MacCall Department of Planning and Community Development County of Albemarle 401 McIntire Road Room 218 Charlottesville, VA 22902-4586 Dear Mr.MacCall, As agent for Stephan Hawranke,owner of Tax Map 136-Parcel 27(Valmont on the James)a large farm adjoining the Town of Scottsville,I hereby request a waiver of the 250 feet road frontage requirement for a rural division parcel as required by the Zoning Ordinance. The parcel to be created will be 26 acres in size and would access off State Route 845 (Totier Creek Road)by a 50' right of way shown as Leonard Drive on the plat of"Valmont Estates"recorded in Deed Book 643 p. 272. A copy of the plat and a plat of the proposed 26 acres is-enclosed herewith. The reason/verification for this waiver is as follows: 1. History of Property. - In the early 1970's,the County of Albemarle acquired from and exchanged land with the owners of Valmont Farm to construct the Totier Creek Reservoir and the access road that is now State Route 84-5(Totier Creek Road.)-This acquisition for the access road severed the lands of Valmont Farm and the owners subdivided lots along State Route 845 in 1978. The 50' R-W shown on-the-plat as Leonard Drive-was dedicated to public use and established for future access to develop the area of the 26 acre portion of Valmont Farm. This area has not been subdivided as of this time. 2. This 26 acres is a wooded tract adjoining the lots in Valmont Estates and the Totier Creek Reservoir property and is physically separatedfrom the residue of Valmont Farm by a ravine and a small stream. To access the site from a location other than Leonard Drive would require a road of excessive distance and require extensive grading and removal of trees to achieve a driveway of reasonable grade and alignment to the building site. 3. Leonard Drive serves as access to this property only as Lots 28 and 35 Valmont Estates have existing access driveways from Totier Creek Road. Leonard Drive could not be accepted into the secondary Road System-unless the owners of Valmont were to subdivide the 26 acres area into a minimum of three parcels. The owners do not wish to create a subdivision of this area adjacent to the reservoir and existing homes on Totier Creek Road but wish to create large rural division parcels to minimize the effects on the environment and existing homes. The 50'width R-W of Leonard Drive is more than adequate for the construction of a private driveway to serve one dwelling and the 250' road frontage requirement would do nothing to improve the access or affect the location of the building_site on this 26 acres. 4. Without a waiver-to allow this 26-acres to-aecess by the 50'R-W,the owners would have to pursue dividing the 26 acres into lots using Leonard Drive as access as any other access would not be reasonable or attractive. Please advise if any additional information is needed for the consideration of this request for the necessary waiver.
