The Architectural Review Board took the following actions at their meeting on June 5t.
ARB-F(SIGN)-2000-20-Martha Jefferson Pantops Plaza Sign-Review for a Certificate of Appropriateness for a
freestanding sign. The Board unanimously approved a Certificate of Appropriateness subject to the following conditions:
1. Brick and mortar to match brick and mortar of existing building.
2. Add landscaping around the sign to help tie it into the overall development.
3. This approval does not include illumination.
ARB-P(BP)-2000-09-St.Luke's Chapel-Simeon Parish Hall Addition - Preliminary review of a plan'to construct a
parish hall with a 1030 square foot footprint at the rear of the existing histonc church.
The Board unanimously approved a Certificate of Appropriateness subject to the following condition:
1. Add landscaping along the north side of the proposed parking area to minimize visibility of parked cars and
the parking area. The landscaping should retain the informal character of the existing landscaping on site
while achieving some screening benefit. Azaleas (or a similar shrub), minimum 24" in height at planting,
would be appropriate.
ARB-P(BP)-2000-08-CV-R-318 Mt.Jefferson(Holmes)Antenna -Preliminary review of a building permit to allow
the construction of a telecommunications facility adjacent to a recently constructed facility in the Bellair Subdivision.
The Board approved,by a vote of 4-1,a Certificate of Appropriateness subject to the following conditions:
1. The metal pole shall be painted the same color as the bark of the trees. Staff will monitor the color to be
sure it is acceptable.
2. Plant 6' pine trees around the base of the cabinet.
3. No trees shall be removed within a 50' radius of the pole.
ARB-P(BP)-2000-07-CV-R-336 Union Run(Graham)Antenna-Request for preliminary review of a building permit
to allow the construction of a 55-foot tall wooden telecommunications pole with associated equipment. The Board
offered the following comments for the benefit of the applicant's final submission:
1. The proposal is incompatible with the scenic and historic character of the area.
2. A further reduction in the visibility of the pole from Routes 22 and 250 is required.

3. There is a concern that the distance from the pole to the nearest trees(32')contributes to the excessive visibility.
4. Shifting the location of the pole may be one option for reducing visibility,but moving the pole closer to the VDOT
right-of-way is not a preferred method due to the inability of relying on trees in the right-of-way for permanent
screening.
5. Minimizing tree cutting on site remains a concern.
6. It appears that the height of the majority of trees in the area(15'shorter than the pole)contributes significantly to the
excessive visibility of the pole. A further reduction in the height of the pole would help reduce visibility;however,
the Board could not commit to a 50'pole height as being acceptable.
7. A site plan that clearly identifies the proposed pole location in relation to the trees on site,together with accurate
distances and tree heights, would produce a better understanding of the proposal and should be provided for the next
review.
ARB-P(BP)-2000-10-CV-R1-335A Triton Boyd Tavern Co-Location -Review of a plan to install six antennas on an
existing telecommunications facility situated between I-64 and Rt. 250E. The Board unanimously approved a
Certificate of Appropriateness subject to the following conditions:
1. The proposed antennae shall be located as shown on the plan.
2. All equipment mounted to the tower structure shall be painted or otherwise treated to match the tower
structure in color.
ARB-P(SDP)-2000-20-Avis Rent-A-Car Temporary Modular Building-Preliminary review of a plan to erect a
temporary modular building, construct a concrete pad, and undertake interior repairs at the existing Avis Rent-A-Car site
on Airport Road. The Board unanimously a Certificate of Appropriateness subject to the following conditions:
• 1. Add landscaping along the front of the site according to the ARB standards (3%2" caliper shade trees 35'
on center, interspersed ornamental trees, and 24" high shrubs along the parking area) to help make the
development more appropriate for the Entrance Corridor. Landscape placement should be coordinated with
overhead and underground utilities.
Work Session: A work session was held by representatives of the Zoning Department on proposed changes to
the Sign Ordinance.
With no further business, the meeting adjourned at 4:00 p.m.
