Dear Mr. Collins:
The Agent for the Board of Supervisors hereby grants conditional administrative approval to the above referenced
site plan. All comments contained in the attached comment letter must be addressed prior to final site plan
approval.
This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer
submits a final site plan for all or a portion of the site within one (1) year after the date of this letter as provided in
section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter diligently pursues approval
of the final site plan.
In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the following
approvals are received:
1. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the County
of Albemarle.
2. Approval of all easements for facilities for stormwater management and drainage control.
The final site plan will not be considered to have been officially submitted until the following items are received:
1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code and the
conditions attached to this letter.
2. Applicable fee.
The Department of Community Development shall not accept submittal of the final site plan for signature until
tentative approvals for the attached conditions from the following agencies/reviewers have been obtained:

addressed prior to final site plan approval:
1. [32.5.2 (a) and ZMA201500007] Please clarify the total project area note on Sheet 1. The Code of Development
(COD) states that the total area of Block 1 is 12.0 acres, but the note states that Blocks 1A, 113, and 1C total 28.74
acres. Per footnote #4 under Table 2 on page 6 of the COD, block sizes can only be modified by 15%, otherwise a
variation is required.
a. Per footnote #2 under Table 2, block areas listed in the table are exclusive of greenway areas. Please
verify what the actual proposed acreage of Block 1 and Block 1C are.
2. [32.5.2 (a)] Please remove all improvements that are shown (buildings/parking) that are outside of Blocks 1A, 113,
and 1C. There are several commercial buildings and recreational amenities that have not yet been approved and
are not part of Block 1C visible on the plans.
3. [32.5.2 (a)] Please label all setback lines on the final site plan.
4. [32.5.2 (b)] Please revise the notes that state "allowable density" and "proposed density" on Sheet 1 to state
"allowable non-residential square footage" and proposed "non-residential square footage."
5. [32.5.2 (b)] Per page 9 of the COD, 1 bicycle rack is required for every 5,000 sq. ft. of retail space. Please provide a
calculation stating the amount of bicycle racks required, and show their location on the plans.
6. [32.5.2 (d)] Please see Engineering comment #3 and provide a signed seal for the note regarding
slopes/topography.
7. [32.5.2 (j)] Please show all existing water, sewer and drainage facilities and easements within the property. Label
easements by type, state dimensions, and state the recorded instrument number that created the easement.
8. [32.5.2 (k)] Please show all proposed water, sewer, drainage, and stormwater easements on the final site plan and
state the easement type and width.
9. [ZMA201500007] Per Section 2.2.1(page 9) of the COD, primary entrances for buildings in Block 1 must be
located on the front or side of the buildings. Please address the following:
a. Label primary entrances on all buildings.
b. Add sidewalks connecting the primary entrances to existing and/or proposed sidewalks along Archer
Avenue and Stella Lane as necessary.
10. [32.5.2 (n)] Per Section 3.3. of the COD (page 33), the streetscape for the main street must feature furniture, such
as benches and trash receptacles. Currently, none are shown. Benches and trash receptacles should be provided
along the Stella Lane adjacent to the sidewalk on the final site plan.
11. [32.5.2 (n)] Please explain what calculation were used to identify the amount of required parking. The commercial
and fitness center calculations do not reflect any of the minimum number of parking space standards for either use
type that are listed under Section 18-4.12 of the Zoning Ordinance. The amount of parking required may need to
be adjusted pending applicant response to this comment.
12. [32.5.2 (n)] On the final site plan, please make the parking calculation notes clear as to what the Block 1C final site
plan is required to provide and what is being provided. Currently the parking note lists out the total parking
required in each phase of Block 1. Each final site plan needs to clearly state what is required in the section of Block
1 that is proposed with that specific application.
13. [32.5.2 (n)] No loading spaces are shown. Per Section 18-4.12.13 (c), loading space requirements are as follows: (1)
one space for the first 8,000 square feet of retail gross leasable area, plus one space for each additional 20,000
square feet of retail gross leasable area; (2) one space for the first 8,000 square feet of office space plus one space

for each additional 20,000 square feet of office space; or (3) one space for the first 10,000 square feet of industrial
floor area plus one space for each additional 20,000 square feet of industrial floor area.
a. Provide loading spaces as applicable based on Section 18-4.12.13 (c).
b. Loading spaces must meet minimum design requirements specified by Section 18-4.12.18.
14. [32.5.2 (n)] Please see attached comments from Inspections Division. ADA accessible access aisles and access
routes must be provided within the site.
15. [32.5.2 (n)] Please provide ramps at each end of the brick sidewalk within the parking area. Currently the brick
walkway does not have ramps at each termination point.
16. [32.5.2 (n)] No dumpster pads are currently shown. Please provide dumpster pads within Block 1C that meet the
design requirements specified by Section 18-4.12.19.
a. Be sure to provide plan and profile view construction detail of the dumpster pad enclosure if one will be
provided in order to meet the screening requirements specified by Section 18-4.12.19 (c). If landscaping
will be sued to screen the dumpster pad, landscaping must meet screening requirements specified by
Section 18-32.7.9.7.
17. [32.5.2 (n)] Please provide dimensions for all buildings, sidewalks, walkways, walls, etc.
18. [General comment] Please be sure that the table on Sheet 3 is updated with accurate figures prior to final site plan
approval of Block 1C. There are many site plans and plats under review within Brookhill, and some of those may
be approved prior to the Block 1C final site plan.
a. The map on Sheet 3 should list the approved subdivision and/or site plan application numbers for Blocks
12, 13, 16, 17, 18 and these are currently missing.
19. [32.5.2 (r)] Please provide a legend on each drawing.
20. [32.5.2 (u)] Please see attached ARB comments. Prior to final site plan approval, a Certificate of Appropriateness
is needed. This will require building elevations for all proposed structures.
21. [32.6] Prior to approval, the final site plan must address all applicable requirements of Section 32.6 of the Zoning
Ordinance.
22. [32.7] Prior to final site plan approval, a road plan application must be submitted, reviewed, and approved to verify
that all proposed streets and other means of vehicular access to the site comply with all County and VDOT road
design requirements.
23. [32.7.4] Prior to final site plan approval, a Water Protection Ordinance Plan (WPO) must be submitted, reviewed,
and approved. See Engineering comments for further information.
24. [32.7] Prior to final site plan approval, an easement plat application must be submitted, reviewed, approved, and
recorded for all proposed easements.
a. [32.7.4.1] The easement plat must show all proposed stormwater and drainage easements. Prior to
approval of the final site plan, all stormwater and drainage easements created by the easement plat will
need to be shown, labeled, and identified as public/private, state the width/size of the easement, and state
the recorded instrument number of the plat that created the easements.
b. [32.7.5] The easement plat must show all proposed water and sewer easements. Prior to approval of the
final site plan, all water and sewer easements created by the easement plat will need to be shown, labeled,
and identified as public/private, state the width/size of the easement, and state the recorded instrument

25. [4.12.16 (c)(6)] Prior to final site plan approval, all proposed parking must meet minimum County design
requirements. Parking spaces measuring 9' x 16' must have a 2' overhang at the front of the parking space, and this
is not currently shown. See Engineering Division comments for further information.
26. [32.7.9] The final site plan will need to include a landscaping plan that meets the following requirements:
a. [32.7.9.5] Street trees along all streets. Sizes and spacing requirements must be met.
b. [32.7.9.7] Screening for parking spaces and dumpster areas.
c. [32.7.9.8] Minimum tree canopy of 10% must be provided within the site. Provide a calculation of the tree
canopy area provided, and state the tree canopy area proposed.
d. Provide a landscape schedule identifying the following information for proposed landscaping: state the
species name, common name, quantity, size/height at time of installation, canopy area per species, and
total canopy area for each species of landscaping material provided.
e. All proposed landscaping must be tree and shrub species specified on the Albemarle County
Recommended Plants List.
f. Canopy figures for all species can be obtained from the Plant Canopy Calculations list.
27. [32.5.2 (n)] Any proposed outdoor lighting must be shown on the site plan. A photometric plan and lighting cut
sheets must be provided with the final site plan. Proposed lighting must comply with requirements of Sections
32.7.8 & Section 4.17 of the Zoning Ordinance. In addition to meeting all lighting requirements a standard lighting
note will be required.
28. [ZMA201500007] Please provide an update on when the developer plans to provide a site plan showing the
portion of Civic Space 1 that will be located within Block 1. Per the COD, this feature can be provided in portions
of Block 1, 2, and 5 but must meet all of the requirement specified in the table on page 22 of the COD.
29. [ZMA201500007 and ZMA2018000011] The greenway parcel (currently identified in County records as Tax Map
Parcel 46-19139) created through the plat recorded in DB 5512 page 282 is owned by the Brookhill HOA. Per
correspondence with the developer when that subdivision plat application (SUB202000189) was under review, the
developer was going to submit an easement plat to dedicate a public easement over the greenway at a future date.
Per the COD and proffers, a public greenway easement must be dedicated to Albemarle County over the
greenway area sometime after the 500" certificate of occupancy is issued within Brookhill. Please provide an
update on when the developer intends to provide the easement.

The Brookhill Block I Initial Site Plan has been reviewed by Engineering. The following comments
will need to be addressed before approval:
1. WPO plan must be submitted and approved before final site plan can be approved. SWM
and E&S will need to be updated to be site -specific for this plan.
2. Road plan for Stella Lane must be submitted and approved before final site plan can be
approved. It should be continued as a public street and not private as shown.
3. Provide signed and sealed exhibit for this note:

This site will require a two (2) new private road names. Per Sec. 7-200-B of the County's Road
Naming and Property Numbering Ordinance (Page 2 of PDF).
"It is intended by this article that all roads within the County which serve or are designed
to serve three or more addressable structures will be named; and that all addressable
structures within the County will be assigned property numbers.
Please see screenshot below. As Road A is directly across from Crockett Cir we would recommend
continuing the road name to avoid confusion. However as this is a situation with a parking lot and
several buildings as exception could be made if you would like a completely new road name.
Road B will also need a completely new road name.
We recommend providing three (3) candidate names for each road to our office for
review, in case your first choices are not acceptable.
