We have included revised Sheets 1, 5, 7, 9, new Detail Sheets 9A, 9B and 9C, 14 and 15. These sheets have been revised as highlighted on the plan sheets in accordance with the following: 1. Provided ADA access from new Egress -Only Door at the south end of garage to the street. This was accomplished by providing a 44" (3.68') landing depth adjacent to the building. I have attached an excerpt of the email exchange from Betty Slough of Building Code Enforcement that contains language that a 44" depth of landing is sufficient. From the landing, the ADA access continues along the rear of the Filterra and ultimately to a CG-12 curb ramp on to the street. As a result, one parking space was removed. Detailed Cross -Sections were added to new Sheet 9B to indicate sidewalk horizontal and vertical clearances from the Filterra, handrail locations, sidewalk/ramp slope, and building overhang. 2. Improved sidewalk access to Utility Room and Fire Department Connection. We removed the awkward sidewalk connection (awkward both horizontally and vertically) from the Utility room to the main entrance area and extended the sidewalk from the Utility Room directly out to the street and added a CG-12 curb ramp, resulting in the loss of an additional parking space, for a total of 2 less parking spaces with this LOR. Note the parking tabulations on Sheet 5 have been updated and included with this submission. Sheet 9A provides additional detail above and beyond what is shown on the Layout Plan (Sheet 7) and Grading Plan (Sheet 9). 3. Revised sidewalk at southwest corner of building to address headroom conflict with the building overhang. At this location, we revised the sidewalk to a minimum 36" width, added a handrail (with pickets) on the street side of the sidewalk, and added a flexible plastic wand at the building corner as directed by Engineering, and as was approved by Engineering in email exchange dated January 27, 2021. Please note that (2) additional flexible plastic wands were added at the northern end of the overhang since the concrete sidewalk had already been poured from the back of curb to the building. Refer to new Sheet 9C for details. 4. Revised the site entrance median. To address damage that has occurred to the median over the years from vehicles, we have revised the plan to remove the proposed concrete pavers in the median, and to provide pavement striping at the east and west ends of the median instead. The middle portion of the median will remain as a planting area with hardy landscaping species proposed. Removal of a portion of the concrete area at main lobby entrance (southern corner of building) and replacement with planting area. The outdoor sitting area has increased from 560 sf to 640 sf. Refer to new Sheet 9A for detailed layout and grading. 6. Revised the species of street trees along Inglewood Drive from Linden to Zelkova based on improved survivability of the Zelkovas. The landscape plan and calculations (Sheets 14 and 15) have been adjusted accordingly. 7. Added a 2nd 2" Water Meter as coordinated with ACSA and County Building Code Enforcement. Refer to Sheet 7. S. Shifted the location of the Fire Department Connection to the face of the building at the Utility room as approved by Shawn Maddox in email dated November 9, 2020. Refer to Sheet 7. 9. Extended the concrete sidewalk by 2' to connect to the east side of the building (Inglewood Drive side). Refer to Sheet 7. We thank you for taking the time to review this Letter of Revision. Our collective group in the County has spent an equal amount of time, study and research on this as well. Dwayne's code book has even lost it's cover. As with most things, there is a bit of welcome news and some not expected turns. In reviewing the response from ICC, Albemarle County can agree that the landing at the door needs to be a minimum 44" measured perpendicular from and 60" parallel to the plane of the building face. In our repeated rereading of the applicable code sections, another issue was discovered. Please see the code sections copied below. 1012.5.1 Width and capacity. The minimum width and required capacity of a means of egress ramp shall be not less than that required for corridors by Section 1020.2. The clear width of a ramp between handrails, if provided, or other permissible projections shall be 36 inches (914 mm) minimum. 1020.2 Width and capacity. 1 The required capacity of corridors shall be determined as specified in Section 1005.1, but the minimum width shall be not less than that specified in Table 1020.2. Based on these two sections, wouldn't the entire ramp width be required to be a minimum of 44", less the encroachment of the handrails? The occupant load exiting the building at this door would be 71. Please advise your reasoning for either the 36" ramp proposed or the 44" that we feel is required. We have added approximately 40 linear feet of handrail on the travel lane side of the sidewalk. We also appreciated the suggestion to curve the sidewalk to force pedestrians away from the corner Unfortunately, this adjustment is not possible due to conflict with the grades of the adjacent handicap ramp. However, the 2"-DIA durable plastic wand will achieve this goal. Please review and let us know if we are OK to proceed with this installation. Thanks!
