After the meeting today with Roger Ray at Zion Hill Baptist Church, and the determination from
Zoning that a site plan is not necessary, the Engineering Department has the following changes
to our comments of 25 June 1998.
As we discussed with Roger, detail will be provided on the plan to clarify that there are no
conflicts between the building, graveyard, drainage swale, septic system and parking areas. Of
the items discussed in previous comments, the changes to the entrances are the outstanding
safety issues which must be dealt with as part of the special use permit.
Roger Ray brought up concerns that adequate travelway does not exist between the 36" Red Oak
and the building to effectively use the northeastern entrance on Rt. 740 for 2-way traffic. This
raised the concern that people might use the Rt. 22 entrance to circle back around on Rt. 22 to
travel northeast on Rt. 740, which would be a more hazardous situation than currently exists.
This could be solved by rearranging the parking and travelways on the site, and possibly
removing the oak tree, something which the applicants does not wish to do. With these
considerations, and VDOT's wish to establish one entrance as far from the Rt. 22 intersection as
possible, the Engineering Department will support using the middle entrance on Rt. 740 and
closing the rest of the frontage.
The slight shift in the entrance on Rt. 22 will not bring about a significant improvement in sight
distance. Therefore, with no site plan requirement for the church, the Engineering Department
will not require improvement at this entrance. However, the Engineering Department strongly
recommends that the applicant improve this entrance as discussed by VDOT to provide a vehicle
landing and adequate width at the right-of-way line.
As discussed in earlier VDOT correspondence, the remaining entrance on Rt. 740 must be 30
wide with 25' radii. The remaining road frontage should be blocked off with a well defined
physical change along the right-of-way line, preferable a visible barrier of some sort. Taking up
the gravel and establishing landscaping, placing a fence or landscaped wall, rows of timbers or
concrete bumper blocks, or something equally effective would be acceptable.

Glenn,
This SP originally had a site plan waiver request with it. Roger Ray did a plan dated June 4,
1998 that you reviewed and made comments on. (Remind me to tell you that Aggie joke
about ending sentences in prepositions.) JanAmelia has determined that because nothing
occasions a site development plan (or waiver)that the church no longer needs approval of a
site plan. The SP, though, is still needed. I need from you comments regarding health,
safety, welfare needs for the church at this site (i.e., any driveway modifications you feel are
necessary).
Thanks for your help on this. Could I get these comments by tomorrow?

It's ok. I've got Glenn going out with me in 15 minutes. We're really down to the issue of how to
modify the entrances and I think I've got what I need from you, anyway. When we talked briefly
yesterday about going out to check out parking areas, that was before you made the
determination that a site plan is not needed.

Elaine, I really can't afford the time. I've already made 3 site visits to this church (once when
they first came in without a plat to determine if they could possibly not need a variance, then
with Susan when we received Roger's plat, (I think) and again just this week to measure the
pews and existing fellowship hall to determine parking.) I'll be happy to meet and talk again,
but the field trip is at least an hour and I just don't have it.
