Design Focused Engineering September 10, 2021 David James County of Albemarle Department of Community Development 401 McIntire Road, North Wing Charlottesville, Virginia 22902 RE: Response Letter #1 for SDP202100008 Proffit Road Townhomes South — Final Site Plan Dear David, Thank you for your review of the Final Site Plan for Proffit Road Townhomes South. This letter contains responses to County comments dated March 19, 2021.Our responses are as follows: 1. WP0202000017 for this project will need to be approved prior to FSP approval. Response: Comment acknowledged. 2. Show offsite improvement/construction areas in an easement. Response: A 20' stormwater management easement is proposed off -site. 3. Sheet 5 (etc.) - a. Show road stations at 50' (min). Response: Road stations are now shown on Sheet C5. b. Provide 2' (min) clear zone back of curb before 5' sidewalks along road. [VDOT, Appx. 13] Response: It is our understanding that clear zones are not required within local streets. To ensure this cleared area, trees have been moved 2' off of the back of curb. c. The multi -use path and emergency access entrance are proposed with the same street section. Please see the site details sheet for this detail. SHIMP ENGINEERING, P.C. Design Focused Engineering d. Label angle of intersections. nle appears to be less than 80 here ii Response: While the angle is less than 80 degrees at this intersection, this angle of intersection would only impact emergency vehicles coming into the site and turning left. However, emergency vehicles would not enter the site and turn left out of the site, rather, they would enter the site and go straight or right. The angle of less than 80 degrees would only impact the left -out maneuver, which would not occur. e. Streets and alleys must have temporary turnarounds. [14-410 C] Response: All proposed roads now have a temporary turnaround. Road B has been revised. f. Provide cul-de-sac design. T-type turnarounds are discontinued. [ACDSM, p.20] Response: Cul-de-sac are not necessary for this project. The roads are within the 150' requirements of the fire & rescue department and lots 1-8 would be accessible from Proffit Road. Please refer to SUB2021-124. g. Provide minimum 30' R/W access for the roads. Response: For these private streets, a private access easement is provided, exceeding 30'. h. Confirm ADA requirements for parking & access are met. Response: Comment received. Per U.S. Access Board regarding ADA requirements, ADA does not apply to individually owned housing in the private sector, which would be the condition following subdivision approval. i. Show dumpster pad(s) & details. [18-4.12.19) Response: Each unit will be served by a trash -toter. 4. Sheet 10 -Show ex. san crossing separation between A9 & A9A and A9 & A8. Response: Comment received. The existing sanitary pipe is now shown on these profiles, showing adequate separation. 5. Sheet 11 - Show station where streets intersect. The intersection stations are now shown on sheet C5 & C11. SHIMP ENGINEERING, P.C. Design Focused Engineering 6. Sheet 12 - Tree near Al2 will need to be moved outside drainage easement. Response: The landscape plan has been revised to locate trees mostly outside of the drainage easements. There is one instance where the tree must be located within the drainage easement (near Str. A9a) due to street tree requirements and it is located a minimum of 5' from the storm pipe to ensure that there will not be conflict. Sheet 15 - Provide minimum 2.5" of BM-25. [VDOT Pavement Design Guide, Apx. Ill] Response: Comment received. This detail has been updated. 8. Easement plat recordation required prior to ESP approval. Response: Comment received.
