Please find our responses to the comments below in bold lettering. Engineering: 1. Show sight distance triangles and profiles for the internal travelways. Given that these travelways are private alleys not major roads with low speeds (under 20 mph) and low traffic volumes it does not appear VDOT or AASHTO sight distances would apply. Stops signs have been provided at the internal intersections to control movements. Rev. 1): Comment not addressed. Provide sight distance triangles and profiles for travelway intersections. These can be reduced with a waiver where all vehicles are required to stop. (Design Standards Manual 7.C.1, 18.4.12.15d, 18.4.12.17d). Sight distance triangles and profiles have been provided for travelway interactions. 2. The underground storage facility A will need to be removed from beneath the parking and travelway in front of Lots 71 and 72 and relocated outside of any travelways or where its repair/replacement will affect a travelway. Engineering recommends it be moved to behind lots like SWM B. SWM facility A has been relocated. Rev. 1): Comment partially addressed. Refer to WP0202100004 comments. The storage facility has been relocated and redesigned accordingly. The new location is located outside of the travelway and would not impede access to the buildings in the event of major maintenance. Further the system is outside of the ACSA easement as well so as not to impede their maintenance. This location is the best available location to provide for vehicular ENGINEERING I DESIGN I TECHNOLOGY access for typical maintenance without impact or limitation to the site should major maintenance ever be required. 3. Alley 2 is shown with an inverse crown. Provide inlets in the alley to prevent stormwater from exiting the alley and flowing across the connected travelways. Structure 232 has been added. Rev. 1): Comment addressed. 4. Provide stop signs for intersection involving the private road and Alley 3. Stop signs and stop bars have been added to the internal interactions. Rev. 1): Comment addressed. 5. Show and label the road name signs. Road name signs have been added and labeled on all relevant sheets. Rev. 1): Comment addressed. 6. Provide vertical curves on grade transitions in the alleys. Vertical curves have been provided for all grade transitions. Rev. 1): Comment addressed. 7. Provide a level area adjacent to parking (such as on Alley 1) so residents are not exiting their vehicle directly onto a slope. A S' wide level area has been provided adjacent to parking on New Leaf Drive as requested. Rev. 1): Comment addressed. 8. The landscaping plan is not being reviewed or approved with these plans, only the street tree locations relative to the storm system. The proposed trees should not be located directly next to inlets (such as on Road 1). Acknowledged. Tree locations have been adjusted to provide more space between inlets and trees. Tree locations over top of SWM B have been coordinated with the manufacturer and deemed acceptable. Adequate soil depth for the selected species is provided see note on sheet 1-1.2 at the top of the sheet. Rev. 1): Comment addressed. Planning —Megan Nedostup: 1. Information not related to the road plans should be removed from these plans. Approval of the road plans is not approval of, as an example, all the landscaping shown. Only the required street trees should be shown on the road plans. The Open Space Plan, Housing and Density Plan, and Lot Layout and Easement Plan, should be removed from this plan set. The easements related to the road should be shown on the road plans and not be a separate plan. Acknowledged. Some sheets have been removed from this set; a note has been added to other sheets to clarify that they are included for informational purposes only. Rev. 1): Comment addressed. 2. [32.5.2 (a)] Include the ZMA number on the plans with the zoning district note (ZMA2018-003). Zoning district note (ZMA2018-003) has been referred to on the Cover sheet. Rev. 1): Comment addressed. 3. [32.5.2 (b); 32.5.2 (q)] The trip generation should be cumulative, revise to include prior blocks to be provided for traffic. This will allow quick confirmation that the total trip generation does not exceed 5,000 per the Code of Development. The total trip generation has been provided on Sheet C0.0 and demonstrates that the average daily trips, for the two phases together, will not exceed 5,000. Rev. 1): Comment partially addressed. All reference to Phase 2 should be removed. In addition, the other site plans should be included in the chart. The trip generation table has been updated on Sheet C0.0 to accurately summarize the trip generation for this project phase and previous phases. 4. [ZMA; Code of Development, page 13, 15] Parking is not permitted in the trail buffer area. Remove the proposed parking. Parking has been removed from the trail buffer area. Rev. 1): Comment addressed. 5. [32.7.9.5] Street streets should be planted every 50 feet. The calculation for x number of linear feet divided by 50 is not sufficient. It appears that there is a need for an additional tree along Road 1 adjacent to the townhomes. Street tree calculation and spacing has been updated. Rev. 1): Comment addressed. 6. [32.5.2 (i)] Provide the street names for all alleys, travelways, and roads. Street names have been provided for all alleys, travelways, and roads on all applicable plan sheets. Rev. 1): Comment addressed. VDOT—Adam Moore - 09-07-2021: 1. Please remove the parking spaces within the sight line triangle Block 11. Plan cannot be approved with obstructions or the ability to obstruct clear view within the sight triangle. Parking spaces near intersection have been updated accordingly and match the Village 1 site plan amendment. 2. Service Berry (Amelanchier Canadensis) grows to 15-30 feet tall and is not acceptable in the sight line and may be difficult to prune the 2' -7' minimum height for sight line without killing the tree before it reaches mature height. The service berries in the sight line have been replaced by Itea virginica 'Sprich' which is a shrub and will be well below the sight line at mature height. Further it should be recognized we have improved this existing sight line which today cuts through a forested area. 3. Drainage could not be verified without the drainage report/calculations. Calculations have been included with this submittal. 4. Please show the CG-12's for the commercial entrance crossings. CG-12's have been added for the two entrance crossings. ACSA— Richard Nelson: 1. The road plans are currently under review with ACSA. Acknowledged. ACSA comments have been included in final site submittal CRL. GIS — Elise Kiewra - 09-07-2021: 1. The following road names will need to be changed: Dogwood Rd, New Hope Way, and New Leaf Dr. The roadway names have been updated as follows: Dogwood Road has been updated to Sweetbay Street New Hope Way has been updated to Honey Bee Way New Leaf Drive has been updated to Flora View Drive 2. New is the first word in over 5 road names in the County. This is on pages 5-6 of the plans. New Hope Way has been updated to Honey Bee Way New Leaf Drive has been updated to Flora View Drive Fire Rescue — Howard Lagomarsin — 09-07-2021: 1. Parking on roads without sufficient widths to accommodate parking without reducing the travel way width causes an obstruction for access of fire apparatus. As a result, the fire code requires and unobstructed travel way width of 20 ft when the height of a building is less than 30 ft and 26 ft when height of building (to edge of roof — not peak of roof) over 30 feet. The roads in this plan providing fire apparatus access routes shall have a minimum, unobstructed travel way width of 20 feet. Though the proposed roads exceed 20 ft., there are large sections of those roads where on street parking is not part of the plan and any such parking is not allowed since it reduces the travel way width below 20 feet. As a result, those areas, require no parking signs: a. The following roads require no parking signs on both sides of the road: i. Dogwood Road — (except where there are designated parking spaces in the design, then only needed on the side without the parking spaces). b. The following roads require no parking signs on one side —the side of the road without the designated parking spaces: i. New Leaf Dr. ii. Swallow Tail Lane No parking signs have been added along both lanes for Dogwood Road, and along New Leaf Dr. and Swallow Tail Lane in locations where there is not designated parking. Note: The reason New Hope Way and Renewal Rd. are not included in this list, Dogwood Rd. and New Leaf Drive fulfills the required need for fire apparatus access (fire apparatus access to all sides of the ground level of a building/facility within 150 feet of the road for the set of buildings that also abut New Hope Road and Renewal Rd.) for the proposed buildings around those roads due to the grid design of that section of the network. 2. 1 do not see no parking signs indicated on the plans for those roads, please indicate them on the plan. No parking signs have been added to the plans for the roadways listed in comment #1. We have included PDF copies of the plans and calculations for your review.
