Sounds good for Friday. I'll confirm with the owners, but plan to park in the lower parcel parking area
(straight ahead when you pull into the property). Do you need to see inside the current residences? I
just want to clearly convey to the current owners what to expect.
We are out of town on August 17th and 18th, but August 25th would work for us. Please confirm if this
works with the other parties, or if we need to look at later dates.

In regards to the site walk, do you have any availability later this week, Thursday or Friday? Preferably
between 10-Noon or 2-4pm either day? The two best options are Thursday, 7/22 from 11am-Noon or
Friday, 7/23 from 2-3pm.
I understand you are out of town next week, and we are out of town the following (8/2-8/6) as well as
a majority of the following week (8/9-8/13), so I'd like to make it happen this week if possible. How
many attendees from the County? How long do you anticipate being there? I am trying to determine

We are continuing to work on our Special Use Permit application and have the following
questions:
· Please confirm the earliest date we can submit our application and/or if it is a specific
date or a window of time. I know Monday, June 21st was referenced, but it wasn't clear
if we can submit before then, on that date or some window of time after June
21st. MG: You can turn in the application at any time, but we have a set “submittal”
schedule that determines the official day the County will accept applications. Because
these applications (legislative applications) require a higher level of review, the County
and our partner agencies have coordinated schedules so we can track and review these
types of applications in an orderly fashion. The next such submittal date is June 21st but
I’ve attached the full submittal schedule to this email.
· Application page 2 of 5 - Required Attachments indicates we need the following
documents:
o Pre-Application Comment Form received from County Staff. Additional
comments were added to the SUP checklist and additional comments were
provided via email (below). Is there a more formal Comment Form? MG: The
Pre-Application form is that chart and checklist that was provided as an
attachment. We recommend you provide, or consider (in the case of suggested
items), the information outlined on that checklist and then sign the bottom.
This checklist is a tool we use to determine the completion of an application so I
would recommend addressing as much as possible from that list, if not all. The
items provided via email were offered by staff as more informal items to
consider as you finalize your initial submittal materials. They will have no
standing in determining whether your application is complete.
o the most recent recorded plat - How do we obtain this? MG: This can be
obtained through the Albemarle County Circuit Court. The Albemarle County
GIS Web provides the most recent Deed Book/Page for each parcel under
“Parcel Summary Info” > “Most Recent Sales History”. According to the GIS
information, the most recent recorded instrument for TMP 88-23 is Deed Book
1666 Page 208 and, for TMP 88-23E, the most recent plat would be in DB 1211
PG 280. I went ahead and looked up each one on your behalf. Please see the
plats for each parcel attached. These are the documents that you would include
in your application.
· Could you please confirm which fees are required based on the Application page 4 of 5
fee schedule? And please confirm this fee is not paid until after submission, once the
application is deemed complete? MG: I do not typically handle fees. The application fee
would be told to you once the application is deemed complete, which happens within a
week of the official submittal date. At which point, you have a set period of time to pay
the fee. Looking at the list of fees, I would estimate that you would be paying the New
Special Use Permit fee ($2,150), the Initial Notice Fee ($435), and the Fire Rescue
Review Fee ($50).

Community Meeting
· A required community meeting will be held, about 3-4 weeks after submitting the
application
· The applicant is responsible for sending letters to nearby/adjacent property owners.
The County provides the names and addresses and a letter template. The County will
also host the virtual community meeting along with you, the applicant.
Summary of SP process and steps

Below are some additional comments provided by staff which may be of interest as you move
forward with the special use permit request:
· Suggest revising the narrative to state that the property is “not connected to municipal
utilities”. The term “central utilities” refers to central water supplies or central
sewerage systems, which have a different definition.
· Recommend revising the map materials to remove identifying off-site areas as part of
the proposal, particularly if no changes are being volunteered for these areas.
· From Fire Rescue: Just a thought regarding water supply for fighting potential fires.
With the pond on site, there is opportunity to address that on site. Wonder if they
would consider adding a dry hydrant that would allow access to the water in the pond.
This would entail installing access to the hydrant, which could be part of the
road/access development to keep cost down. The forestry department has a grant
program that may defray the cost of the hydrant itself. It is important to note, this is
not the traditional hydrant. This is usually PVC type piping that extends into the pond
and has an above the surface access that we can hook our hoses to and pull water
from the pond utilizing a technique called drafting. (*Note: Dry hydrants can be a
benefit to the larger surrounding area, not just to the subject property. If you, the
applicant, were amenable to accepting a condition requiring a dry hydrant that was
always accessible to the Fire Department, this could reasonably be seen as a public
benefit.)
