Dear Ladies and Gentlemen of the Board:
It has come to my attention that the General Partner of Rio Associates Limited
Partnership, Owner of Albemarle Square Shopping Center, has indicated through his
personal representative, Robin Cordle, that Tamara Lacy of Innerspace has his permission
to serve as Rio Associates' agent in presenting ACAC's variance request to the County's
Architectural Review Board today for placing certain signs an the ACAC building at
heights five (5) feet higher than Albemarle County zoning ordinance allows.

Re: Signs - ACAC Building - Albemarle Square Shopping Center
Dear Ladies and Gentlemen of the Board:
The General Partner of Rio Associates Limited Partnership, Owner of Albemarle Square
Shopping Center, has indicated through his personal representative, Robin Cordle, that the
Albemarle Square Shopping Center is pleased to support the signs ACAC proposes to
install or permit to be installed on the building leased by ACAC, portions of which are
subleased to Martha Jefferson Health and Wellness Services and Spectrum Therapy.
The elevations submitted by Innerspace dated 12/28/98 and revised 1/4/99 and again on
1/12/99 titled "ACAC Signage/Albemarle Square" and reviewed by personnel in the
Dumbarton Properties office are only elevations, and do not illustrate the methods for
mounting and support, internal illumination, etc., but we understand after speaking with
both Mr. Cordle and Tamara Lacy representing ACAC, that the colors are in keeping with
the design plan of the center, although not identical to the Acrylite Blue 607-1
predominantly in use as the blue for sign letters at Albemarle Square, and that all letters
will be channel letters mounted on raceways rather than attached individually to the fascia
of the building. The Shopping Center makes every effort to accommodate individual store
logos, as to colors and letter styles. Bronze returns are acceptable for ACAC.
We understand further that the internal illumination will be double stroke of 13mm neon
tubes powered by 60 milliamp 120 volt transformers. White neon must be 6500 white
neon. The extra amperage from the 30 milliamps generally in use at the center, up to 60
milliamps, is to compensate for the partial blockage of light caused by the use of vinyl
strips, a relatively new method that allows the letter faces to be a different color during
the day from the color projected at night.
Further, ACAC has agreed to modify the faces and/or internal illumination of the letters
if the intensity of the nighttime illumination does not equal the intensity of the other signs
at the shopping center. ACAC has also agreed to be responsible for repairing the fascia
to the satisfaction of the Shopping Center if and when any of the signs are subsequently
modified or removed, to overcome the adverse appearance of any scarring and/or color
mismatches on the fascia caused by the placement of the signs or their removal.

The height of the ACAC sign on the western elevation at only 4 feet, seems meager
insofar as ACAC is the anchor store and the largest building on the property, and it is far
back from the road and back in the corner. We support the granting of variances to the
highest points of the signs where necessary to avoid invasion of the reveals of the Dryvit
(stucco) fascia surfaces and to enhance visibility of the signs. The 3 foot letter heights for
Spectrum Therapy go conform to the Shopping Center Sign Control Specifications. As
long as the Spectrum Therapy and Martha Jefferson Health and Wellness Services signs
conform in letter size and the other Shopping Center Sign Control Specifications, which
we believe they do with approved exceptions as noted above, and with a slight
modification to the ACAC sign on the southern elevation, we feel all the signs you will
be reviewing today are proportionate to the heights and the mass of the building elevations
and in good form and taste architecturally and aesthetically, and reasonably harmonious,
consistent, and in keeping with the standards prevailing at the Albemarle Square Shopping
Center.
We understand as indicated on the elevations by Innerspace that except as modified by
prior agreements as noted above, the other specifications for the signs on the building will
conform to those specifications for letters, faces, trim, raceway boxes, internal
illumination, mounting, sizes, colors, letter returns, disconnects, etc., as set forth in the
lease Exhibit "D" - "Sign Control Specifications Individual Letters Mounted on a
Raceway For Use At Albemarle Square Shopping Center." We presume that adequate
wood or other blocking strips have or will be installed behind the fascias wherever the
raceway boxes are to be placed to provide proper support for the raceway boxes and the
channel letters.
Thank you for your consideration of the above in your review of ACAC's proposal. We
believe the ACAC, their subtenants, the Shopping Center, and the community will be well
served if the application for the Certificate of Appropriateness regarding the ACAC signs
is favorably received and granted by the Architectural Review Board at its meeting today.
