cut sheets
and complete information on these proposed fixtures for review.
3. Your revised site plan now includes a "roof-mounted mechanical equipment" note, but you
have not indicated how visibility of this equipment will be eliminated from the EC. Indicate
on the plan that visibility of all equipment will be eliminated from the EC. Show how this
will be accomplished.
4. Regarding landscaping:
• Revise the caliper of the Washington Hawthorn from 1%" to 21/2" to meet ARB
Design Guidelines.
• Revise the planting height of Carolina Allspice and Summersweet Clethra from 18"
to 24"to meet ARB Design Guidelines.
• If groundcover is to be provided in landscape areas, indicate on the plan the areas and
the type of groundcover. Include the botanical and common name and the planting
distance. If groundcover is not included,remove the note from the plan.
• Substitute the Yellowwood with a smaller tree to avoid height conflicts with the
overhead wires along Route 250. Okame Flowering Cherry is appropriate.
• Consider specifying sun tolerant shrubs in the planting islands other than Sweet Box,
Skimmia, and Chionoides Rhododendron.
5. Submit the $200 Certificate of Appropriateness fee.
6. We have noted that more than a year has lapsed since your ARB review. If the architectural
design of your proposal has changed since January 2003, you should resubmit architectural
drawings for our review. If architectural plans submitted for future Zoning permit review
differ from those in our files, delays in building permit sign-off will occur.
Please provide 2 copies of the revised drawings or other information addressing each of these conditions
at your earliest convenience. Include a memo indicating how each condition has been satisfied.If changes
other than those requested have been made, identify those changes in the memo also. When staffs review
of this information indicates that all conditions of approval have been met, a Certificate of
Appropriateness may be issued.
