RE: SDP-2021-068 Southern Albemarle Convenience Center - Initial Site Plan
Mr. McKalips:
The Agent for the Board of Supervisors hereby grants administrative approval to the above referenced site
plan.
This approval shall be valid for a period of five (5) years from the date of this letter, provided that the
developer submits a final site plan for all or a portion of the site within one (1) year after the date of this
letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter
diligently pursues approval of the final site plan.
In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the
following approvals are received:
1. Engineering approval of a V SMP plan meeting the requirements of Chapter 17 of the Code of the
County of Albemarle.
2. Approval of all easements for facilities for stormwater management and drainage control.
3. Submittal of a tree conservation checklist with areas for tree preservation identified.
4. Approval of a finding that the project is substantially in accord with the adopted comprehensive
plan as required by §15.2-2232 of the State Code.
The final site plan will not be considered to have been officially submitted until the following items are
received:
1. A final site plan that satisfies all the requirements of section 32.6 of Chapter 18 of the Code of
Albemarle.
Please submit 8 copies of the final plans to the Community Development Department. The assigned
Lead Reviewer will then distribute the plans to all reviewing agencies. Once you receive the first set of
comments on the final site plan, please work with each reviewer individually to satisfy their requirements.
The Department of Community Development shall not accept submittal of the final site plan for signature
until tentative approvals for the attached conditions from the following agencies/reviewers have been
obtained:

1. VESCP/ VSMP plan approval will be needed prior to Final Site Plan approval.
2. A SWM agreement and SWM deed of dedication will both need to be recorded prior to
approval of the Final Site Plan.
3. Provide typical pavement section details.

1. Approval of Landscape plan as required by Section 32.7.9
2. Note on the final site plan that the portable toilet will not be available to the public.
3. The final site plan shall show clearly the extent of the project to be built in Phase 1 (if phased
construction is proposed). The details of the second phase may be shown on a site plan
amendment submitted in the future.
4. The final site plan shall be comply with any requirements that may be included with a finding
that the project is substantially in accord with the adopted comprehensive plan.

1. No Health Department approval is required provided that there is no public access to the
portable toilet and there are no permanent facilities for water or sewer. Note on the plan that

1. A Knox Box will be required to facilitate after hours, emergency access to gate and
attendant booth. Place a note indicating this on the plan. The location of this can be
coordinated with the Fire Marshal's Office.
2. Place a note on plans for the location of the closest water source accessible and suitable for
fire department operations in the event of an emergency.

1. Approval of entrance design.
In addition to the above conditions, the Engineering Services reviewer, David James, has offered the
following additional comments: (These comments are recommendations and not requirements.)
1. The swale will likely discharge concentrated flow from the sides; therefore, consider level
spreader design per 9VAC25-870-66 D. Level spreader to closely follow design criteria from
VADEQ BMP_Spec _No_2_SHEET FLOW.
2. Consider curb protection around central island.
