VA-2001-013 (Sign #3) — Emmanuel Episcopal Church (owner/applicant).
Located on S side of Rt 250W, approx. 0.3 mi. W of inters w/Rt 691 . TM
70/Parcel 13, zoned Rural Areas and Entrance Corridor. Request is to permit a
variance in the division of square footage of two freestanding signs. The
ordinance allows two signs totaling 24 sq. ft, but no sign may exceed 12 sq. ft.
The church wants to retain their 6.8 sq. ft sign and add a new 17.02 sq. ft sign.
DESCRIPTION OF REQUEST:

JUSTIFICATION SHALL BE BASED ON THESE THREE (3) CRITERIA:
1) That the strict application of this ordinance would produce
undue hardship.

2) That such hardship is not shared generally by other properties
in the same zoning district and the same vicinity.

3) That the authorization of such variance will not be of

Description of Request:
In the spring of 2001,Albemarle County approved the placement of a new sign for Emmanuel Episcopal Church
of Greenwood (please see enclosed sign drawing and east facing photograph showing the proposed sign
location). Upon receiving approval of the sign,the Church was advised that an existing metal sign(measuring
24"wide and 48"high)must be removed from the entrance. The ordinance states that two(2)signs are permitted
if the aggregate size is no more than 24 square feet, but that no single sign can exceed 12 square feet. The
original existing sign was installed in the 1950s, and is the standard "The Episcopal Church Welcomes You"
sign found at almost every Episcopal Church entrance. I have enclosed two views of the sign. Furthermore,the
existing sign can be seen in the distance of the larger photograph that shows the recently approved sign.
It is the Church's desire to retain the nationally recognized Episcopal Church sign. The existing sign is 6.8
square feet,and the new sign is 17.02 square feet. Both signs total 23.82 square feet,which is .18 square feet less
than the maximum area the County presently allows. It should be noted that the new sign is being installed to
provide better visibility of the Church's location from Route 250.
Justification:
1. When the new sign is installed,the ordinance now requires removal of the existing sign. This sign is used
on numerous other historic Episcopal churches throughout the United States, and would deprive the
Church of sharing a nationally recognized symbol.
2. There are no other Episcopal churches in the immediate vicinity of Emmanuel Episcopal Church; it is
unique to Emmanuel Episcopal Church.
3. As seen in the large photograph, "The Episcopal Church Welcomes You" sign is small, low key, and
almost indistinguishable as it hangs from its black pole and is set in front of the spruces and pine trees.
As a result of its low impact nature, it was the Church's desire to apply for the new sign's permit in
December 1999. _
