Jan Sprinkle
Chief of Zoning Operations
County of Albemarle
Dear Ms. Sprinkle,
We are writing in regard to the application for VA-2000-003 made by Martha Voshell and
Margaret Colmenares. The property is described as tax map 41 B, parcel 1-15 in the White Hall
Magisterial District. The applicants request relief from Section 4.1.6 of the Zoning Ordinance to reduce
the requirement for drain fields.
We live at parcel 1-18, and are concerned about this because of well water problems we and our
neighbors have experienced recently. Our well was tested for coliform contamination on April 8, 1998
before we purchased this house and found to have coliform contamination. The well was shock
chlorinated and was found to be free of coliform 2 weeks later After one of us became sick with giardia,
we had our well water tested on December 20, 1999. The sample showed 9.9 MPN coliform bacteria per
100 ml sample. State Standards for drinking water allow 0 MPN per 100 m►. I have enclosed a copy of the
test results.
Across the street from us, our neighbor's well went dry 2-3 years ago and they had to have a new
well put in. In the last few months, there have been 2 new houses built within 200 yards of us and another
neighbor's well went dry within the past 2 weeks. They live just 3 lots down from where one of the new
houses was built. The well specialist who checked our well told us he had installed 2 ultraviolet light water
treatment systems in houses not far away because of well water contamination.
We ask you to refuse to allow Martha Voshell and Margaret Colmenares relief from Section 4.1.6
of the Zoning Ordinance. If this neighborhood is already experiencing well water problems, new houses
should only be allowed where the full amount of primary and reserve drain field is available.
Sincerely,
John Chapman
