Frank,
After further discussion with Kimley-Horn, the Pleasant Green Phase 2 development will not impact the hazard
classification for Upper & Middle Mint Springs Dams, nor will it increase the dam's spillway design flood requirements.
An updated hazard classification was submitted to DCR by Greg Harper, which concluded that both are High hazard
dams. The required spillway design flood for a High hazard dam is 0.9 PMP. The provided study did not include an
attempt to reduce the required spillway design flood using incremental damage analysis. Based on this exclusion it is
assumed that a reduction could not be achieved.
In conclusion, further development within the DBIZ will not increase the hazard classification nor will it increase the
spillway design flood for Upper & Middle Mint Springs Dams, as both items are at their maximum requirements (High &
0.9PMP).
Thank you,
Justin

Frank,
Pleasant Green Phase 2 will not increase the hazard classification. However, it is unclear if the development will affect
the spillway design flood, which was not determined in the new study. My understanding is that information is
forthcoming as an addendum to the study.

Justin,
Are you at a point where you can confirm that the referenced project did not change the hazard classification of the
dam? I think we need a response from you before we can proceed.
Thanks,
Frank

Frank / Emily— I have attached a couple of documents. The first is a copy of Justin Deel's approval of the final DBIZ
report that was submitted. The 2nd is a screenshot showing that the Mint Springs Dam is now considered a high
hazard rating in DCR's system. Because the dam is a high hazard rating (excluding Pleasant Green Phase 2), the
proposed development cannot change the hazard rating. I know we have reviewed this over the past few weeks, but I
wanted to provide relevant documentation so we can move the project forward.
With this information in hand and assuming it is consistent with your conversation with Greg Harper, can we clear this
comment, post bonds, record the SWM Agreement and move the project forward starting with the WPO plan
approval?

I received 1 stormwater agreement on 5/7/2021 for WPO-2020-00053. The agreement has not been routed for
approval. Has the pending issue been resolved?

Ana — Hope you are doing well. Gregg is out this week, but I wanted to check with you to see if the County Attorney
has countersigned the SWM Agreements that we signed back in January. I believe the remaining issues with the plan
are being resolved and I wanted to make sure the other loose ends were tied up. If it has been recorded already,
apologies for the extra follow up!
