Dear Ms. Gleason,
As a neighbor and landowner along with other family members we believe that the
Reclaimed Hope Initiative should not be issued a special use
permit for the the parcels 88-23 and 88-23E. These two parcels are part of an
Agricultural and Forest District that has been established since the early
1980's. In fact, some of the original properties adjoining are now under permanent
conservation easement. Scott Clark suggested that the project might
try to stay off prime soils, that is not how these districts are to be maintained and
function!
The rural nature of the area would be disrupted by the large increase in traffic flow
and the need for significant parking facilities as well as the need
for deceleration lane due to the heavy traffic on the State highway U.S. 29. The
applicant has indicated that carpooling would certainly be a solution.
That cannot be enforced and should not be considered a solution.
All neighbors hunt and or target shoot; this retreat/camp places the children and
their parents and employees in potentially dangerous conditions
that they may not be prepared for and places the added burden on the adjoining
landowners to be constantly watching for wandering individuals.
Noise from the properties at present can be heard at my home; with that many
more persons as well as the applied for events permission this
becomes less and less rural and more business oriented. The applicant is taking our
peaceful district for their benefit and leaving us with less. The
county already has noise enforcement issues and placing the burden on the neighbors
to retain their peaceful area is not acceptable.
Well water and septic are not sufficient by present standards for one of the parcels
as is, added residents and campers must be provided
for under todays health standards which I don't believe will be possible.
The historic house is proposed as a club house or lodge. I do not believe that the
structure with the plumbing wiring and architectural limitations
can be transformed and would have to be torn down.
Finally, the lake on the property is an attractive asset as well as a potential hazard
for children and parents as well as caretakers that cannot
swim.
In sum, a well intentioned initiative is not in keeping with the character of the area
and will produce significant negative impacts to the
land and neighbors.
