In your review of the information you will find there has been at least 18 different tower site locations analyzed and 26 microwave paths studied in the development of this proposed radio system design.It is the belief of all who have participated in the development of this radio system that we have made every effort known to present a product that is considerate of both local tower policy issues as well as fiscal prudence but at the same time will provide the entities a complete and reliable 800 MHz Radio System which will meet the functional needs of the system radio users.It is also important to point out that in reviewing this project one simply cannot compare this type of system as you would a system proposed by a commercial service provider.It would be like comparing apples to oranges.A Public Safety Radio System has different objectives to meet and sustain than those of a commercial system: • A Public Safety Radio System Infrastructure is built to provide a stand-alone communications system covering a large specified geographical area that is available to Public Safety and Public Service Agencies during times of natural disasters,local emergencies and major events and is not dependent on commercial services. • The Infrastructure of a Commercial Service Provider is not built to the same level of system reliability as that of a Public Safety System and their coverage is normally designed for large metropolitan areas and highways. • A Public Safety 800 MHz Radio System will provide radio communication interoperability between Police,Fire and EMS agencies,handle multiple incidents,and provide sufficient co-channel radio interference protection. PROJECT DETAILS The proposed monopole is part of a regional (city, county, university) emergency communications system that includes a total of 6 sites in the County. The proposed system is intended to overcome deficiencies and shortcomings in the existing conventional system that hinder the provision of emergency services to citizens of the region. The system was designed to incorporate the minimum number of tower sites while still meeting the coverage requirements. Consequently, the proposed pole locations and pole heights are those determined to be necessary to meet coverage requirements. The ECC site acts as the master control and dispatch facility. Required electronic equipment is located within the ECC building. The Klockner Stadium site is a relay site. The Carters Mountain, Bucks Mountain, Fan Mountain, and Peters Mountain locations are remote simulcast sites. Of the six proposed in the County, only the ECC site falls within the County's Entrance Corridors (Route 250 West and Bypass). Pole Type: metal or concrete monopole Pole Height: 110' Location: approximately 175'south of Route 250 West and 125'east of the exit ramp of the Bypass; 140'west of the southwest corner of the ECC building and 50' south of the existing row of White Pine trees, in a 20' x 20' fenced area Antenna Type: microwave dishes Amount: 2 Size: one 6' dish mounted at 105'; one 4' dish mounted at 105' Ground Equipment Fence: 8' chain link fence surrounding the 20' x 20' tower area Electronic equipment is housed in the ECC building Emergency Communications Center 800 MHZ Monopole Preliminary Building Permit—March 5,200—Page 1 • Landscaping Existing: A row of white pine trees stands approximately 50'north of the proposed site. The western edge ofthe parcel is wooded. Proposed: No new landscaping is proposed. ANALYSIS Context and Visibility: This portion of Route 250 West is located just outside the city limits and is developed with numerous commercial/office buildings. A temporary structure housing the Fire Department is situated just to the north of the ECC building. The Bypass is located to the west and railroad tracks are situated across the street to the north. Electric and telephone lines run across the front of the property and many street, commercial, and directional signs stand in the area along Route 250. Although few of these objects are considered positive elements in the Entrance Corridor streetscape, the assortment of objects would probably help distract attention from the proposed monopole. On site, a row of White Pines located approximately 50' north of the pole and 125' south of Route 250, will screen the lower portion (approximately 40-50') of the pole and the proposed chain link fence from view. However, when viewed from directly in front of the site and from short distances to the east and west on Route 250, and from the Bypass, the upper portion of the pole(approximately 60-70')will be readily visible above the White Pines. Given the proximity of the site to the ECs, there is no possibility of wooded backdrop for this pole. There is a wooded area between the site and the Bypass and a significant group of trees just east of the site along Route 250. These trees, together with road alignment, help limit distant views of the pole on Route 250. On the Bypass, wooded areas and road alignment also help limit distant views. Approximate visibility distances are as follows: When approaching the site from the west on Route 250,the pole will be visible for approximately 3/10 mile. When approaching the site from the south on the Bypass, the pole will be visible for approximately 2/10 mile. When approaching the site from the east on Route 250, the pole will be visible for approximately 1/10 mile. When the pole is visible, it is highly visible. The addition of trees at the front of the property(along Route 250,west of the southern entrance) could further limit views of the pole for vehicles traveling in front of the property. Compatibility with Historic Structures: Monopoles, antennas, and other similar types of communication equipment have no relationship to the historic architecture of Albemarle County. Structure Design: The proposed monopole and antennas incorporate no architectural features. The dishes will be more noticeable than panel antennas because of their larger dimensions and shape that extends beyond the pole. Scale: The proposed monopole will be out of scale with the building on site, the nearby buildings, and the general surroundings. Accessory Structures and Equipment: The ARB guidelines indicate that mechanical equipment, utilities, etc. should be screened from view. Only the lower portion of the proposed pole will be screened. The upper portion of the pole will be readily visible from the ECs. Screening Devices: Existing evergreen trees will screen the lower portion of the pole,but no devices are proposed for screening the upper portion of the pole. Lighting: No lighting is proposed. Emergency Communications Center 800 MHZ Monopole Preliminary Building Permit—March 5,200—Page 2 Landscaping: Landscaping does not exist, and is not currently proposed, along the portion of the EC north of the proposed monopole. It is anticipated that this portion of the site will eventually accommodate a permanent fire station, and that the standard EC landscaping would be required at that time. Trees in this area would help limit close range views of the upper portion of the pole. An existing row of White Pine trees will provide screening for the lower portion of the pole. Site Development and Layout: No change is proposed to the layout. Other Issues: Public Safety: Staff acknowledges that the proposed development plays a significant role in the area's emergency communications system and,therefore, serves an important public need.However,the ARB Design Guide does not provide guidelines for the consideration of public safety, so staff has not addressed that issue in relation to the visual appropriateness of the proposal for the Entrance Corridors. Public safety concerns will be adequately addressed by other staff, the Planning Commission, and the Board of Supervisors in the review of the Special Use Permit for this proposal. RECOMMENDATIONS: _._... Alternate sites and design features(pole height and antenna design)could eliminate or substantially reduce the impact of the proposed monopole on the ECs.However,unique conditions(public safety considerations)complicate and/or prohibit such alternatives to the proposed design. With the understanding that the public safety issue will be duly considered by other County bodies,staffrecommends denial of the request for a Building Permit because the proposed pole is not compatible with the historic architecture of the area, because it does not have an appearance that is appropriate for the EC, and because the proposal does not meet the ARB guidelines in terms of context, form, features, size, scale, and screening. Although the recommendation is for denial, staff recognizes that the following changes could help reduce the negative impact of the proposal on the County's Entrance Corridors: 1. Add landscaping along Route 250, west of the western entrance to the site. A mixture of large, fast growing, deciduous street trees (such as London Plane or Tulip Poplar) at 3'/" caliper at planting, and large evergreen shrubs (such as Fosters Holly or Blue Prince Holly) at 5-6'high at planting, should be planted to screen the pole and minimize its impact on the EC. The placement of these trees close to the street should help distract attention and limit views of the pole from directly in front of the site. It is anticipated that this landscaping would meet the requirement that will later arise when the front portion of the site is developed. 2. Reduce the size of the microwave dishes. Siting of Antennas and Towers, Regional 800 MHz Public Safety Radio Project BACKGROUND : Since 1995 , representatives of Albemarle County, the City of Charlottesville, and the University, under the direction of the Emergency Communications Center Management Board and through the assistance of a radio communication consultant and citizen volunteers , have analyzed the entities' joint needs for public safety and public service radio communications . Many deficiencies and critical shortcomings were identified in the existing conventional analog radio systems . The most critical problems are : 1) inadequate radio coverage; 2) inadequate radio channel capacity; 3) daily radio interference; 4) current radio equipment older than useful life; and 5) lack of interoperability among agencies . The consultant concluded that the appropriate radio system to effectively address the existing system deficiencies is an 800 MHz Analog/Digital Simulcast Trunked Radio System. The benefits of the new system in enhancing regional public safety operations include : 1) improved coverage reliability; 2) increased channel capacity; 3) interference protection inherent with 800 MHz ; 4) improved system reliability and redundancy; and 5) inter-operability among regional agencies . A license for twenty channels in the 800 MHz radio frequency range was obtained from the Federal Communications Commission (FCC) . The assigned 800 MHz frequencies have less restriction on their use and allow the development of a radio system infrastructure utilizing fewer tower sites . Since the availability of these frequencies is extremely limited, the license requires that the system be fully constructed and operational by September 15 , 2002 or the FCC may reassign or auction the frequencies . 1 After extensive analysis and fieldwork, locations have been identified which best minimize the number of tower sites while complying with Albemarle County' s tower policy and insuring that coverage requirements are met. DISSCUSSION: Six towers will be required for this regional project and the proposed sites have been identified. Three sites are on University property: Fan Mountain, Klockner Stadium, and the Emergency Communications Center (ECC) . The Fan Mountain site requires replacing the existing guyed tower with a self-supporting tower of the same height with multiple dish antennas attached as necessary. The Klockner Stadium site involves replacing the existing light tower with a dimensionally identical but structurally enhanced tower, with two four-foot diameter dish antennas attached just below the array of light fixtures . The ECC site requires the erection of a tower 105 feet high to the center of an attached six-foot diameter dish antenna, with an additional four-foot diameter dish antenna . If possible, the tower to be replaced at Klockner Stadium will be re-used as the required tower at the ECC site . The ECC ground lease requires that the Board approve the construction of any communication tower on the premises .
