VA 99-20 (Sign # 11) - Dr. Raymond C. Doss (owner/applicant) !Hydraulic
Road Animal Hospital]. Located on the W side of Rt. 743, approx 300 ft. S of its
inters with Solomon Road. Tax Map 61K parcel 9-1 is zoned HC, Highway
Commercial. The applicant requests two variances: 1) an amendment to VA 97-
04 to allow expansion of the existing building within the varied north side setback
of 40 feet; and, 2) reduce required parking for the expansion from 6 to 3
spaces.\qlr\
Amendment to VE—ance Request VA-97-04 (Setback Requirement)
DESCRIPTION OF REQUEST: Variance is requested for one side yard
building setback. Variance was granted in 1996 for two side yard
setbacks to enclose the existing exterior kennels . The north setback
was reduced from 50 ' to 4Q' . Due to an increase inrequired equipment
the Owner now wishes to expand on the north side again, and again
requests the setback to be reduced from 50 ' to 40 ' .
JUSTIFICATION SHALL BE BASED ON THESE THREE (3) CRITERIA:
1) That the strict application of this ordinance would produce
undue hardship.
Due to the existing configuration of the building expansion would
not be possible if the 50 ' setback were maintained.
2) That such hardship is not shared generally by other properties
in the same zoning district and the same vicinity.
Adjacent properties are not zoned Highway Commercial (HC) , and
therefore do not have the same requirements .
3 ) That the authorization of such variance will not be of
substantial detriment to adjacent property and that the
character of the district will not be changed by the granting
of the variance. �:ry
This variance will not cause detriment to the adjacent property
and will allnw the Pxpansinn to he more efficient and aesthetically
pleasing

Zoning Appeals, if sufficient information necessary to this review

Description & Justification for Request Variance
A variance to 4 . 12 . 6 .6 .2 of the current Albemarle County
Zoning Ordinance relative to required parking spaces for
the Hydraulic Road Animal Hospital is being requested. Per
the calculations, six additional spaces would be required. The
Owner requests a reduction to three additional spaces for the
following reasons : 1 ) He has never observed the need for more
parking, 2 ) The additional building space will serve primarily
as an area to house equipment, and will therefore not be increasing
employees or cliental, and 3 ) Although some additional spaces may
be possible, they would destroy existing trees and green space.
It would be preferable to determine if such a need really existed
rather than destroying the existing attractive natural elements.
