We received your review comments on our ARB submittal ARB2021-68, sent by email and as part of the
Final Site Plan review process for SDP 2021-00056, for the RWSA's Airport Road Pump Station. On
behalf of the Rivanna Water & Sewer Authority of Albemarle County, Virginia, we have prepared this
letter in response to your comments. Our letter is formatted to list your inquiry/comment in regular or bold
font followed by our response in italics font. Updated site and architectural drawings are enclosed
following this letter.
Albemarle County Architectural Review Board Comments
1. No details have been provided on the appearance of the ground storage tanks. If the ground storage
tanks are proposed with this submittal, provide details on the architectural designs of the ground
storage tanks, including a color sample. If details on the appearance of the ground storage tanks
are unavailable at this stage, revise the site plan to remove all references to the ground storage
tanks.
Response: As per email correspondence with K Taggart, the dashed lines depicting the
anticipated locations of future tanks have been removed from the plan sheets and replaced with
the following note "SPACE FOR ANTICIPATED FUTURE GROUND STORAGE TANKS'. This
email is enclosed following this letter.
2. See comment #1 regarding notes/references to ground storage tanks. If details on the appearance
of the ground storage tanks are unavailable at this stage, revise the site plan to remove all
references to the ground storage tanks.

4. The LLF of the proposed fixtures is less than 1.0. Revise the photometric plan using an LLF of 1.0
for all fixtures.
Response: Sheet DE1 has been revised and updated with a light loss factor of 1.00.
No details on the view of the ground storage tanks from Airport Rd. have been provided. If the
ground storage tanks are to be proposed and reviewed with this submittal, provide site sections that
show the view of the site, including the storage tanks from the Airport Rd. frontage.

9. MAINTENANCE:SILT FENCE SHALL BE INSPECTED IMMEDIATELY AFTER EACH RAINFALL AND AT LEAST DAILY DURING PROLONGED RAINFALL. ANY REQUIRED REPAIRS SHALL BE
MADE IMMEDIATELY.
A. CLOSE ATTENTION SHALL BE PAID TO THE REPAIR OF DAMAGED SILT FENCE RESULTING FROM END RUNS AND UNDERCUTTING.
B. SHOULD THE FABRIC ON SILT FENCE DECOMPOSE OR BECOME INEFFECTIVE PRIOR TO THE END OF THE EXPECTED USABLE LIFE AND THE BARRIER IS STILL NECESSARY, THE FABRIC
SHALL BE REPLACED PROMPTLY.

Brad,
The ARB historically has not approved site plans that show the footprint of buildings or other structures without
reviewing the design. Regarding this site plan removing the dash lines indicating the footprint of the ground storage
tanks and instead using an arrow and the note that is currently on the site plan to point to the general area that the
tanks will be located will resolve staffs comments regarding the ground storage tanks.

Hi Khris,
We will address the mechanical note and the fixtures and provide revised plans.
Regarding the ground storage tanks, these are not being constructed at this time. We tried to be clear about this in our
letter and on the plan sheets by referring to them as future ground storage tanks. They were shown on the plans as an
internal site development measure for RWSA and for consistency with past site plans that have been presented to the
county. The intent is that when these tanks are constructed in the future, the site plan will be amended to reflect this
work. There has been nothing designed or developed for these tanks that is available to show the County.
With that being said, what would you like to see to resolve these comments?

Dear Applicant,
I have reviewed the plans with the revision date of June 04, 2021 submitted for the ARB2021-68 Airport Rd. Pump Station
Final Site Plan. The changes made in these plans do not address all the conditions of approval outlined at the ARB meeting
held on October 5, 2020. The following revisions are requested to make the proposal consistent with the Entrance Corridor
Guidelines (note the numbers below refer to original conditions from the action letter dated October 7, 2020):
1. No details have been provided on the appearance of the ground storage tanks. If the ground storage tanks are
proposed with this submittal, provide details on the architectural designs of the ground storage tanks, including
a color sample. If details on the appearance of the ground storage tanks are unavailable at this stage, revise the
site plan to remove all references to the ground storage tanks.
2. See comment #1 regarding notes/references to ground storage tanks. If details on the appearance of the ground
storage tanks are unavailable at this stage, revise the site plan to remove all references to the ground storage
tanks.
3. The standard mechanical equipment note is not included in the site plan. Revise the plan to include the standard
mechanical equipment note: " Visibility of all mechanical equipment from the Entrance Corridor shall be
eliminated."
4. The LLF of the proposed fixtures is less than 1.0. Revise the photometric plan using an LLF of 1.0 for all fixtures.
7. No details on the view of the ground storage tanks from Airport Rd. have been provided. If the ground storage
tanks are to be proposed and reviewed with this submittal, provide site sections that show the view of the site,
including the storage tanks from the Airport Rd. frontage.
