Dear Mr. Bailey:
I represent Kenneth V. Carroll and S . Vance Wilkins, Jr.
who have filed an application for variance with the Albemarle
County Zoning Department. Wilkins is the owner of a parcel of land
located on Route 800 near the Albemarle-Nelson County dividing
line. On this parcel there is presently located eight houses which
were constructed over 60 years and which have been used over the
years by employees, or former employees, of the Alberene Stone
Company. These houses have no indoor plumbing facilities, and the
land upon which these houses are located are not suitable for
septic tank absorption except for Lot 8 . Please find enclosed a
copy of the preliminary plat showing the suggested subdivision of
these lots together with a letter from Steven K. Thomas, soil
scientist, in which he sets forth his soil report. Enclosed for
your review is a list of the present tenants who rent these houses
together with the number of members in their family, the number of
years they have lived in the house, and the current rent . Also
enclosed is a statement prepared by Kenneth Carroll, who has
contracted to buy this property from Mr. Wilkins, in which he gives
a brief history of the houses and his reasons for requesting the
variance.
We have met with Mrs . Patterson, your Zoning
Administrator, and we understand that we need a variance in four
areas :
1 . Section 4 :2 : 1 - a building site size variance for
Lots 4 and 5 . Lot 4 only has 20, 000 square feet for a building
site and Lot 5 only has 18, 500 square feet for a building site.

2 . Section 4 : 1 : 6 - Lots 1 through 6 need a variance for
drain field and the reserve. Lot 7 needs a variance for the
reserve.
3 . Lots 3 and 4 require a variance for the 25 ' setback
for structures from the side boundary line.
4 . Lots 2 through 7 need front and width variances .
These dwellings are homes for people who probably could
not afford any alternative housing. Mr. Carroll intends to
continue to make repairs to these buildings and hopefully sell them
to the tenants . He feels that once they acquire title to the
property, they will continue to make improvements to the property.
This will be in the best interest of not only the present tenants,
but also the County.
I hope you will give careful consideration to our
application for a variance.
