RE: Response Letter #1 for SDP202100008 Proffit Road Townhomes South — Final Site Plan
Dear Adam,
Thank you for your review of the Final Site Plan for Proffit Road Townhomes South. This letter contains
responses to County comments dated February 16, 2021.Our responses are as follows:
1. Plan appears to show eye location 14.5 feet from centerline of Rte. 649. Please label EP for
verification. Sight lines location of eye do not appear to be per RDM F-40 Intersection Sight
Distance detail and table 2-5 and RDM B(1)19 Sight Distance. Eye location will be a minimum
14.5 feet from the edge of travel lane.
Response: Thank you for bringing this to our attention. This has been corrected and the
EOP has been labeled for clarification.
2. Mill and overlay is required for the entire length of work plus 2' either side of the proposed work
for the full adjacent lane width. Please show mill and overlay on plans in accordance with WP-2.
Show limits of mill and overlay to adjacent travel lane. Also, please add the WP-2 detail to the
plans.
Response: Mill & overlay and pavement widening detail are now indicated on the site plan.
3. Please label the CG-12 locations.
Response: Comment received. CG-12s have been labeled on the site plan.
4. Entrance design should be in accord with RDM F-108 - Commercial entrance design along
highway with shoulders.
Response: Per comments received for the road plan, curb and gutter is provided along the
property frontage, with a note indicating that the curb will transition from 0.5' to 0' curb
height at a length of 10'. Additionally, the County intends on updating this section of Proffit
Road, however, improvements will be made to the northern side of Route 649, rather than
the south side of the proposed site.
5. Provide turn lane warrants for Route 649. To include the development on the North side of Proffit
Road in the calculations.
Response: Turn lane warrants have been provided with the road plan and have been
included with this submission as well.
6. Note that the final plan must show conformance with the VDOT Road Design Manual
Appendices B(I) and F, as well as any other applicable standards, regulations or other
requirements.

7. Due to the level of items noted in this review, these comments may not be exhaustive.

9. A VDOT Land Use Permit will be required prior to any work within the right of way. The
owner/developer must contact the Charlottesville Residency land Use Section at (434) 422-9399
for information pertaining to this process.
