RE: SDP 98-088 North Garden Fire Department Major Amendment
Dated June 29, 1998
The Albemarle County Department of Building Code and Zoning Services will approve
the preliminary plan for zoning compliance when the following items have been
satisfactorily addressed. The Building Official may provide separate comments. [Each
comment is preceded by the applicable reference, which is to the Zoning Ordinance
unless otherwise specified.]
1. [30.3.5.2.2] The activity in the floodplain shown on this plan requires the
approval of the pending Special Use Permit, SP-98-36.
2. [12.2.2.3] The expansion of the fire station on this site requires the approval of
pending Special Use Permit, SP-98-40. The review of this request shall include
reference to section 5.1.9 of the Zoning Ordinance.
3. [12.3] The encroachment into the 15 foot side set back requires approval of a
variance, VA-98-22.
4. [4.12.4] This shared parking requires approval by the Planning Commission.
5. [4.12.6.4] Please revise the lighting note to read, "Lights used to illuminate
parking areas shall be arranged or shielded to reflect light away from adjoining
residential districts and away from adjacent streets. Lighting spillover onto public
roads and properties zoned residentially or rural areas shall not exceed one-half
(1/2) foot candle."

6. [4.12.6.6] It shall be necessary to determine and note on the plan the required
parking for both the Post Office and the Fire Department.
Post Office parking can be based on either of the following standards:
Over-the-Counter Sales: One space per 50 square feet open to the public
or one space per 200 square feet of gross floor area, whichever shall be
greater, or;
Commercial use of warehousing character: One space per 2 employees
plus 1 space for each 500 square feet of floor area open to the public for
customer parking but in all cases a minimum of 2 customer parking
spaces.
The zoning ordinance does not provide a standard for fire house parking. Our
records of past discussions on parking on this site indicate there is a 1,950
square foot meeting room that is used by the fire department and local civic
groups. This results in a requirement of 26 spaces based on 1 space per 75
square feet of public meeting space. We understand it is typical for 10 -12
vehicles to be parked on site during a fire and that additional vehicles gather on
the site after a fire. We further understand that some events that occur at the fire
Department result in over flow parking off site.
Taking the above into account, and based on the actual situation at the North
Garden Fire Department, please estimate the number of spaces required to meet
the parking needs of the facility. It may be necessary to limit the activities
permitted under the pending special use permit if it is not possible to provide
adequate parking on the site. The Planning Commission may authorize
additional shared parking on other appropriate property.
Final tentative approval from the Department of Building Code and Zoning Services will
be subject to the following conditions: (The following conditions are those that have
been identified at this time. Additional conditions may be added or eliminated based on
further review.)
1. [32.5.6 a] Once approved, please note the special use permit numbers and the
variance number on the plan. I may be necessary to note particular conditions
from those actions.
2. [30.6] The final plan approval may be subject to the issuance of a Certificate of
Appropriateness from the Architectural Review Board. Please contact Margaret
Pickart, Design Planner at 296-5823 to discuss ARB requirements.
