Green (J 1621 Old Ballard Road Charlottesville, VA 22901 Dear Mr. & Mrs. Green, I have reviewed the plat of your property (Tax Map 59, Parcel 1) by Gloeckner & Osborne showing Parcel B, 2 acres and a residue parcel of 3.25 + acres. Please be advised that this plat cannot be administratively approved as submitted. Your plat proposes that three lots (yours, the new parcel B and the Adam's) use the same 20' access easement. Staff must then review this plat as a subdivision with a road serving three lots. Our Subdivision Ordinance requires that you provide a public road, one built to state standards, unless you go through Planning Commission review and provide a written request and justification for a private road. There are specifications for justification of a private road in Section 18-36(b)1 of the County's Subdivision Ordinance. Please be advised also that the "road", whether public or private, must be improved from State Route 677 to the property line of the farthest parcel served (Tax Map 59, Parcel 1C). It appears that there are parcels other than yours which may have legal access on the part of this road between your property and the state road. These properties would have to be considered when calculating the standard of road construction. (See Subdivision Ordinance Section 18-36(e)1, Table I).
