SITE INFORMATION / EROSION AND SEDIMENT CONTROL NARRATIVE PROJECT DESCRIPTION: VARIOUS ELECTRICAL IMPROVEMENTS ACROSS MULTIPLE BUILDINGS WITHIN THE MOORES CREEK ADVANCED WATER RESOURCE RECOVERY FACILITY (MCAWRRF). THERE WILL BE ONE AREA OF GROUND DISTURBANCE ACTIVITY TO INSTALL A NEW DUCTBANK. EXISTING SITE CONDITIONS: THE PROJECT IS AT MCAWRRF LOCATED AT 695 MOORES CREEK LANE, CHARLOTTESVILLE VA 22902. THE PROPERTY IS LOCATED IN UNINCORPORATED ALBEMARLE COUNTY. THE PROPOSED DISTURBANCE WILL BE LOCATED ADJACENT TO SECONDARY CLARIFIERS, AND AERATION BASINS. TOPOGRAPHY IN THESE THREE AREAS ARE GENTLY SLOPED ALONG THE EXISTING INFRASTRUCTURE, RANGING IN ELEVATIONS FROM 344 FT TO 380 FT. ALL AREAS BEING BUILT UPON ARE GRASSED AREAS WITH PREVIOUS UNDERGROUND DEVELOPMENT. THE NEAREST BODY OF WATER IS MOORES CREEK, WHICH IS APPROXIMATELY 250 FT DOWNSTREAM FROM THE NEAREST PROJECT AREA. MOORES CREEK ULTIMATELY DISCHARGES TO THE RIVANNA RIVER. ACCORDING TO THE 2016 TMDL REPORT, MOORES CREEK STREAM SEGMENT IS SEVERELY IMPACTED FOR ITS AQUATIC LIFE USE. SEDIMENT WAS SELECTED AS THE MOST PROBABLE STRESSOR. THE PROJECT IS LOCATED IN ZONE X, AREA OF MINIMAL FLOOD HAZARD. THE MCAWRRF PARCEL IS BOUND TO THE SOUTH BY THE 1-64 CORRIDOR. TO THE WEST AND NORTH ARE MULTIPLE OPEN PARCELS, ZONED RURAL AND LIGHT INDUSTRIAL. TO THE NORTHEAST AND EAST ARE TWO ADDITIONAL PARCELS, BOTH OWNED BY RIVANNA WATER AND SEWER AUTHORITY. OFF -SITE AREAS: THERE WILL BE NO OFFSITE DISTURBANCE IN THIS PROJECT SOILS: SOIL TYPES FOUND AT THE MCAWRRF SITE WERE IDENTIFIED BASED ON INFORMATION OBTAINED FROM THE UNITED STATES DEPARTMENT OF AGRICULTURE (USDA), NATURAL RESOURCE CONSERVATION SERVICE (NRCS). THE SITE LIMITS OF DISTURBANCE IS COMPOSED OF ONE SOILS TYPE, RABUN CLAY LOAM, 7 TO 15 PERCENT SLOPES (71C). RABUN CLAY LOAM IS IN HSG B. EROSION AND SEDIMENT CONTROL MEASURES: TEMPORARY MEASURES: • CONSTRUCTION ENTRANCE PER STD 3.02 • SILT FENCE PER STD 3.05 • TEMPORARY SEEDING PER STD 3.31 • GRAVEL CURB INLET SEDIMENT FILTER PER STD 3.07-6 PERMANENT MEASURES: • PERMANENT STABILIZATION: AREAS OF THE SITE THAT WILL NOT BE PAVED WILL BE SEEDED AND MULCHED ACCORDING TO THE VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK REQUIREMENTS PER STD 3.32. EROSION AND SEDIMENT CONTROL MAINTENANCE NOTES: IN GENERAL, ALL EROSION AND SEDIMENT CONTROL MEASURES SHALL BE CHECKED AFTER EACH RAINFALL OR WEEKLY, WHICHEVER IS MORE FREQUENT, AND SHOULD BE CLEANED AND REPAIRED ACCORDING TO THE FOLLOWING SCHEDULE: 1. EROSION AND SEDIMENT CONTROLS WILL BE CHECKED REGULARLY FOR UNDERMINING OR DETERIORATION AND BUILDUP OR CLOGGING WITH SEDIMENT. CORRECTIVE ACTION SHALL BE TAKEN IMMEDIATELY. 2. SOIL STOCKPILE AND LAYDOWN AREAS SHALL HAVE PERIMETER SEDIMENT CONTROL MEASURES AND TEMPORARY OR PERMANENT STABILIZATION MEASURES INSTALLED AS SOON AS POSSIBLE AND AT COMPLETION OF STOCKPILING AND LAYDOWN ACTIVITIES. STOCKPILE SIDE SLOPES SHALL NOT EXCEED 3H : 1V UNLESS APPROVED BY ENGINEER. TOP OF STOCKPILE SHALL BE GRADED WITH A MINIMUM 5% SLOPE TO INSURE PROPER DRAINAGE. 6. CONTRACTOR MAY USE TEMPORARY STOCKPILE/ LAYDOWN AREA AS SHOWN ON THE PLANS FOR SOIL STOCKPILING. IF ADDITIONAL STORAGE AREA IS REQUIRED THE CONTRACTOR IS RESPONSIBLE FOR IDENTIFYING AN OFFSITE LOCATION AND TRANSPORTATION REQUIREMENTS TO AND FROM THE OFFSITE STOCKPILE LOCATION. ALL EXCESS OR UNSUITABLE MATERIAL SHALL BE DISPOSED OF AT A PERMITTED DISPOSAL SITE. THE CONTRACTOR SHALL OBTAIN ALL NECESSARY PERMITS FOR OFF -SITE DISPOSAL. 7. ALL POINTS OF CONSTRUCTION INGRESS AND EGRESS SHALL BE PROTECTED TO PREVENT THE DEPOSITION OF MATERIALS ONTO TRAVERSED OFFSITE ROADWAYS. IF MATERIAL IS TRACKED ONTO OFFSITE ROADWAYS, IT SHALL BE REMOVED IMMEDIATELY. DO NOT UTILIZE A WATER HOSE TO CLEAN ROADS UNLESS THE RUNOFF IS DIRECTED TO A PROPERLY DESIGNED AND FUNCTIONING SEDIMENT CONTROL DEVICE. PROPER PRECAUTIONS SHALL BE TAKEN TO ENSURE MATERIALS DEPOSITED ONTO OFFSITE ROADWAYS ARE REMOVED SO THEY DO NOT ENTER YARD INLETS, CATCH BASINS, SEWERS, WETLANDS, SURFACE WATER BODIES, OR ROADSIDE SWALES. 8. WHERE CONCRETE EQUIPMENT WASHING IS REQUIRED, THIS MUST BE DONE IN AN APPROVED "CONCRETE CONTAINMENT AREA". CONTRACTOR SHALL NOT DISCHARGE ANY CONCRETE WASHOUT WATER INTO SEWERS, SURFACE WATER BODIES OR ONTO THE GROUND. ALL WASHOUT WATER MUST BE REMOVED FROM THE SITE(S) DAILY. SEE DETAIL 1/CD-2. 9. ALL DISTURBED AREAS SHALL DRAIN TO APPROVED SEDIMENT CONTROL MEASURES AT ALL TIMES DURING LAND DISTURBANCE ACTIVITIES AND UNTIL FINAL STABILIZATION IS ACHIEVED. SEDIMENT -LADEN GROUNDWATER ENCOUNTERED DURING TRENCHING, BORING, OR OTHER ACTIVITIES SHALL BE PUMPED INTO A SEDIMENT TRAPPING DEVICE PRIOR TO BEING DISCHARGED INTO A STREAM, POND, SWALE, OR CATCH BASIN. NO DEWATERING FLOW SHALL BE DISCHARGED DIRECTLY TO GRADE WITHOUT TREATMENT. 10. TEMPORARY SEEDING MEASURES SHALL BE EMPLOYED THROUGHOUT THE DURATION OF CONSTRUCTION ACTIVITIES ON ANY AREA WHICH WILL REMAIN UNDISTURBED FOR MORE THAN 7 WORKING DAYS OR 14 CALENDAR DAYS, WHICHEVER IS SHORTER.
