JUSTIFICATION SHALL BE BASED ON THESE THREE (3) CRITERIA:
1) That the strict application of this ordinance would produce
undue hardship.
2) That such hardship is not shared generally by other properties
in the same zoning district and the same vicinity.
3) That the authorization of such variance will not be of
substantial detriment to adjacent property and that the
character of the district will not be changed by the granting
of the variance.
The application may be deferred by the staff or the Board of
Zoning Appeals, if sufficient information necessary to this review
has not be submitted by the deadline.

DESCRIPTION OF REQUEST
Atlantic Coast Athletic Club is planning a 7,000 square foot expansion to its existing Four
Seasons facility. This expansion will take place on the north side of the building between
the current facility and tennis courts. The expansion will consolidate existing weight and
cardio equipment into one large training area. The usage of the two current weight rooms
will be converted to nursery for one and physical therapy for the other. Our request is to
make the addition to our square footage without adding to our parking.
JUSTIFICATION FOR REQUEST
1 - This variance request is based on our decision to delay the opening of the weight room
expansion to September 8, 1997. This timing would follow the closing of our pool
season. Once closed, the pool would not reopen unless the pool and/or parking are
reconfigured under a subsequent plan. No plans for a subsequent expansion involving the
reopening of an outdoor pool are currently in place. Immediate plans call only for the
simultaneous opening of the weight room and closing of the pool. The pool closing along
with the closing of the volleyball court and existing weight rooms would reduce our
parking need by 125 spaces (83 spaces for the outdoor pool, 14 spaces for the volleyball
court, 28 spaces for the existing weight rooms). The opening of the new weight room and ,
physical therapy creates a parking need for 61 spaces (52 spaces for the new weight room
and 9 spaces for physical therapy), thus giving us a net increase of 64
2 - Granting of this variance should mitigate any hardship to surrounding properties given
that we are reducing the amount of parking required to support our business, yet keeping
the quantity of parking the same.
3 - The addition creates a consistent, more cohesive facility, therefore not altering and/or
improving the character of the district and adjacent properties.
TIMING
It is our request that this variance be in effect from the time it is granted through the
spring of 1999.

Dear Mr. Bowles:
The Albemarle County Board of Supervisors, at its meeting on July 17, 1985, unanimously
approved the above-noted request to amend Four Seasons PUD to expand recreational
building formerly used as a clubhouse by 25,500 square feet on 11.81 acres. Tax Map
61X(1) , parcels 4 and 4A and Tax Map 61X(2) , parcels 4B, 4C, and 4D. This approval is.
subject to the following conditions:
1. Planning Commission approval of site plan to include method of outdoor lighting,
screening/landscaping provision and (if deemed warranted) location of pedestrian
easements;
2. Zoning Administrator approval of parking prior to each phase of development;
3. Building expansion shall not exceed 25,500 square feet. Building height shall not
exceed height of existing clubhouse by more than ten (10) percent;
1 4. Hours of operation to be determined at site plan.
