Below are our responses to the remaining comments on the road plans. Planning (Chris Perez) 1. The cover sheet has been updated to identify the affordable units on the site plan, and the site plan sheets have been revised as well to indicate the affordable units. A note has also been added to the site plan indicating the units that will be affordable units. 2. The dog park along with the (2) benches is part of this site plan. As discussed with planning, the additional play structure to be added to the Avon Park existing playground shall be handled with a LOR for the existing site plan, once the HOA has accepted the proposed additional structure to be added. 3. The application number has been added to the cover sheet, as requested. 4. The zoning note on the cover sheet has been updated to include the Special Exception that was approved for the project. 5. The proposed variation note on the cover sheet has been updated, and now also includes the conditions of approval. 6. The zoning note has been updated to include the Entrance Corridor Overlay district. 7. Note #3 has been updated to include both private and public easements. 8. The documentation has been provided from the Avon Park HOA for the denial of the landscaping buffer easement. 9. The dimensions for the garages have been added to the site plan. 10. Easements have been added at the end of Hathaway street for a grading and construction easement to extend the roadway as necessary to the adjacent property, if it is developed in the future. 11. The SF of the open spaces are now coordinated and accurate between the cover sheet and the layout sheets. 12. This comment is acknowledged. The easement plat is under review for approval and recordation. 13. The street trees in the site plan have been updated to match the approved road plans. 14. As noted above and discussed, permission for the offsite easement was denied and this documentation has been provided. 15. As discussed, the landscaping has been accepted by the Avon Park HOA and this was the intent of the proffer. The HOA is in agreement with the proposed landscaping plan and helped assist in the design of the plan. 16. See comment response above for comment #15. 17. Additional landscaping has been added along the southern property line to meet the requirements of the rezoning application plan. 18. As discussed, the Avon Park HOA is acceptable and happy with the proposed landscaping along the northern property line. Landscaping has been added along the southern property line to meet the requirements of the rezoning application plan. 19. Landscaping street trees have been added along Avon Street Frontage, as required. Initial Site Plan comments ARB 1. Comment acknowledged. 2. Comment acknowledged, this easement request has been denied, as discussed in this letter. 3. The linework has been cleaned up along the northern property line. The easement does extend to the boundary, as required. 4. As discussed, no revisions are necessary to the buffer planning along the northern property line. The southern property line landscaping has been added to the plan. 5. The trees along the property line have been identified in the field and coordinated with the Avon Park HOA, per the requirements of the proffer. This information was incorporated with the proposed landscaping plan. This comment has been satisfied. 6. See comment response q2 in the section above about the discussed amenities. 7. The fences are shown and labeled on the site plan. The cutsheet details for these fences have been added to the note and details sheet, as requested. 8. The comment is acknowledged. The road plans are approved, and the subdivision plat is under review for approval. 9. This comment is acknowledged. 1. No remaining comments Engineering (Emily Cox) 1. The project number has been added to the cover sheet 2. The road plans have been approved. 3. The retaining wall behind lots 1-4 now has a maintenance easement around it. Also the retaining wall is outside of the private drainage easement. 4. A WPO amendment has been approved for the change of grading behind lots 5-12 with the retaining wall approval. 5. This is how VDOT now wants the ADA ramps shown. They do not want them angled into the intersection and they do not want them designed at the end of radii. A pedestrian can turn from the end of the ramp and cross over Desoto Drive if continuing down Hathaway Street. Albemarle County Information Services 1. Desoto Court has been removed from all plan sheets, as requested. Albemarle County Building Inspections 1. The notes as requested have been added to the general notes on sheet 3. Albemarle County Building Inspections 1. The ISO required fire flow has been added to the cover sheet. 2. The available fire flow has been added to the cover sheet. 3. No parking signs are now shown on both sides of Desoto Drive as required to ensure no parking along the street. VDOT (Adam Moore) 4. No remaining comments ACSA (Richard Nelson) 1.
