Good Afternoon,
Engineering has followed up with us and has provided us with some revised comments for the South Pantops
Townhomes Initial Site Plan Application. I am attaching a revised comment letter here. The additional comment
Engineering added was that the stormwater system can't be under the street. They also left it up to Planning to decide
whether the Independent Survey Report mentioned in the comments had to be submitted prior to Initial Site Plan
approval. Cameron and I briefly discussed this and we think it would be beneficial if we could see a revised Site Plan that
shows the locations of the Slopes with their relationship to the proposed improvements before making a decision on
this. Please send us that revised Site Plan sheet and we will review and follow up on this comment. Let us know if you
have any questions.

I spoke to Frank about the need for a survey of the steep slopes prior to approval. We (engineering) will ask for it but
leave it up to planning to make the call whether the ISP can be approved without a surveyors certification.
Frank pointed out something I overlooked and should have commented on. So, I want to add the comment that he

updated comments?

I've been away, so if you made a decision it's fine.
I think he should show a more accurate survey (I don't believe 2005 survey is more accurate than our 2018 GIS
contours). He should show the existing preserved slopes on sheet C2. Not sure though that if that's cause enough to
deny approval I'll ask Frank about it.

confirmation. It does appear that these slopes and whether or not they are indeed 25% could have an impact on the
overall layout, but I am not sure if that is enough to delay action on this Initial Site Plan.
I'm attaching the SRC comments and the Plan for reference. The comment in question is #5 from my Initial Site Plan
comments and #4 and #6 for Engineering comments.
Also, the Applicant has just requested a deferral on this Initial Site Plan, but they have indicated they will be ready to

No, the initial site plan has not been approved yet. The Applicant has some mandatory changes that need to be
addressed prior to initial site plan approval. Day 60 which is the legal deadline is Friday, June 25. The Applicant is
working on revisions, but may need to request a deferral so that we can have enough time to review and take action
appropriately. No, I don't believe there are any applications that are still valid. The SDP/SUB applications for the "Vistas
at South Pantops" were ultimately withdrawn — apparently there was some legal complications with that application. Let

Hi Kevin — in 2018 1 reviewed a project at this site (SDP 200800008, Vistas at South Pantops). It that time, 3 separate 4-
story apartments were proposed, and I worked with then -developer Trey Steigman, Management Services Corporation,
to comment on a black -colored EPDM rubber membrane roof and neutral walls colors proposed. I also noted that
underground parking would minimize the glare factor that cars can bring. I'm attaching this correspondence — you can
see that Tim Padalino was copied and the coordination should be in the records.
Looks like this is a new project / new application for 40 townhomes, 2 stories high but I see no further detail in the plans
or application that would help me interpret colors and more viewshed impact. Are you in touch with the owner or do
you have any conceptual architectural plans. In this instance, the site plan (Shimp) is of less importance in assessing
impacts to views as the architectural or renderings would be.
Thanks for your help in helping ensure the protection of Monticello's viewshed.

Hi Kevin — in 2018 1 reviewed a project at this site (SDP 200800008, Vistas at South Pantops). It that time, 3 separate 4-
story apartments were proposed, and I worked with then -developer Trey Steigman, Management Services Corporation,
to comment on a black -colored EPDM rubber membrane roof and neutral walls colors proposed. I also noted that
underground parking would minimize the glare factor that cars can bring. I'm attaching this correspondence — you can
see that Tim Padalino was copied and the coordination should be in the records.
Looks like this is a new project / new application for 40 townhomes, 2 stories high but I see no further detail in the plans
or application that would help me interpret colors and more viewshed impact. Are you in touch with the owner or do
you have any conceptual architectural plans. In this instance, the site plan (Shimp) is of less importance in assessing
impacts to views as the architectural or renderings would be.

I have been assigned as Lead Reviewer on application SDP202100037 South Pantops Townhomes — Initial and I just
wanted to make sure which plans you all were submitting. There are some discrepancies in the plans that have been
uploaded into our system. I believe Cameron may have already reached out but I just wanted confirmation, so if you
could take a look at the attached documents and let me know if either of those are correct or if there are pages missing
that would be great. I just want to make sure when I distribute to reviewers I am sending the appropriate documents.
