Frank, After further discussion with Kimley-Horn, the Pleasant Green Phase 2 development will not impact the hazard classification for Upper & Middle Mint Springs Dams, nor will it increase the dam's spillway design flood requirements. An updated hazard classification was submitted to DCR by Greg Harper, which concluded that both are High hazard dams. The required spillway design flood for a High hazard dam is 0.9 PMP. The provided study did not include an attempt to reduce the required spillway design flood using incremental damage analysis. Based on this exclusion it is assumed that a reduction could not be achieved. In conclusion, further development within the DBIZ will not increase the hazard classification nor will it increase the spillway design flood for Upper & Middle Mint Springs Dams, as both items are at their maximum requirements (High & 0.9PMP). The first is a copy of Justin Deel's approval of the final DBIZ report that was submitted. The 2nd is a screenshot showing that the Mint Springs Dam is now considered a high hazard rating in DCR's system. Because the dam is a high hazard rating (excluding Pleasant Green Phase 2), the proposed development cannot change the hazard rating. I know we have reviewed this over the past few weeks, but I wanted to provide relevant documentation so we can move the project forward.
