Box 154 Palmyra, VA 22963 RE: Midhaven Estates Preliminary Plat Dear Mr. Lum, Pursuant to Section 18-10 (d) of the Subdivision Ordinance, review of the above-referenced plat has been suspended. The following items/information are required before review can proceed: 1. Application and fee (application is attached) . 2 . 14 copies of the plat. 3 . 2 copies of preliminary road plans. 4 . Road name, width of easement. 5. Lot lines for the Rural Preservation Development. 6 . Boundary survey for all affected parcels. 7 . Note zoning is RA for all parcels. 8. Note the location of the building site on the preservation tract. ( I understand that two dwellings are proposed on Tax Map 116 , Parcel 4, one currently exist. ) 9. Note the Tax Map and Parcel numbers for all lots affected by the application. 10 . Submit information for the private road request in accordance with Section 18-36 (b) 1 . • 411/ Bob Lum July 8, 1993 Page 2 11 . Staff notes that the location of the entrance for the proposed road is adjacent to an existing entrance. It is unlikely that the Virginia Department of Transportation (VDOT) will grant a permit for the proposed entrance. Please contact VDOT directly to determine the needed separation. On April 21, 1992, the Planning Commission discussed in general terms a Rural Preservation Development for this site. The plan reviewed by the Planning Commission called for five ( 5) development lots and an eighty ( 80) acre Rural Preservation Tract containing two ( 2) dwellings ( see attached letter and sketch) . This accounted for all the acreage of Tax Map 105, Parcel 20E and Tax Map 116, Parcel 4. From the current application, I am unable to determine the boundary of the preservation tract nor can I identify the location and disposition of the remaining acreage in Tax Map 116, Parcel 4 . BOX 154 PALMYRA, VIRGINIA 22963 (804) 589-8395 June 10, 1993 To whom it may concern: Approval of a private road serving "Midhaven Estates" (part of a rural preservation tract) is requested pursuant to Section 18-36 (b) (1) a for the following reason: Significant degradation of the environment will be prevented using a 14' wide private [allowed by Table A, Section 18-36 (e) (2) 3-5 lot classification] with a 30' cul-de-sac radius (allowed by Albemarle County Road Plan Checklist, item # 11 - single family, 10 lot or less classification) vs. a 20' wide public road with a 30' cul-de-sac radius (Section 3 . 8 , VDOT Subdivision Street Requirements) . The area of the private road is as follows: 530. 49' (beginning of road to center of cul-de-sac) x 14' width + 3 . 1416 x (cul-de-sac R = 30' )2 - 30' x 14' (area of road in cul-de- sac) = 9834 . 30 sq. ft. The area of the public road is as follows: 530 .49' x 20' width + 3 . 1416 ( 30' R)2 - 30' x 20' = 12837 . 24 sq. ft. The percentage of decrease in degradation by private road vs. public road is as follows: [1 - (9834 . 30 / 12837. 24) ] x 100 = 23% A private road would help to keep the cost of the lots down, thus making housing more affordable in the county.
