GIS indicates record of (past) leaking underground storage tanks. Please offer commentary or evidence of coordination with state agency (VIDEO), or remediation completion, if required. Image from GIS: Response: The Property has been in active remediation under oversight from the Virginia Department of Environmental Quality (VA DEQ) since 2007. The Developer has submitted a Corrective Action Plan Amendment (CAP Amendment) to complete ALL remedial activities upon development of the Property, which the VA DEQ Case Manager is currently reviewing. The Developer will handle any petroleum -contaminated soil and groundwater in accordance with the VA DEQ-approved CAP Amendment, and will dispose of contaminants only at permitted facilities. Additionally, the Developer plans to employ additional protective measures for workers during subsurface activities, as appropriate. 2. CS-101 a. Recommend pedestrian crosswalk striping if pedestrians on walks along Rt. 29 and Greenbrier Drive have right of way over vehicles entering /exiting Wawa. Response: Crosswalk striping has been added to both site access points. Kimlep Horn Page 3 b. Please revise shading for concrete for fuel canopy, if intended to be light duty concrete. Response: The concrete pad at the fuel canopy is intended to by heavy duty concrete. The hatch remains as previously shown. c. Where island width =95, revise bullnose radius to 4.75'. Response: The island width has been revised to 9.0' and the radius is shown as 4.5'. d. Provide a gap between bollards (diagonally opposite CG-12A ramp of walk that climbs slight incline from Greenbrier to Wawa) wide enough to accommodate a wheelchair, similar to bollard spacing at HC parking space on west side of the Wawa building. Response: The bollard spacing has been revised as requested. e. Label TimbarrierTM, to clarify location. Response: Timbarrier guardrail has been removed from the plans. f Label CG-6, spilling curb/gutter. Response: CG-6 and Spilling Curb/Gutter has been added to the legend. 3. CS-501 a. Provide VDOT step detail, inlet shaping detail, pipe bedding detail (ST-1, IS-1, PB-1). Response: The VDOT details have been listed on sheet CA-101 per new requirements. 4. CS-502 a. Provide VDOT equivalence determination document that S. I. Stoney Timbarrier TM product meets or exceeds VDOT minimum standards for barrier protection. Response: Timbarrier has been removed and replaced with VDOT standard GR-2. b. Provide surface mounted handrail detail. Response: A detail has been added to sheet CS-502. c. Provide pavement widening detail for Greenbrier Drive (VDOT WP-2), if required by VDOT. Coordinate work within RW with VDOT. Obtain land use permit for activities within public RW. Response: VDOT detail WP-2 has been listed on sheet CA-101 as requested. Limits of mill and overlay have been included on sheet CS-101. Land use permit will be obtained prior to plan approval. CG-101 a. Note: Nutrient credit purchase is proposed; ref. change to state administrative code concerning eligible nutrient credit banks. This site discharges to Meadow Creek, evaluated unimpaired, so this project may purchase from eligible banks within same or adjacent 8-digit HUC. Response: Acknowledged. Nutrient credit purchase documentation will be provided prior to plan approval. b. Submit VSMP /WPO Application at earliest convenience. Response: Acknowledged. c. Provide and label public drainage easements for any pipe/s downstream of underground SWM facility, or any pipe that conveys storm runoff from a public right-of-way. Response: The easement has been added and labeled on sheet CU-101. e. Utility Note references CU-501, Utility Details; please include sheet CU-501. Response: The utility detail sheet has been included with this submission. f. Provide utility /storm pipe profiles. Ensure no conflict between storm pipes that cross in facility entrance /exit to Greenbrier Drive. Additional comments possible. Response: Utility profiles have been included on sheet CU-501 and storm profiles have been included on sheet CG-501 as requested. All profiles include crossings and separation information. g. Provide VDOT design tables, LD-204 (Storm Inlet Computations), and LD-229 (Storm Drain Design Computations). Response: VDOT design tables have not been provided with this submission. Proposed structures and pipes upstream of the underground detention are submerged during the 10-YR storm, therefore, capacity and velocity calculations are not applicable. 7. CP-101 a. Remove any canopy -species (American elm) landscaping within SWM facility easement. Response: Canopy trees have been removed from SWM facility easement. See Sheet CP- 101. Planning Services Additional Comments Related to The Site Plan: 1. [Comment] Project number. Now that the initial site plan has been assigned a project number, please include the number — SDP202100027 — in the title/heading of the Cover Sheet. Response: The project number has been added to the title on the cover sheet. 2. [32.5.2(b)] Parking schedule. On the Cover Sheet, provide the calculation that was used to determine the number of required parking spaces for this plan. (Note: Per Albemarle County Code, ar appropriate scheduled use for this development is "Retail use not otherwise identified" which requires one space per 100 square feet of retail sales area for the first 5,000 square feet and one space per each 200 square feet of retail sales area above 5,000 square feet. Retail sales areas is defined as 80% of the gross floor area.) Response: The calculation that was used to determine the number of required parking spaces has been included on the cover sheet under site data as requested. 3. [32.5.2(n), 4.12.4] Shared parking. The site plan notes that the 20 parking spaces in the small parking area at the rear of the property will be created for the benefit of TMP 61 W-02-2B. Please be aware that, per Sec. 4.12.4(a), County Code does not allow the number of proposed parking spaces to exceed the number of required spaces by more than 20 percent. The current site plan exceeds the number of required spaces by 41.7%. It may be possible to provide the desired parking schedule Kimlep Horn Page 6 through a shared parking agreement. Staff recommends following up with the Zoning Division to see if this may be an option. Response: Through conversations with the Building Official, the 20 additional parking spaces will be factored into the maximums for the rehab facility. The Wawa parcel would therefore be reaching the parking requirement. 4. [32.5.2(n), 4.17] Outdoor lighting. Please refer to comments provided by the ARB reviewer below (comments #6-12, specifically) concerning outdoor lighting. Response: Acknowledged. 5. [Comment] Landscaping. Please refer to comments provided by City of Charlottesville Department of Public Utilities and ARB, below, regarding landscaping and plantings. Response: Acknowledged. 6. [Comment] Grading. Please refer to comments provided by City of Charlottesville Department of Public Utilities regarding proposed grading over existing gas lines. Response: Acknowledged. 7. [4.12.18] Loading zone. A loading space is not required for this development, per 4.12.13, since the building is less than 8,OOOsf. However, a loading zone is shown on the site plan. County Code Sec.4.12.18 requires loading spaces to be a minimum of 12 feet in width, 14'/z feet in clearance height and a length sufficient to accommodate the largest delivery trucks serving the establishment, but providing no less than 25 feet in length. Please be aware, that code section also requires the loading space to be designed in such a way that no part of any vehicle will extend into a driveway or aisle space. Please revise the loading zone shown on the site plan to align with these ordinance requirements. Response: The loading zone has been removed from the plans. 8. [32.5.2(n)] Fuel stations and pumps. On the Cover Sheet, please edit the "WAWA Information" notes to clearly state the number of fuel stations and pumps being proposed by this project. Response: The WAWA Information table has been updated to show the nine MPD's proposed with this project. See sheet CA-100. 9. [32.5.2(q)] Traffic generation. Provide expected traffic generation information, if not provided already. Response: Traffic generation numbers have been provided on sheet CA-100. 10. [32.5.2(i), 32.5.2(m)] Vehiculartravelways. In addition to the comments provided by Engineering and VDOT reviewers, below, please also show the distance to the centerline of the nearest existing street intersection from the proposed ingress and egress points. Response: Dimensions have been added to sheet CS-101. 11. [4.12.19] Dumpsterpad. The regulations for dumpster pads require the concrete pad to extend at least eight feet beyond the front of the dumpster. Please revise the plan to demonstrate that this minimum design requirement is being met. This could be done with a distance label on the site plan. Response: A dimension has been added to the dumpster pad on sheet CS-101. 12. [32.5.2(n)] Monument signs. Remove all depictions and notes regarding monument signs. Those signs are reviewed through a separate application and permitting process. Kimlep Horn Page 7 Response: A note has been added to the monument sign callouts stating that the signs are to be approved under a separate permit. See sheet CS-101. 13. [32.5.2(a)] Zoning. Include in the zoning notes that this property is subject to special use permit SP1991- 00069 and its conditions. State the conditions of approval in the notes. See reference document attached. Response: On the cover sheet under site data, the applicable special use permit number has been included. The full conditions of the special use permit has been included on sheet CA- 102. 14. [32.5.2(a)] Setbacks. Revise the setback notes to reflect the following: a. Front: 10ft minimum; no maximum b. Side and Rear: none Response: The setback note has been revised on the cover sheet. 15. [32.5.2(f)] Water supply watershed. In the Site Statistics notes on the Cover Sheet, provide a note to indicate whether the site is located within a water supply watershed. Response: Using ACSA's Water Supply Map, it has been determined that the site is within the Mechunk Creek-Rivanna River Water Supply Watershed. If not given already, please provide the curve data for the curved boundary line at the northernmost property corner. Response: Boundary curve data has been provided on sheet CV-101. 17. [32.7.9.4(c)] Existing landscape features. On the Existing Conditions sheet, identify whether exiting tree/vegetated areas are composed of evergreen, deciduous, or a mix of tree types. Also please provide a label for the existing tree line symbology. Response: See existing conditions sheet for existing vegetated areas. See sheet CP-101 for all proposed vegetation. 18. [32.5.2(n)] Building footprint. Provide length and width dimensions for the proposed building footprint. Response: Building dimensions have been added to sheet CS-101. 19. [32.5.2(a)] Scales. With the scales on each plan map sheet, please include a " 1 in = " label. Response: The scales have been updated on all plan sheets as requested. 20. [32.5.2(a)] Abutting parcel information. Provide the present uses for all parcels that abut the subject property. Response: The present uses for all abutting parcels have been included in the plans as requested. 21. [32.5.2(i)] Easement plat. Please be aware, prior to approval of a final site plan for this development, an easement plat for new, required easements will need to be submitted, approved, and recorded. Response: Acknowledged. Kimlep Horn Page 8 Buildina Inspections 1. Accessible parking spaces, access isles, and accessible route shall be installed in accordance with ICC ANSI A117.1-09 and the 2015 Virginia Construction Code. Response: Acknowledged. 2. ALL water lines, sewer lines, and fire lines from the main to the structure located on private property MUST have a visual inspection performed by the building department. Response: Comment noted. 3. All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks. Response: Acknowledged. All roof drains tie to underground stormwater conveyance systems. Department of Fire Rescue 1. Provide a note on the plan of the required ISO fire calculation. Response: The required ISO fire calculation has been included on sheet CU-502 as requested 2. Indicate on the plan the latest ACSW flow test to ensure adequate fire flow per calculation in comment #1 Response: Flow test was performed on 9/2/2021. Q20 calculation resulted in 11417 GPM. A note has been added to sheet CU-101 as requested. 3. A Knox Box will be required. Please place a note indicating this on the plan. The location of this can be coordinated with the Fire Marshal's Office. Response: A note has been added to sheet CU-101. 4. To accommodate fire apparatus, turn radii serving fire apparatus access must be a minimum of 25 ft. - the turn radii from Seminole Trail onto property needs to increase from 20 ft to 25 feet to fulfill this requirement. Response: The curb radius at the entrance along Seminole Trail has been revised to 25 feet. See sheet CS-101. Service Authority 1. Submit 3 copies of the utility plan to ACSA for review. Response: Acknowledged. 2. The existing water meter and sewer lateral will need to be shown and called out to be abandoned. Kimlep Horn Page 9 Response: The existing water meter, service and sanitary sewer later are shown as to be removed on sheet CE-101. 3. Provide 5' minimum separation between the fire hydrant and meter vault. Response: Five feet of separation has been provided between the proposed hydrant and meter and a note has been added to the callout on sheet CU-101. 4. Provide fixture counts to confirm the meter size. Response: Fixture counts have been provided on sheet CU-502. 5. Refer to ACSA's Standard Construction details for larger service lines, if a 1.5" meter is required. Response: The service line design has been revised. See sheet CU-101. 6. Confirm the proposed water use near the dumpster. Will this be served from the irrigation line, or the domestic line? Response: The water line is to serve the hose bibb inside of the dumpster enclosure. It will be served from the domestic line from inside of the building. See sheet CU-101. 7. An irrigation application will be required to determine the meter size. This can be found on the ACSA website. The application fee can be waived if submitted with utility drawings. Response: The ACSA irrigation application has been included in the Final Site Plan submission as requested. Virginia Department of Transportation 1. The access easement across parcel 061 WO-02-00-002BO must be shown on the site plan before VDOT will issue a LUP-CEI permit. Response: Proposed 30' access easement has been included on sheet CS-101 and will be recorded prior to plan approval. 2. Neither entrance shown conforms to the requirements on Table 4-3, Appendix F of the Road Design Manual relating to a fuel delivery truck. Response: A minimum radius of 25 ft was provided at all entry /exit points for the site and a fuel delivery truck can maneuver thru the site. 3. The entrance on Route 29 does not conform to the geometric requirements in Section 4, Appendix F of the Road Design Manual. The Department is still evaluating the applicant's request for Access Management Exception for the entrance on Route 29, and communication on that process will be handled by separate correspondence. Response: The approved Access Management Exception has been included on sheet CA-102. 5. Add CG-12 to ramp on south side of Route 29 entrance. Kimlep Horn Page 10 Response: The existing ramps have been demolished and an ADA-accessible sidewalk cut - through has been included instead of the CG-12 ramp due to the very small size of the concrete island. 6. Please provide sight -distance triangle and profiles along the sight -distance lines and ensure they conform with Table 2-5, Appendix F of the Road Design Manual. Response: A sight distance sheet has been added to the sheet set and is numbered CS-201 as requested. 7. Sheet CS-101: Show limits of existing pavement for reference. Response: Limits of mill and overlay added to sheet CS-101 to further delineate proposed and existing pavement. VDOT detail WP-2 has been added to sheet CS-501. 8. Sheet CS-101: Show limits of mill and overlay on Route 29 from 2 feet before the south side of the refurbished entrance to 2 feet after the north side of the eliminated entrance for the entire lane width ensuring compliance with Standard Drawing WP-2. Also, please add the WP-2 detail to the plans. Response: Limits of mill and overlay have been included on sheet CS-101 2 feet before the south side of the refurbished entrance to 2 feet after the north side of the eliminated entrance for the entire lane width. Sheet CS-101: Show limits of mill and overlay on Greenbrier Dr. from 2 feet before the proposed right- turn -lane to 2 feet after the proposed entrance for the entire lane width ensuring compliance with Standard Drawing WP-2. Also, please add the WP-2 detail to the plans. Response: Limits of mill and overlay have been included on sheet CS-101 2 feet before the proposed right- turn -lane to 2 feet after the proposed entrance for the entire lane width. VDOT detail WP-2 has been listed on sheet CA-101 as requested. 10. Sheet CG-101: Move tie-in to existing storm sewer out of the paved roadway to reduce disruption of traffic during installation and future maintenance. The condition of the existing 48" RCP pipe will also have to be verified before the Department will allow a new SWM pipe to be tied in. Pipe -video review will likely be necessary. Response: The connection point to the existing 48" RCP has been revised to outside of the right-of-way. See sheet CG-101. Architectural Review Board (ARB) 1. Maintain grading outside the driplines of trees to remain. Show tree protection fencing on, and coordinated throughout, the grading, landscaping, and erosion and sediment control plans. Response: Tree protection has been provided on Sheets CE-101 and CP-101. A Certificate of Appropriateness is required prior to final site plan approval. The following items and all items on the ARB Final Site Plan Checklist must be addressed: 1. Revise the color of the dumpster gates to a recessive one. Response: Color of dumpster gates has been revised to a recessive one, see sheet CS-503 for revision. 2. Replace the chain link fence with a design that is compatible with the architecture on site and suitable for the EC. Kimlep Horn Page 11 Response: The chain link fence has been replaced. See detail sheet CS-502. 3. Move the vent stacks to a less visible location and/or add landscaping to provide more complete screening. Response: The vent stacks are located set back from Seminole Trail as additional plantings have been provided to help screen the stacks. 4. Move the fire hydrant and water meter to less visible locations and/or provide landscaping for screening/integration. Response: The water meter and fire hydrant have been moved to the southern side of the Route 29 entrance. See sheet CU-101 for meter and hydrant locations. 5. Add the standard equipment note to the site and architectural drawings: "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." Response: The standard equipment note has been included on sheet CS-101 under Site Plan Notes as requested. 6. Revise the lighting plan to eliminate spillover along Rt. 29 and Greenbrier Drive in excess of .5 fc. Response: Lighting plan has been revised to eliminate spillover in excess of 0.5 fc offsite as requested, see sheet CL-101 for revisions. 7. Revise the S1 fixtures to full cutoff fixtures. Response: Note added to sheet CLA 01 stating: "each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural area zoning districts shall not exceed one half footcandle." Sheet CL-101 has been updated accordingly as requested. S1 fixtures have been updated to be under the 3,000 initial lumens. 8. Reduce the illumination under the fuel pump canopy to a maximum of 30 fc. Maintain a 20 fc maximum elsewhere on site. Response: Illumination under the fuel canopy has been reduced to a maximum of 30 fc as requested, see sheet CL-101 for revisions. 9. Revise the light fixtures to include lamps that emit warm white light in the 2000-3000K range. Response: Light fixtures have been updated to include lamps that emit warm white light in the 2000-3000K range as requested, see sheet CL-101 through sheet CL-502. 10. Revise the luminaire schedule to include the proposed colors of the light fixtures. Provide for a consistent fixture color. Response: Luminaire schedule has been updated to include the proposed colors of the light fixtures as requested, see sheet CL-101 through sheet CL-502. 11. Revise the overall pole light height to not exceed 20', including the base. Provide an exhibit that clearly labels and shows the extents of existing and proposed utilities and easements, and available planting area across the site. Response: Easements have been added to sheet CP-101 as requested. 15. Revise the landscape plan to show large shade and ornamental trees more evenly spaced along Greenbrier Drive to establish a rhythm consistent with the planting along Rt. 29. Response: Landscaping has been revised on Sheet CP-101. 16. Add medium trees, 2'/2" caliper at planting, between the Greenbrier sidewalk and the new path connecting the sidewalk to the parking lot. Add shrubs where easements/utilities limit tree planting. Response: Additional plantings have been provided on along Greenbrier on Sheet CP-101. 17. Consistently provide large trees, 40' on center, 2'/z" caliper at planting, at the perimeter of all parking areas. Response: Large trees have been provided along the perimeter of parking. See Sheet CP-101, 18. Provide landscaping along the southern property line, including evergreen landscaping in the vicinity of the loading area. Response: Evergreen screening has been provided on Sheet CP-101. 19. Increase planting area wherever possible. Response: Noted. 20. Provide additional low-level planting along the Rt. 29 and the Greenbrier frontages to offset visual impacts. Response: Additional plantings have been provided on Sheet CP-101 21. Replace the berm with grading that has a more natural appearance. Response: The berm has been removed and replace with a more natural grade. 22. Show on the plan proposed easements or other methods for accomplishing off -site work. Response: The developer plans to record a Reciprocal Easement Agreement with Laurel Hospital at time of land closing which is planned for when all plan approvals are eminent. The agreement will address cross access, temporary construction activities, cross parking on the 20 parking spaces in the rear, ongoing maintenance responsibilities, and landscaping along Greenbrier. 23. If there are trees at the southeast corner of the parcel that are to remain, show tree protection fencing throughout the plan. Response: Tree protection has been provided on Sheet CP-101. Kimlep Horn Page 13 24. Reduce the footprint of the fuel pump canopy to allow for increased planting area and to not exceed previous approvals. Response: The fuel pump canopy footprint has been revised. 25. Reduce the height of the fuel pump canopy to minimize visual impacts and to meet the 14'6" maximum to the bottom of the fascia/eave. Response: The height has been revised. See elevations provided with this submission. 26. Note that sign locations are not approved with the site plan. Sign locations can only be approved with sign permit applications. Response: Acknowledged. 27. Choose alternate monument sign locations and provide planting that fully integrates the signs into the landscape. Response: Landscape plants have been provided around the monument signs. The signs are to be designed and approved under a separate permit and are shown on this plan for reference only. 28. The Entrance Corridor guidelines take context into consideration so, although Wawa designs have been approved for other locations in the County, ARB requirements may be different for this site. (6/20) Response: Acknowledged. 29. Landscaping will be extremely important to offset visual impacts of the proposed development. If utilities or easements conflict with required landscaping, planting areas should be increased so that landscaping can be provided without conflict. (6/20) Response: Noted. 30. Vent stacks for underground tanks should be located away from the EC streets. (6/20) Response: The vent stacks are located set back from Seminole Trail as. Additional plantings have been provided to help screen the stacks. 31. Regarding the planting area on the south side: Trees and shrubs will be required. A minimum planting depth of 10' is recommended. (12/20) Response: Plantings have been provided on Sheet CP-101. A 10' planting depth has been provided where possible along the property line. 32. Regarding the parking lot: The rehab center amendment will require ARB approval. The parking lots on both parcels will need to meet the EC design guidelines landscaping requirements, including perimeter and interior parking lot trees. (12/20) Response: Acknowledged. Response: Street names corrected in the architectural elevation drawing titles. Public Utilities General: Kimlep Horn Page 14 1. Remove Columbia Gas from all sheets. The City of Charlottesville owns and operates these pipelines. Response: Columbia Gas has been removed from the plan set. Sheet CV- 101: 2. Show existing 8" coated steel natural gas mains in Greenbrier Dr. Response: The existing gas mains have been added to the plan and are labeled on sheet CU- 101. 3. Show existing gas service to 1215 Seminole Tr. Response: The existing gas service has been called out to be removed on sheet CE-101. 4. The plans call out a gas valve close to the service connection for 1215 Seminole Trail and 490 Hillsdale Drive. This is actually a pressure regulation station. This station will need remain in place in order to continue to provide service to 490 Hillsdale Dr. Response: The callout has been revised to show the pressure regulation station to remain. See sheet CU-101. Sheet CG-101: 5. Grade changes over any gas line will not be approved. These gas mains are buried at a depth that is required by federal law under CFR Title 49 Part 192.327 and 192.361. Response: Per conversation with Christian Chirico, grade changes are acceptable over existing gas lines assuming minimum cover is provided. See provide on sheet CU-501. 6. The storm water management system at the rear of the property is directly over the existing gas lines, this is not approved. Response: The SWIM system has been revised. Sheet CU-101: 7. Provide all profiles for utility crossings that involve the City of Charlottesville natural gas mains, services or facilities. Response: Utility profiles have been provided on sheet CU-501. Sheet CS-101: 8. The air station, air pumps, lighting, sidewalk, curbing and parking barriers are not approved within the City of Charlottesville gas easement. Response: The air station and pumps and lighting have been relocated outside of the gas easement. Per conversations with Christian Chirico, proposed curbing and sidewalk is allowed within the gas easement. See sheet CU-101. Sheet CP-101: 9. None of the plantings within the City of Charlottesville gas easement are approved. Response: Per conversations with Christian Chirico, shrubs are permitted within the gas easements. All trees and evergreens have been relocated outside of easements limits.
