Car Wash. I apologize for not responding earlier this week but I needed to touch base with others in reference to your question and I had also been out of the office all last week and was trying to catch up. In reference to your questions: First, it does appear from the plan submitted for ARB2019-85 that the existing building would be demolished. Second, although this has been submitted as an "Advisory Review" submission for the ARB it was not done so because of a ZMA or SP application having been submitted or being processed. No other applications have been submitted. The "Advisory Review" is happening at this phase because of the location and nature of the building. That also means that no site plan has been submitted or reviewed. There of course is some chance those future reviews could reveal the need for other approvals/submission and there is always the chance that what ends up being submitted for site plan review is different than what was discussed at the preapplication meeting. However, a preapplication meeting has taken place and the need for a special exception has been found (to modify the building, use, and parking layout on the parcel from what is currently depicted/approved in the application plan). That's the way the site plan looks to me, but on page 3 of the application, Part C appears to have a line striking through the words"the construction will involve the demolition and removal of the existing building and parking lot." Second,would a rezoning or special use permit be necessary here?The application seems to indicate so, but I wanted to confirm. Thank you!
