July 6, 1998 VARIANCE APPLICATION TMP 99-5A, 99-5D North Garden Fire Company (owner) DESCRIPTION OF REQUEST In conjunction with the North Garden Fire Department's request to add a rear addition to their existing building, we are requesting a variance on the 15 foot building side yard setback. This 45 foot by 55 foot building addition would provide three more bays for housing fire fighting equipment, as well as a training area and separate bunk rooms for male and female volunteers. At the present time, some of this company's fire fighting equipment has to be stored outside because of a lack of space. The new addition would provide enough space to house all of it. CRITERIA FOR JUSTIFICATION The proposed improvements to this site are part of a concerted effort on the part of the North Garden Fire Company to continue to provide the best possible fire service to the businesses and residents of Albemarle County. Because of the rapid growth that is being experienced in Albemarle County, it necessary to look at both the present and future fire protection needs of this area. With all this in mind, it is important to remember that any hardships experienced by this fire department would in all reality translate into a hardship on the community that it serves. The existing fire department is not large enough to house all of its fire fighting equipment; therefore, some of it ends up being stored in the parking lot. The 32 foot wide existing station is too narrow to house some of the larger pieces of equipment. Having this equipment stored outside where it is exposed to the elements creates many problems, the two most serious being the following. Constant exposure to the elements causes the equipment (ex. hoses) to deteriorate at a much faster rate than when it is able to be stored inside. Having the trucks sitting out in the elements (cold temperatures, snow, rain etc.) slows down on the company's fire response time. VARIANCE APPLICATION TMP 99-5A, 99-5D North Garden Fire Company Because of the nature of the use, and the constraints of the existing site, the rear wall of the existing structure is the only logical attachment point for this addition. The rear wall of the existing station sits well within the required 15 foot side yard setback. The relationship of this connection is further dictated by the required second floor connection between the proposed bunk area and the existing building floor plan. It is also worth noting that this proposal requires the removal of 15 of the 64 existing parking spaces. Shifting the proposed addition out of the setback would cause us to loose even more parking. We do not feel that the authorization of this variance request would be of a substantial detriment to either the character of this district or to the adjoining parcel for the following reasons. The existing fire station violates the side yard setback, and yet it does not act as a detriment to the surrounding area. The rear side corner of this existing building actually sets farther within the required 15 foot side yard setback than any point along the side of the proposed addition (see dimensions on attached plan). Futhermore, there is a "jog" in the side wall where the existing and proposed walls would meet. This "jog" is part of a diliberate effort to keep the proposed addition farther away from the side property line, so as to lessen the building's visual impact on the surrounding area. All of this is done to the greatest extent possible without interfering with the essential interior functions of the fire station. We also feel that the fact that the adjoining, vacant, parcel (TM 99-5E) being a much larger parcel (16.97 acres) than the fire deparment's parcel (0.89 acres), along with the fact that the fire department building is located very close to the road, greatly lessens any negative impact that would be experienced by this adjoining parcel, should this variance request be granted.
