RE: Site Review Committee Comments - Real Estate III, West, Office Building
"Z" Site Plan
The Site Plan Review Committee reviewed the above referenced site plan on
April 1, 1982 . Please revise your site plan to include the
following comments. Five copies of the revised plan must be submitted by 5 :00
P•m• , Monday April 12. 1982 , in order for the Planning
Commission to review it on April_ 20. 1982 , at 7:30 p.m. , in
Meeting Room If5/6, Second Floor, County Office Building, 401 McIntire Road ,
Charlottesville, Virginia. It is the Planning Commission ' s policy that revised
plans and other requested information be submitted by the above date or the item
will be deferred for at least one month. Please note that these comments should
not be considered final . THE APPLICANT OR A REPRESENTATIVE MUST BE PRESENT FOR
THE PLANNING COMMISSION MEETING.
No site plan will be reviewed by the Planning Commission without all applicable
technical information as required by the Site Plan Ordinance. To assist the
applicant and the Staff in this, please submit the appropriate check list along
with the revised copies of the site plan. Also, please read any comments from
other agencies which are attached with this letter and contact me if you should
have any questions. Thank you.
1. Please note the following technical information on the site plan:
a. Correct the address of the owner to P. 0. Box 8186, Charlottesville, 22906;
b. Note spot elevations;
c. Note any utility easements;
d. Note pipe sizes of sewer line;
e. Note type surfacinf of sidewalks;
f. Note typical size of parking spaces, aisle widths, number loading
spaces and handicap spaces;
2. A cooperative parking agreement is needed.
3. Provide a more detailed landscaping plan.
4. The construction of Building "Y" must be substantially completed (and/or bonded)
prior to the issuance of a certificate of occupancy for Building "Z" to ensure

that it has adequate parking and access.

RE: Site Plan, Technical Review For Real Estate III - Building 2: - 3 story
The below checked items apply to this site and are hereby recommended to the
Commission:
X 1. Hydrants are required and must meet the following requirements:
X A. 212 C&O threads.
X B. Located on highway right-of-way (when possible) .
X C. No closer than 50' or more than 400' to each major structure.
D. Every 800' along the roadway.
E. Every 500' around the perimeter of the building.
X F. The fireflow requirement is 1,250 gallons per minute @ 20 PSI
(residual) .
2. A dry hydrant with adequate water from a pond is required. The surface
to the dry hydrant shall be accessable by use of an all weather compacted
surface with a grade of not more than 20% and a turn-around space with a
radius of 90 feet the standpipe shall have a 412" national standard
male fitting (see NFPA 1231) .
3. Dumpster location shall not be closer than 30' to any structure.
4. Handicapped provisions are required (see code of Virginia 35-124 & BOCA
Basic Building Code Article 316) .
X 5. Other comments and recommendations all structures over 35' high require
FPE approval (sprinklers) .

Public water and sewer are available . A 10" water main
runs through the parking area along the west side of
proposed building "Z" . An 8" sewer line with a manhole
is located on the east side of proposed building "Z" .
This existing 8 " sewer main shall be dedicated to and
accepted by the Service Authority prior to connection
of the sewer service for building "Z" . Expected fire
flow for this area would be approximately 1100 gpm at
a residual pressure of 20 psi and the static pressure
expected would be approximately 60 psi . This project
is in the Service Authority' s jurisdictional area .
( 6 ) McKinley Final Plat : Public water and sewer are not
available . This project is outside the Service Author ty ' s
jurisdictional area (approximately 10 miles west ) .
** ( 7 ) 7-Eleven Store Site Plan : Public sewer is not availabl'.
Public water is available from a 8" water main on the ti

north side of State Route 649 approximately 160 feet
east of the southeast corner of the 7-Eleven parcel . { 6
expected fire flow at 20 psi residual is 620 gpm from
the nearest hydrant (approximately 200 feet ) on State A
Route 649 . The static pressure should be around 60 psi .
This project is in Service Authority ' s jurisdictional
area .
*`( 8 ) John Bosely Final Plat : Public water and sewer are not
available . This project is outside the Service Authority ' s
jurisdictional area (approximately 2 miles west by road) .

1. Frances A. Shifflett Final Plat - health dept. has not been contacted.
Will need health dept. approval.
2. W.W.W. Electronics Site Plan - health dept. has not been contacted. There is
an existing septic system, but may be some question on enough area for
additional building and area for an alternate drainfield and area needed
for new addition.
3. Talbott's Gasoline Sales and Automobile Laundry Site Plan - Public sewer
and water.
4. Berkmar, Lots 15A and 16A, Revised Final Plat - Public water and sewer.
5. Real Estate III, West, Office Building "Z" Site Plan - Health dept. has
not been contacted. Will probably be served by public water and sewer.
6. McKinley Final Plat - Health dept. has not been contacted. Will need our
approval.
7. 7-Eleven Store Site Plan - Health dept. has given preliminary approval for
septic tank system.
8. John Bosely Final Plat - Health dept. has not been contacted. Will need
either soil scientist report or backhoe holes.

1. Frances A. Shifflett Final Plat - Soils in this area are
Braddock loam and Thurmont loam. These soils are red with very
sticky clay subsoils. They have moderate limitations for septic
tank absorption fields because of a wetness condition. Depth to
bedrock is greater than 60 inches.
2. W. W. W. Electronics Site Plan- No comment.
3. Talbott's Gasoline Sales and Automobile Laundry Site Plan-
No comment.
4. Berkmar, Lots 15A and 16A, Revised Final Plat- No comment

Dear Ms . Caperton:
The following are our comments:
5 . Real Estate III, West, Office Building, "Z" Site Plan, Route 250 West:
An adequate commercial entrance serves this site.
6 . McKinley, Final Plat, Route 635: The existing entrance has adequate site
distance for a private entrance, however, if the residue were to develop further,
the entrance location may not be adequate for a private street couuuercial entrance.
7 . 7-Eleven Store, Site Plan, Route 649 at 29 N. : The Route 29 corridor study
as approved by the Board of Supervisors calls for a grade separated interchange,
ul imately, at this Route 29 intersection. In order for this to be accomplished,
on of the access ramps will go through this site. Accordingly, we cannot recommend
ap royal of any plans which would prohibit implementation of the Route 29 improvement.
Be ore commenting further on the previous restrictions placed on this property,
na ,ely, access only through the existing entrance on the adjacent parcel, we must
knew the County's intentions with regard to the Route 29 corridor study at this
location.
8. John Bosely, Final Plat, Route 743: A modified private street entrance was
issued at this location. A condition of that permit, however, was that it was to
serve a maximum of three lots . This permit was obtained by Mr. Bosely. We cannot
recommend approval of any further development or subdivision until a Standard
entrance can be constructed. Approval of this subdivision request would invalidate
the existing permit signed by Mr. Bosely.
