...The Albemarle County Board of Zoning Appeals will conduct a public hearing on the
following variance requests on Tuesday, March 2, 1999 at 2:00 PM, in Meeting Room
241 , 2nd FI, County Office Building, 401 McIntire Road, Charlottesville, VA:\qlr\
VA 99-04 (Sign # 1) — St. John's Baptist Church (owner)/Keith Hawkins
(applicant). The property is located on the E. side of Rt. 640 approximately 0.5 miles S.
of its intersection with Rt. 231 at Cash's Corner. TM 66/Parcel 78, zoned Rural Areas.
Request is to reduce the front setback from 75 feet to 25 feet to allow additions on both
sides of the existing church.\glr\
VA 99-05 (Sign #8) - John & Leslie Williams (owners/applicants). Located on W.
side of Rt. 601 approx 0.2 mile N of its inters with Rt. 676 at Hunt Country Store. TM
43/Parcel 33A, zoned Rural Areas. Request is to reduce the front setback from 75 feet
to 20 feet to allow a 2nd story addition above an existing room, enclose an existing porch
and add a deck to the rear of the existing dwelling.\glr\
VA 98-30 (Signs #2 & 3) - Phillip and Katharine Buchanan (owners/applicants).
Located in the NE corner of the inters of Rt. 20 and Franklin Dr. TM 62/Parcel 92,
zoned Rural Areas and Entrance Corridor. This is a rehearing of an item previously
denied by the BZA. Request is to reduce the side setback from 25 feet to 8 feet to
allow the addition of an attached 3-car garage to the existing dwelling.\glr\
AP 98-08 (Signs #6 & 7) - Christian Aid Mission (owner/appellant), represented by
the Rutherford Institute, appeals the Deputy Zoning Administrator's determination that
future expansion of the "guest house" use requires an approved special use permit.
Applicant contends that the determination is: an unlawful and unconstitutional advisory
opinion; an unconstitutional restriction on customary and proper activities of a religious
organization and infringement on the mission of Christian Aid Mission; and an error
based upon factual errors. Located in the NE corner of the inters of Ivy Road (Rt. 250)
and Broomley Road (Rt. 677.) TM 59/Parcel 23G1, zoned Commercial Office, and
