Good Morning,
Thanks for the message. I was in on Friday last week, but did not see the plans. However, I have since confirmed that
they are indeed in my mailbox now. Sometimes it takes our intake Staff a couple days to get those plats sorted to the
right folks. Anyways, I will be in the office next week to have these plans approved, unless there is some urgency, I can
try to arrange to have them signed by someone else. I am currently in Richmond and was not going to be back in the
office until next week sometime. Please let me know if that is ok or if you would like me to try to arrange someone else
have them signed earlier than that. Thanks so much!

requests every week, we cannot give you an exact date as to when we can get the answer to you. It may be 2 weeks or more before

signed Plat we return to you. Additional copies will not be signed. Please make sure to print the Plats to scale, have all

With regards to final submittal, once VDH has provided their approval, please submit two (2) hard copies of the Plat to
the Community Development Department for final submittal and approval. Once signed by the Agent for the Board of
Sueprvisors one copy will be kept for our records and one copy will be returned to you. If you require additional copies
please make copies of the signed Plat we return to you. Additional copies will not be signed. Please make sure to print
the Plats to scale, have all applicable parties sign them, and have it notarized. Thanks and let me know if you have any

I didn't realize it was a BLA. That 25 acre piece of 3143 Sandy Branch is being incorporated into 4997 Sandy Branch.
Both parcels have an existing septic system(s) and reserve area. That sounds fine, no need for further soil investigation.

adjustment, however, I am still only wanting to confirm that the drainfield locations they have shown are accurate. Per

Can you assist with changing the application name in County View and processing a refund for the difference in
application costs? The application number is SUB202100127 and the project name is "PID 21A-2A - PARCEL A -

name from "Final' to "BLA." Nothing else needs to be changed. In the fees tab you will notice Ms. Jeffress paid $581 for

Thank you providing all of this follow up information. This gives me a lot to go on and I think I will be able to walk you
through the appropriate steps to getting this project completed.
First, yes, transferring land from your property to an abutting neighbor is certainly possible. If 20 acres is the amount the
buyer wants then 20 acres can be transferred with the stipulation that no development rights are being transferred. What
you would need to do is resubmit this Plat as what is called a "Boundary Line Adjustment' Plat application. What I have
been reviewing thus far was an application for a Two -Lot Subdivision. A Two -Lot Subdivision is different because each
parcel is new and therefore each parcel requires a development right or at least 21 acres. With a Boundary Line
Adjustment you are simply changing the property lines and not affecting the development rights.
Good news is that a Boundary Line Adjustment ("BLA') Application is cheaper than a Two -Lot Subdivision. Our records
show you have paid $581 for a Two -Lot Division. A Boundary Line Adjustment is $237 or $246.48 if it is submitted
digitally. If you work with your surveyor to re -submit this as a Boundary Line Adjustment you will be refunded the
difference in cost. Once you get to that step you can email Jennifer Smith (ismith2(aialbemarle.org) to work on that refund.
The Boundary Line Adjustment Application is available here. The new Plat will need to provide all of the items on the
Checklist which starts on page 3. This Plat will need to be adjusted so that all of the boundaries of all properties involved
can be seen. The Plat currently only shows your parcel so it will need to be expanded so we can see all of TMP 21-33 (if
that is the parcel that will be receiving the 20 acres).
I am copying David Jordan on this email so he can be aware of what we have discussed today. There are a handful of
comments from my initial review that I think would apply to the new BLA Plat.
1. [14-302(A)(9)] Please include a note that says each lot contains a building site that complies with section 4.2.1 of
the Albemarle County Zoning Ordinance.

2. [14-302(A)(10) and 18-10.3.1] If submitting a BLA, Please include a note on the Plat that no Development Rights
are being affected by this Boundary Line Adjustment.
3. [14-302(B)(1)] Please include a date of revision.
4. [14-302(B)(10)] Please include the note: "The stream buffer(s) shown hereon shall be managed in accordance with
the Albemarle County Water Protection Ordinance."
5. [14-310] Health Director Approval. This Plat requires approval from the Health Director before final approval. Health
Director will confirm the locations of the drainfields as depicted on the Plat.
If you are to move forward with the Two -Lot Subdivision my comments for that Plat are attached. If you are going to change
this application from a Two -Lot Subdivision to a Boundary Line Adjustment Plat you can ignore these comments and I will
provide new comments once the BLA is submitted.

Thank you so much for your calls and emails. I apologize for not getting the voicemails until just
now., but I appreciate so much your getting back to me. I've been trying for a month to effect that
result. September 24, or 3 months seems way out of line for efficient action on anything. This county
decrement is costing me quite a bit of money, not to mention the surveyors waiting for their money
until this is finalized, and everyone else in the line. I hope the submission date was corrected to 6/26
in case that has some bearing on when it is seen. I'm sure Covid is the go -to and there isn't much to
do as the general public to make this county be more responsive, so I'll just continue to wait and hope
my buyer waits too. I honestly know this is not your fault and I don't want to blame you, but this issue
with county departments ignoring the calls and emails needs to be corrected from the top down. I
hope Mr. Richardson was made aware the importance. It's very much a county -wide issue and is
experienced by many frustrated people using the various county departments.

I have called numerous times, emailed, and checked county sites for answers, but not one person
even replied. I'm sorry if Mr. Richardson got the brunt, but the frustration level is monumental at this
point. I have lost quite a bit of money due to the county slow down and was told by the surveyor it
normally takes about 2 weeks for county approval. We are now into 2 months. I'd greatly appreciate
any help you could give me to move this along. There shouldn't be any issues. It was submitted 6/26,
but your site says 7/26. 1 asked this to be corrected, but that has not been done either.

Good Afternoon Ms. Jeffress,
Thank you providing all of this follow up information. This gives me a lot to go on and I think I will be able to walk you
through the appropriate steps to getting this project completed.
First, yes, transferring land from your property to an abutting neighbor is certainly possible. If 20 acres is the amount the
buyer wants then 20 acres can be transferred with the stipulation that no development rights are being transferred.
What you would need to do is resubmit this Plat as what is called a `Boundary Line Adjustment' Plat application. What I
have been reviewing thus far was an application for a Two -Lot Subdivision. A Two -Lot Subdivision is different because
each parcel is new and therefore each parcel requires a development right or at least 21 acres. With a Boundary Line
Adjustment you are simply changing the property lines and not affecting the development rights.
Good news is that a Boundary Line Adjustment ("BLA") Application is cheaper than a Two -Lot Subdivision. Our records
show you have paid $581 for a Two -Lot Division. A Boundary Line Adjustment is $237 or $246.48 if it is submitted
digitally. If you work with your surveyor to re -submit this as a Boundary Line Adjustment you will be refunded the
difference in cost. Once you get to that step you can email Jennifer Smith (jsmith2@albemarle.org) to work on that
refund.
The Boundary Line Adjustment Application is available here. The new Plat will need to provide all of the items on the
Checklist which starts on page 3. This Plat will need to be adjusted so that all of the boundaries of all properties involved
can be seen. The Plat currently only shows your parcel so it will need to be expanded so we can see all of TMP 21-33 (if
that is the parcel that will be receiving the 20 acres).
I am copying David Jordan on this email so he can be aware of what we have discussed today. There are a handful of
comments from my initial review that I think would apply to the new BLA Plat.
1. [34-302(A)(9)] Please include a note that says each lot contains a building site that complies with section 4.2.1 of
the Albemarle County Zoning Ordinance.
2. [14-302(A)(10) and 18-10.3.1] If submitting a BLA, Please include a note on the Plat that no Development Rights
are being affected by this Boundary Line Adjustment.
3. [14-302(B)(1)] Please include a date of revision.
4. [14-302(B)(30)] Please include the note: "The stream buffer(s) shown hereon shall be managed in accordance
with the Albemarle County Water Protection Ordinance."
5. [14-310] Health Director Approval. This Plat requires approval from the Health Director before final approval.
Health Director will confirm the locations of the drainfields as depicted on the Plat.

If you are to move forward with the Two -Lot Subdivision my comments for that Plat are attached. If you are going to
change this application from a Two -Lot Subdivision to a Boundary Line Adjustment Plat you can ignore these comments
and I will provide new comments once the BLA is submitted.
