/SAFF REPORT: REAL ESTATE III WEST, OFFICE BUILDING "Z" SITE PLAN:
,v/ Location: Parcel 10B on Tax Map 59D(2); Samuel Miller District; located off
the south side of Rt. 250 West, adjacent to Ednam Village and the
Ednam PRD.
Acreage: 3.3733 acres (total site).
Zoning: CO, Commercial Office. (2.5 acres of the 3.3733 acres zoned CO)
History: The Board of Supervisors approved ZMA-77-21, a request to rezone 2.5
acres from R-2 to CO, on November 2, 1988. The site plan for Buildings
"X" and "Y" was approved by the Planning Commission on April 25, 1978.
Building "X" is completed as per the as-built plan dated December 14,
1981 and building "Y" is currently under constriction.
Proposal: To obtain approval for Building "Z" as shown on the original site plan
as a future office building.
Reason for Planning Commission Review: N/A

Condition of Roads Serving Proposal: This section of Rt. 250 West carries 7,960
vehicles.
Watershed Impoundment: N/A
Soils: No comment.
Comprehensive Plan Recommendation: The site is located within Neighborhood Six of
the urban area and is designated for commercial use.
School Imiact: N/A
Type Utilities: Public water and sewer are available.
Staff Comment: The Virginia Department of Highways 6 Transportation has commented
that the existing commercial entrance is adequate to serve this additional
use. The County Engineer has approved the pavement specifications,
stormwater detention measures and the drainage facilities. The Fire
Official has approved the hydrant locations and the building separation
for fire flow approval.
The plan will meet the requirements of the Zoning Ordinance and Staff
recommends approval with the following conditions:
RECOLMENDED CONDITIONS OF APPROVAL:
1. A building permit will be processed when the following conditions have been
met by the applicant:
a. County Attorney approval of the cooperative parking and access agreement to
include maintenance of such common easements;
b. Staff approval of landscaping revisions to the site plan for the replacement
of the four dogwood trees at each corner of the building with pin oaks
or other acceptable hardwood trees.
2. The construction of Building "Y" must be substantially completed (and/or
bonded) prior to the issuance of a certificate of occupancy for Building
"Z" to ensure that it has adequate parking and access.
