A Description of Request: Lowe's requests two variances to The County of Albemarle's land use sign code 4.15.12.6. Commercial (HC) and mixed Commercial (PD-SC and PD-MC) District 1. A variance in the maximum height of 20 feet below top of fuscia or mansard be granted to allow the sign placement as depicted on the attached application, and 2. That a portion of the allowable signage for the rear of our proposed facility be reallocated to the front fuscia. Lowe's proposes that 88 sq. ft. of the allowable signage (200 sq. ft.) on the rear of our facility be used on the front fuscia as a directional sign entitled"Indoor Lumber Yard". Attached is a proposed sign plan to better illustrate our proposal. 1. That the strict application of this ordinance would produce undue hardship. The strict application of this ordinance would produce undue hardship by not permitting Lowe's to properly identify and direct customers to their desired store location. This direction is essential to our customers due to the size of our facility and travel distances between the different sales departments. Imparticular, our lumber sales area is located on the left side of the building while our garden center sales area is located on the right side of the building. Allowing Lowe's to erect our"Indoor Lumber Yard Sign" will allow our customers entering the parking lot to make a decision on where to park, based on the product they intend to purchase, thus creating a more convenient shopping experience. 2. That such hardship is not shared generally by other properties in the same zoning district and the same vicinity. If Lowe's was considered a strip shopping center and consisted of four(4) retail facilities, the following calculations would be utilized to determine the wall signage: Land Use Code 4.15.12.6- 1.5 sq. ft. of signage per 1 linear ft. of building frontage. • Lowe's 550 linear ft. 825 sq. ft. (200 sq. ft. maximum) • A strip shopping center having 550 linear ft. of frontage with four(4) different uses of 135 sq. ft. each would be permitted 200 sq. ft. each(a total of 800 sq. ft.) Examples of an existing strip center can be identified adjacent to our store location. Further more, our proposed new Lowe's can be considered similar to a strip shopping center due to two conditions, 1) The size of the proposed Lowe's facility (approximately G:\RE\TWILKINS\CORRESP\VA\CHARLOT r\VARIANCE.DOC 164,000 sq. ft. with 550 linear feet of building frontage), and 2) Our store consists of a number of different departments and carry a wide variety of products. 3. That the authorization of such variance will not be of substantial detriment to adjacent property and that the character of the district will not be changed by the granting of the variance.
