We have reviewed the plans and have the following comments:
Engineering
1. Show sight distance triangles and profiles for the internal travelways. (Rev. 1) Comment
not addressed. Provide sight distance triangles and profiles for travelway intersections.
These can be reduced with a waiver where all vehicles are required to stop. (Design
Standards Manual 7.C.1,18.4.12.15d, 18.4.12.17d)
2. The underground storage facility A will need to be removed from beneath the parking
and travelway in front of Lots 71 and 72 and relocated outside of any travelways or
where its repair/replacement will affect a travelway. Engineering recommends it be
moved to behind lots like SWM B. (Rev. 1) Comment partially addressed. Refer to
WPO202100004 comments.
3. Alley 2 is shown with an inverse crown. Provide inlets in the alley to prevent stormwater
from exiting the alley and flowing across the connected travelways. (Rev. 1) Comment
addressed.
4. Provide stop signs for intersections involving the private road and Alley 3. (Rev. 1)
Comment addressed.
5. Show and label the road name signs. (Rev. 1) Comment addressed.
6. Provide vertical curves on grade transitions in the alleys. (Rev. 1) Comment addressed.
7. Provide a level area adjacent to parking (such as on Alley 1) so residents are not exiting
their vehicle directly on to a slope. (Rev. 1) Comment addressed.
8. The landscaping plan is not being reviewed or approved with these plans, only the street
tree locations relative to the storm system. The proposed trees should not be located
directly next to inlets (such as on Road 1). (Rev. 1) Comment addressed.

Fire Rescue - Howard Lagomarsin
1) Parking on roads without sufficient widths to accommodate parking without reducing the
travel way width causes an obstruction for access of fire apparatus. As a result, the fire code
requires an unobstructed travel way width of 20 ft when the height of a building is less than 30
ft and 26 ft when height of building (to edge of roof - not peak of roof) over 30 feet. The roads in
this plan providing fire apparatus access routes shall have a minimum, unobstructed travel way
width of 20 feet. Though the proposed roads exceed 20 ft., there are large sections of those
roads where on street parking is not part of the plan and any such parking is not allowed since it
reduces the travel way width below 20 feet. As a result, those areas, require no parking signs:
a) The following roads require no parking signs on both sides of the road:
i) Dogwood Road - (except where there are designated parking spaces in the design, then
only needed on the side without the parking spaces)
b) The following roads require no parking signs on one side - the side of the road without the
designated parking spaces:
i) New Leaf Dr.
ii) Swallow Tail Lane
Note: The reason New Hope Way and Renewal Rd. are not incldued in this list, Dogwood Rd.
and New Leaf Drive fulfills the required need for fire apparatus access (fire apparatus access to
all sides of the ground level of a building/facility within 150 fleet of the road for the set of
buildings that also abut New Hope Road and Renewal Rd.) for the proposed buildings around
those roads due to the grid design of that section of the network.
2) 1 do not see no parking signs indicated on the plans for those roads, please indicate them on
the plan.

Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a
meeting to discuss this review.
Process:
After approval, plans will need be bonded. The bonding process begins when the plan is
approved, and the applicant submits a bond estimate request form and fee to the Department of
Community Development. A plan reviewer will prepare estimates and check parcel and
easement information based on the approved plans. The County's Management Analyst will
prepare bond agreement forms, which will need to be completed by the owner and submitted
along with cash, certificates or sureties for the amounts specified. The agreements will need to
be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks
to obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and
recorded. The County's Management Analyst or other staff will prepare the forms and check for
ownership and signature information. The completed forms will need to be submitted to the
County, who will record the agreement.
After bonding and agreements are complete, county staff enters project information in a DEQ
database for state application processing, if a DEQ permit is required. DEQ reviews the
application information based on local VSMP authority approval. At this time, the DEQ portion of
the application fees will need to be paid directly to the state. For fastest processing, this is done
electronically with the emails provided on the application. DEQ should notify applicants with
instructions on how to pay fees. When DEQ approves the application, they will issue a permit
coverage letter, which must be posted at the construction site.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction
conference. Applicants must complete the request for a pre -construction conference form and
pay the remainder of the application fee. The form identifies the contractor and responsible land
disturber, and the fee remaining to be paid. This will be checked by county staff, and upon
approval, a pre -construction conference will be scheduled with the County inspector. At the pre -
construction conference, should everything proceed satisfactorily, a joint VSMP and grading
permit will be issued by the County so that work may begin.
