Specifically, ACPR acknowledges the applicants' inclusion of a "proposed new variable width public access easement" across portions of the floodplain on Tax Map Parcel #79-36. This proposed easement dedication would enable the County to extend the Rivanna Greenway (Old Mills Trail), and thereby advance numerous formally -adopted, long -held County plans, objectives, and priority projects. These include the continued implementation of the Rivanna Greenway+Blueway, and other local plans and objectives contained in the following: • Albemarle County Comprehensive Plan — "Green Systems" chapter (2015); • Albemarle County Comprehensive Plan — "Natural Resources" chapter (2019); • Albemarle County Greenway Plan in Development Areas (2015); • Albemarle County Rural Parks and Greenway Plan (2015); and • Albemarle County Conservation Focus Areas Plan (2019). It would also support and advance recommendations in regional plans such as the Rivanna River Corridor Plan (by County + City + TJPDC: 2021) and the Jefferson Area Bicycle and Pedestrian Plan (2019), as well as the statewide Virginia Outdoors Plan (2018). Therefore, ACPR staff strongly supports this proposal because of the "proposed new variable width public access easement" across portions of the floodplain on Tax Map Parcel #79-36, and has No Objection and Recommends Approval of SP202100004 and ZMA202100003. 2. However, ACPR staff also respectfully notes that the proposed variable width easement appears to be limited to the "floodway" portion of the regulatory 100-year floodplain, and excludes some strategically important portions of the recommended easement area (as previously identified and described in the ACPR review comment packet dated April 5, 2021). Specifically, while the proposed easement area would be sufficient to extend the Rivanna Greenway / Old Mills Trail along the riverfront portion of Tax Map Parcel #79-36, the exclusion of some recommended easement areas adjacent to the County -owned property (Tax Map Parcel 479-23C) and adjoining the County's existing 30' right-of-way (along Randolph Mill Lane, to the Milton Landing river access) would partially limit the County's ability to plan and develop a trailhead facility for the Rivanna Greenway, and plan and develop river access improvements for the Rivanna Blueway. As such, ACPR staff respectfully recommends that the proposed variable width easement area be modified (expanded) to include the two relatively small areas shown in blue on the embedded exhibit, to better enable the County to plan and develop an appropriate new trailhead facility and new river access facilities for the Rivanna Greenway+Blueway. (Note: This specific recommendation does not prevent ACPR from having a "Recommends Approval" review status; it is a recommendation and suggestion as to how the proposal could be further improved to better facilitate successful future implementation of planned greenway and blueway facilities with minimal environmental impact and maximum efficiency.) Additionally, ACPR staff recommends changing the annotation and description of the proposed easement area from "proposed new variable width public access easement" to "proposed new greenway easement."
