It is presently incomplete and you may choose to pursue some other options. I have spoken with Jack McClelland of the Thomas Jefferson Health Department to further understand the situation with respect to sanitary disposal for the proposed house construction on your property. He has informed me that there are insufficient soils for a three-bedroom home for primary and reserve septic field. What is available is based on a two-bedroom house and a primary field with no reserve. While I cannot predict the action of the Board of Zoning Appeals on such a request, I can say that it would be difficult for staff to support this. We suggest that you seek the acquisition of adjoining land or a septic easement. If this is a viable option, we suggest you consider an alternate type of sub-surface zero-discharge disposal system. Other options include requesting that the Health Department vary the minimum depth to bedrock requirement. Jack McClelland informed me that they are less likely to support this for entirely new construction. However, I suggest that you contact him to discuss your options. Please inform us when you choose how to proceed. If you do not pursue the variance, your money will be refunded. The variance application will not be further processed or forwarded to the Board of Zoning Appeals unless and until it is complete. I hope something works out for you and your family.
