RE: Southwood Village 1- Road Plan Review — SUB2019-174 — Comment Response Letter
Dear Ms. Nedostup:
We have reviewed all of your comments dated August 2, 2021 and made the necessary
revisions. Please find our responses to the comments below in bold lettering.
1. It is unclear which roads are being proposed with this plan and which roads are part of
other Southwood Road plans. Indicate which roads are proposed and which are being
reviewed/approved under other road plan applications. Include the application number
for the other roads. Please note, only improvements that are needed for the road
should be shown on the road plans. Landscaping, buildings, etc are not approved with
the road plans.
This plan proposes Hickory Street, Horizon Road, Cardinal Hill Lane, and Wardell Crest, as
shown with proposed typical sections shown on sheet C3.01, the proposed road plan on
sheets C5.00-05.02, and proposed road profiles on sheets C8.00-C8.04.Other roads shown on
sheets C5.08 and C5.09 have been labeled as "Future Road A," "Future Road B," and "Future
Road C." These future roads have been shown to prove adequate sight distance only and
should not be considered with this review. We acknowledge that landscaping, buildings, etc.
are not reviewed in the road plan.
2. [32.5.7.9] Street trees cannot be placed on top of pipes. In addition, proposed
easements may not permit trees within them. It is difficult to determine snice only the
utilities and not the easements are shown on the landscape plans. Show the utilities and
easements so that it can be determined if the proposed landscaping is outside of the
easements and/or permitted within the easements.
Easements are shown on the Landscape Plan. Trees have been removed from easements
and/or on top of pipes.
3. Highly recommend replacing the maples as street trees with another type of tree. These
trees tend to have shallow roots and will lift sidewalks.
ENGINEERING I DESIGN I TECHNOLOGY
Street trees now consist of London Planetree, Swamp White Oak, Willow Oak, Princeton Elm,
and Sweetgum.
4. Curb ramps and sidewalk connections should be provided to allow pedestrian access to
the existing Southwood and in multiple areas where its currently not being provided at
intersections or pedestrian access points. See screen shots below. Adequate pedestrian
access is not being provided for people to cross the other side of the street when
pushing a stroller, wheelchair, etc. or where pedestrian connections to recreation areas
are proposed.
Per conversation with Megan Nedostop on Thursday, September 9, curb ramps and sidewalk
connections have been added near the intersections of Hickory Street and Horizon Road,
Horizon Road and Wardell Crest, and the Wardell Crest and the future road stub -out. A
sidewalk connection has been added along Cardinall Hill Lane between the proposed
townhouses (Lots 14-23) and condos (Lot 13).
5. Sidewalks and street trees should be bonded prior to road plan approval.
Acknowledged.
6. Where there are conflicts with utilities, street trees should be provided in a landscape
easement on lots, see areas below where there are no trees proposed.
Trees have been added within landscape easements in the suggested locations where there
were no conflicts with utility easements on Lot 213, Lot 61), and Lot 36D.
