VA 24482 1 CONSTRUCTION SEQUENCING NOTES: The following construction sequence shall be utilized to ensure that the proper erosion and sediment control practices are in place and fully operational prior to upslope land disturbance. Although not listed in the steps below, construction road stabilization and dust control measures shall be held in force at all times, during all phases. 1 -Install silt fencing and any other perimeter controls deemed necessary by County inspector. 2 -Arrange pre -construction conference with Owner's rep, Builder, County E&SC Inspector and Engineer prior to commencing any land disturbing activities. 3-Install construction entrance and inlet protections. 4 - Rough grade the site. Extra topsoil may be placed on the temporary stockpile as necessary. 5 -Upon receiving certification of stabilized surfaces, remove all measures. All measures shall be removed from the upslope areas moving down the slope. All non-hardscaped or non -built areas shall be treated according to the following section prior to project completion. GRASS ESTABLISHMENT 1. Topsoiling - 3.30 Topsoil shall be stripped from areas to be graded and stockpiled for future use on the site. The Erosion and Sediment Control Administrator shall approve stockpile locations. Stockpiles shall be temporarily seeded and protected with silt fence. When the topsoil is spread over the graded areas, it shall be placed in 2-4 inch compacted lifts. Topsoil hauled offsite shall be disposed of in an approved area as directed by the Erosion and Sediment Control Administrator. 2. Temporary Seeding - 3.31 The topsoil stockpiles and all areas to be rough graded during the course of the project shall be immediately seeded with temporary vegetation upon completion of grading operations. The appropriate seed mixture will be dependent upon the time of year it is to be sown. Seeding information is given below. The Erosion and Sediment Control Administrator must approve any deviation from these mixtures. NOTE: Stabilization measures shall be applied to earthen structures such as dams, dikes, diversions, and sediment basin embankments immediately after construction of the said structure. 3. Permanent Seeding - 3.32 Permanent seeding shall be completed within seven days from achieving final grade of the site. 4. Mulching - 3.35 Areas that have been permanently seeded shall be mulched immediately following seeding. It is the Contractor's responsibility to take steps that the permanent seeding establishes successfully. Organic mulches are preferred -chemical mulches will be accepted following Owner's approval. 5 This narrative describes the erosion and sediment control measures to be emplaced for the renovation of an existing house previously containing an antique shop to office use, associated parking improvements, and landscaping upgrades at IDS Tavern located east of Ivy along US Route 250 in Albemarle County, VA. PROJECT DESCRIPTION The project consists of grading and site work necessary to prepare an area for an addition to the existing building, an upgraded parking lot, and landscaping improvements. The lot is owned by Ivy Road RE, LLC., and currently is a well -maintained grass area with associated walks and a gravel parking area. Total disturbed area associated with this project is approximately 0.57 acres with all treated by use of silt fence. An increase in impervious surface of approximately 0.05 acres is anticipated. Please note that the new addition and patio on the rear of the structure have slightly less square footage of impervious surface than the existing condition. The project should complete in May of 2022 Vegetative Cover - The site is currently a well maintained grass area with a gravel parking lot. Note that undisturbed areas on the rear slopes have heavy forest. Topography - The site drains to an unnamed tributary of Ivy Creek. ADJACENT PROPERTIES To the east a residential lot owned by Ivy Road RE, LLC. To the north is US Route 250. To the west is a residential property. To the south is a forested area. Sheet C-03 of the accompanying plan set provides additional information on the adjoiners. There are no known environmentally sensitive areas within the project. A Tier I II groundwater study has been performed for this area. The study concludes that this development will have no adverse effects on groundwater. A copy is attached. Any necessary offsite waste or borrow areas must be approved by the Albemarle County E&SC Administrator prior to their use. SOILS "83, Colvard Fine Sandy Loam, 0 to 2 percent slopes, occasionally flooded" as reported in the Soil Survey for Albemarle County. The soil for Colvard is observed to be hydrologic soil group "A" and the drainage class is "well -drained". The soil is observed to have a minimum depth to bedrock of 80 inches, with permeability ranging from 1.98 in/hour to 5.95 in/hour, while the water storage capacity is "moderate". The soil discussion above is based on reports available from the NRCS Websurvey 2 PERMANENT STABILIZATION Permanent stabilization shall be applied to denuded areas immediately after final grade is achieved on any portion of the site. Temporary soil stabilization shall be applied within seven days to denuded areas that may not be at final grade but will remain undisturbed for more than 14 days. Permanent stabilization shall be applied to areas left dormant for more than one year. Seeding shall be conducted in accordance with the latest edition of the Virginia Erosion and Sediment Control Handbook. Permanently seeded areas shall be protected during establishment with straw mulch. Hydro -seeding also requires straw mulch protection. EROSION AND SEDIMENT CONTROL MEASURES AND STRUCTURAL PRACTICES Unless otherwise noted, the structural and vegetative practices shall be constructed and maintained according to the Minimum Standards of the Virginia Erosion and Sediment Control Law, Regulations and Certification Regulations and Specifications outlined in the latest edition of the Virginia Erosion and Sediment Control Handbook. The followingsummaries are for quick reference only and do not preclude an requirements or q Y p Y q standards listed in the Virginia Erosion and Sediment Control Handbook. Also, other measures not specifically listed here or on the construction plans may be required to keep the site within regulatory compliance during construction. The need for such items may not be evident until the beginning of construction. The County representative will determine the need for additional erosion and sediment control measures. 1. Temporary Construction Entrance - 3.02 One temporary construction entrance shall be constructed as shown on the Erosion and Sediment Control Plan. The entrance shall be maintained in a condition that prevents tracking or flow of mud onto public rights -of -way. This may require periodic top dressing with additional stone or washing and reworking of existing stones as conditions demand and repair and/or clean -out of any structures used to trap sediment. All materials spilled, dropped, washed or tracked from vehicles onto roadways or into storm drains must be removed immediately. During wet weather conditions, construction vehicle drivers will be required to wash their wheels prior to entering the highway. During the washing process, the contractor shall ensure that the runoff created by the washing process is passed through one of the sediment removing devices such as a section of silt fence. Water for washing operations shall be hauled to the site. The use of water trucks to remove materials dropped, washed or tracked onto the roadways will not be permitted under any circumstances. 2. Construction Road Stabilization - 3.03 Construction road stabilization requires the placement of stone immediately after grading of any access or construction road. This shall serve to reduce the possibility of erosion and rutting while supporting construction traffic. Temporary stabilization shall be at least 14' in width. Drainage ditches shall be constructed as necessary, and shall be protected by silt fence where appropriate. If necessary, consult the Engineer for additional design to appropriately manage sediment -laden runoff. The minimum stone applied shall be 6" of VDOT #1 Coarse Aggregate. At the Owner's discretion, this may remain in place to serve as a base for final stone application. Periodic top dressing shall be performed as required. Roadside ditches and other drainage structures associated with the road shall be checked regularly to ensure that they do not become clogged with silt or other debris. 3 If Flatpea is used, increase to 30 lbs/acre. All legume seed must be properly inoculated This project shall not create concentrated runoff. Downspouts will be collected by a buried header and will be sent to the established drainage ditch. Water otherwise leaving the project area will be sheet flow. For grading information, please see sheet C-05. This meets quantity requirements per 9-VAC25-870-66.D. This project disturbs approximately 0.57 acres with a drainage basin of 377 acres more or less. As this ratio is well below 1%, the requirements for channel and flood protection criteria per 9- VAC25-870-66.0 are met. Water quality requirements indicate a 0.14 pounds phosphorous offset is required. Owner intends to purchase this on the third -party market. VRRM spreadsheet is attached. In general, all erosion and sediment control measures shall be checked daily and after each rainfall. The following items shall be checked in particular: 1. The silt fences shall be checked daily for undermining, deterioration, and functioning ability. 2. All seeded areas shall be checked for adequate growth. If adequate growth is not evident, the area shall be re -seeded to prevent the soils from eroding. Additional mulching shall be applied as necessary and appropriate. 3. All temporary erosion and sediment control measures shall be removed only when authorized by the Erosion and Sediment Control Administrator. 4. Trapped sediment and the disturbed soil areas resulting from the removal of the temporary measures shall be permanently stabilized to prevent further erosion and sedimentation. 5. Long term maintenance of all E&SC associated items is the sole responsibility of the Owner. Maintenance for Construction for Temporary Stone Construction Entrance The entrance shall be maintained in a condition which will prevent tracking or flow of mud onto public rights -of -way. This may require periodic top dressing with additional stone or the washing and reworking of the existing stone as conditions demand and repair and/or cleanout of any structures used to trap sediment. Maintenance for Construction Road Stabilization Both temporary and permanent roads and parking areas may require periodic top dressing with new gravel. Seeded areas adjacent to the roads and parking areas should be checked periodically to ensure that a vigorous stand of vegetation is maintained. Roadside ditches and 7 3. Silt Fence Barriers - 3.05 Silt fence barriers shall be installed at locations shown on the Erosion and Sediment Control Plan to filter sediment -laden runoff and decrease the velocity of sheet flows and low -to -moderate level channel flows. Wire reinforced silt fences are required. 3. Culvert Inlet Protection -3.08 Culvert Inlets prevent sediment from entering and being transferred by culvert and associated drainage system prior to permanent stabilization of a disturbed project area. Culvert and associated drainage system is to be made operational prior to permanent stabilization of the disturbed drainage area. The structure shall be inspected after each rain and repaired as needed. When clogged voids are causing ponding, aggregate shall be cleaned. Sediment shall be removed when accumulated to half of the depth of the structure. Removal shall only occur after permanent stabilization of the upslope area. 4. Dust Control - 3.39 The contractor shall take measures to reduce the surface and air movement of dust, which may present health hazards, traffic safety problems or harm animal and plant life during land disturbing and construction activities. Spray of water may be used if desired. Apply water until disturbed soil is damp, but not wet, and repeat as necessary. If adhesives are used, follow the chart on sheet C-05 A. E&SC CONTROL METHODS The following guidelines shall be utilized in the planning of construction: 1. The silt fence shall be constructed as a first step in the land disturbing activity and shall be functional before up slope land is disturbed. 2. Construction shall be sequenced so that grading operations can begin and end as quickly as possible. 3. Temporary seeding and other stabilization shall follow immediately after the site is stripped of topsoil if it is determined that final grading will not begin within 14 days. 4. The excavator shall be responsible for the installation and maintenance of all Erosion and Sediment Control practices in full accordance with applicable local and State regulations, whether or not such regulations are listed in this Narrative or shown on the Plan. NOTE: The contractor shall install sediment trapping measures as the first step in construction. Once in place, the contractor shall strip topsoil and begin grading operations. The contractor shall ensure that at the end of each working day all erosion and sediment control measures are in place and functioning properly. This will be strictly enforced. These controls shall be in effect during the remaining development, which includes final grading, utility construction, and paving. 4 other drainage structures should be checked regularly to ensure that they do not become clogged with silt or other debris. Maintenance for Silt Fence 1. Silt fences shall be inspected immediately after each rainfall and at least daily during prolonged rainfall. Any required repairs shall be made immediately. 2. Close attention shall be paid to the repair of damaged silt fence resulting from end runs and undercutting. 3. Should the fabric on a silt fence decompose or become ineffective prior to the end of the expected usable life and the barrier still be necessary, the fabric shall be replaced promptly. 4. Sediment deposits should be removed after each storm event. They must be removed when deposits reach approximately one-half the height of the barrier. 5. An sediment deposits remaining in lace after the silt fence is no longer required shall be Y P 9 P 9 q dressed to conform with the existing grade, prepared and seeded. Maintenance of Culvert Inlet Protection 1. The structure shall be inspected after each rain and repairs made as needed. 2. Aggregate shall be replaced or cleaned when inspection reveals that clogged voids are causing ponding problems which interfere with on -site construction. 3. Sediment shall be removed and the impoundment restored to its original dimensions when sediment has accumulated to one-half the design depth. Removed sediment shall be deposited in a suitable area and in such a manner that it will not erode and cause sedimentation problems. 4. Temporary structures shall be removed when they have served their useful purpose, but not before the upslope area has been permanently stabilized. Maintenance Durina Toosoilin Before topsoiling, establish needed erosion and sediment control practices such as diversions, grade stabilization structures, berms, dikes, level spreaders, waterways, sediment basins, etc. These practices must be maintained during topsoiling. Grading: Previously established grades on the areas to be topsoiled shall be maintained according to the approved plan. Liming: Where the pH of the subsoil is 6.0 or less, or the soil is composed of heavy clays, agricultural limestone shall be spread in accordance with the soil test or the vegetative establishment practice being used. Bonding: After the areas to be topsoiled have been brought to grade, and immediately proir to dumping and spreading the topsoil, the subgrade shall be loosened by discing or scarifying to a depth of at least 2 inches to ensure bonding of the topsoil and subsoil. Maintenance of Temporary Seeding (Reseedin Areas which fail to establish vegetative cover adequate to prevent rill erosion will be reseeded as soon as such areas are identified. Supply water as needed, especially late in the season, in abnormally hot or dry weather, or on adverse sites. Water application rates should be controlled to prevent excessive runoff. Inadequate amounts of water may be more harmful than no water. Re -seeding: Inspect seeded areas for failure and make necessary repairs and reseedings within the same season, if possible. a. If vegetative cover is inadequate to prevent rill erosion, over -seed and fertilize in accordance with soil test results. b. If a stand has less than 40% cover, re-evaluate choice of plant materials and quantities of lime and fertilizer. The soil must be tested to determine if acidity or nutrient imbalances are responsible. Re-establish the stand following seedbed preparation and seeding recommendations. Maintenance of Mulching All mulches and soil coverings should be inspected periodically (particularly after rainstorms) to check for erosion. Where erosion is observed in mulched areas, additional mulch should be applied. Nets and mats should be inspected after rainstorms for discoloration or failure. If washouts or breakage occur, re -install netting or matting as necessary after repairing damage to the slope or ditch. Inspections should take place up until grasses are firmly established. Where mulch is used in conjunction with ornamental plantings, inspect periodically throughout the year to determine if mulch is maintaining coverage of the soil surface: repair are needed. Maintenance of Dust Control Permanent Vegetation- The application of permanent seeding and saving existing trees and large shrubs can help reduce soil and air movement from construction sites. Stone- Crushed stone or course gravel can be used as a permanent cover which will provide control of soil emissions.
