Innerspace (applicant). Located in the NE quadrant of the inters of Rt. 29 and Rio
Road in the Albemarle Square Shopping Center. TM 61/Parcel 123, zoned Planned
Development - Shopping Center/Entrance Corridor. The request is to increase the size
of an accessory wall sign from 88.5 square feet to 154 square feet for the Atlantic Coast
Athletic Club (ACAC).\qlr\
DESCRIPTION OF REQUEST:
JUSTIFICATION SHALL BE BASED ON THESE THREE (3) CRITERIA:
1) That the strict application of this ordinance would produce
undue hardship.
2) That such hardship is not shared generally by other properties
in the same zoning district and the same vicinity.
3) That the authorization of such variance will not be of
substantial detriment to adjacent property and that the
character of the district will not be changed by the granting
of the variance.
The application may be deferred by the staff or the Board of
Zoning Appeals, if sufficient information necessary to this review
has not be submitted by the deadline.

Re: Signage Submittal for ACAC Building @ Albemarle Square
To Whom It May Concern:
ACAC has requested review by the Architectural Review Board for an alternate signage
design on their facility at Albemarle Square. The originally proposed designs which were
submitted on December 28 for ACAC tenants', Martha Jefferson amd Spectrum Therapy,
are in progress according to the recommendations of the board. ACAC is requesting
consideration of an alternate signage design for their particular facility from what was
previously proposed on the December 28th submittal.
Description of Signage
This revised design makes use of the 2' x 1 1 ' fascia centered on the western elevation.
The letters spelling"ACAC Fitness& Wellness Center" are fabricated from 1/4" bronze
aluminum. These letters are indivicually mounted to the fascia(see Exhibit A for
cross-section) and are illuminated from behind with white neon. This backlit method of
illumination is referred to as halo illuminated since it creates a halo around the aluminum
letters. An example of this type of signage is used throughout North Wing Barracks
Road. The finish on the bronze material will be in keeping with other bronze elements on
the building as well as being consistent with the returns on the channel letters on the
building. This signage design has been approved by Dumbarton Properties in their letter
dated January 25, 1999.
Compatibility with Surrounding Area
While the design of the signage is different from the channel letters used throughout the
shopping center, this design makes effective use of the fascias which are made available by
the architecture. The white neon and bronze aluminum are materials that are consistent
with other signage in the shopping center. The lower fascia and its location create a more
visible location for traffic entering the shopping center.Jf there is any deviation presented
by this signage design, it provides a more upscale look which is desired by the owners of
the shopping center.

Description of Request
The applicant (ACAC) is requesting the Department of Zoning to look at primary and
secondary elevations collectively on the ACAC building in determining the allowable
signage square footage. ACAC has two roadside elevations. According to Zoning
Ordinance 4.15.7.5, 1.5 square feet of signage per lineal foot of elevation is allowable on
the primary elevation (the elevation where the facility entrance is located), and .5 square
feet of signage per lineal foot of elevation is allowable on the second road side elevation.
The applicant is requesting permission to define the elevation where the facility entrance is
located as the secondary elevation and the other roadside elevation as primary for the
purpose of calculating signage square footages.
Justification
1) The hardship produced that motivates this request is a function of the position of this
facility and its relation to other surrounding buildings and to Route 29. ACAC chose to
convert an abandoned and decaying parking lot into its primary entrance. This provided
225 additional parking spaces to Albemarle Square and better distributed the use of the
land. The negative to ACAC that this decision presented is that the facility's entrance,
given that it is behind other buildings, lacks exposure to the entrance corridor of Route 29.
Therefore, any signage on this entrance elevation serves only to identify the facility to
those who have determined their destimation as opposed to offering any identification of
the facility to the traffic on Route 29. Therefore, we are requesting that the western
elevation be treated as the primary elevation since this elevation is the entrance elevation
to the shopping center and offers the most exposure to Route 29. If the western elevation
is treated as primary, the signage square footage calculations are as follows:
Western Elevation (Primary Elevation)
176 lineal feet x 1.5 square feet = 200 square feet maximum signage
Northern Elevation
250 lineal feet x .5 square feet= 125 square feet maximum signage
Existing Signage on the northern elevation is 117.25 square feet
Proposed signage for the western elevation is 154 square feet (77' x 2')

2)No other property in the surrounding area has two road side elevations where the
elevation with the entrance is almost completely blocked by view from Route 29.
3)The signage that will be created under this variance request will maintain and/or enhance
the quality of the character of the district in that this allows for a higher quality signage
material. In addition, this request should provide benefit to adjacent properties as
opposed to creating any type of detriment. Clearly identifying ACAC not only offers
benefit to ACAC, but also offers benefit to surrounding properties which are enhanced by
the existence of ACAC.

It has come to my attention that the General Partner of Rio Associates Limited
Partnership, Owner of Albemarle Square Shopping Center, has indicated through his
personal representative, Robin Cordle, that Tamara Lacy of Innerspace has his permission
to serve as Rio Associates' agent in presenting ACAC's variance request to the County's
Architectural Review Board today for placing certain signs on the ACAC building at
heights five (5) feet higher than Albemarle County zoning ordinance allows.
