VII. PROJECT NARRATIVE:
Projectpurpose, need, and description:
The purpose of the project is to repair a structurally deficient structure on Route 689 over Stockton Creek in
Albemarle County. The deterioration of the structure requires repair to maintain the safety of the traveling public.
The existing 45'-0" long one -span steel -beam timber -deck bridge will have its superstructure replaced with pre-
stressed concrete slabs. A cofferdam will be required along Abutment B for repairs to the abutment seats.
Proposed construction schedule.
Project is scheduled for construction advertisement/construction October 2021 and completed within Spring 2022
The project will be constructed by VDOTs specialty bridge crew.
Project impacts (include a description of all impacts, permanent and temporary):
Project will replace the existing 45' x 25' 10" 1-span steel beam timber deck with a 45'x30' concrete prestressed

T&E Species (See Attachment F for additional documentation):
Based upon a review of the VADWR database search Conservation (IPaQ online project review indicated the
(FT) Northern Long -Eared Bat Myotis septentrionalis. This project will not require tree removal for removal
and replacement of the superstructure. A negative bat inventory is included in this permit package. Based upon
review of all appropriate DCR layers, there were no DCR resources and no coordination with DCR was
required for this project. Project intersects 5.5 mile buffer for the Little Brown Bat and TriColor Bat
Hibemacula and Roost Trees. Project will not require tree clearing therefore no impacts are anticipated,
According to a review of the CCB Eagle Locator map, no nests appear within 660' of project location.
Cultural Resources (See Attachment E for additional documentation):
VDOT Effect Determination: NO EFFECT. The historic boundary of the NRHP-listed Greenwood -Afton Rural
Historic District (002-5075) skirts the roadway and the bridge in question. The nomination report's period of
significance starts in 1734 and ends in 1955. According to VDOT records bridge #6198 was erected in 1979
and does not meet the age criterion. Due to its age... See Attachment A.

VIII. PROJECT MITIGATION:
Project mitigation efforts including AVOIDANCE, MINIMIZATION, AND COMPENSATION.•
Avoidance:
Impacts to jurisdictional waters of the U.S. have been avoided where practicable. Impact areas are the minimum
necessary to meet the design of the project.
Minimization:
Impacts to jurisdictional waters of the U.S. have been minimized where practicable. Only temporary fill will be
required to install the new structure.
Compensation (include functional assessment when applicable):
There are no impacts to wetlands and stream impacts are less than 300 linear feet, therefore, no compensation is
proposed.

IX. EROSION AND SEDIMENT CONTROLS:
An erosion and sediment control plan will be prepared and implemented in compliance with the Erosion and
Sediment Control Law, the Erosion and Sediment Control Regulations, and the annual erosion and sediment
control standards and specifications approved by the Department of Conservation and Recreation.
X. STORMWATER MANAGEMENT STATEMENT:
Design of this project will be in compliance with the Stormwater Management Act, the Stormwater Management
Regulations, and the annual stormwater management standards, and specifications approved by the Department o
Conservation and Recreation.
XI. MATERIALS ASSESSMENT:
All fill material shall be clean and free of contaminants in toxic concentrations or amounts in accordance with all
applicable laws and regulations.
XIL FEMA STATEMENT:
The design of this project will be in compliance with all applicable FEMA-approved state or local floodplain
management requirements.
XIIL DREDGE MATERIAL MANAGEMENT PLAN:
All dredge material will be removed to an approved, contained, upland location. The disposal area will be of
sufficient size and capacity to properly contain the dredge material, to allow for adequate dewatering and settling
out of sediment, and to prevent overtopping. The disposal area will be properly stabilized prior to placement of
dredge material.

Rte: Rte. 689 over Stockton Creek
Installation of cofferdam is to be performed from the shore of the stream or as
approved by the Engineer. Cofferdam is to be constructed so as to permit no
siltation of the stream as a result of the excavation and backfill operations; and, no
more than 50% of the stream width shall be blocked at any one time.
2. After completion of abutment repairs, the cofferdam is to be completely removed
in such a manner as to cause minimal disturbance of the stream and hauled from
the site to be used within the roadway prism or salvaged.
3. All material disposed of within the roadway prism will be prevented from re-entry
into the stream and its flood plains in accordance with Virginia Department of
Highways and Transportation's Roadway and Bridge Specifications, Special
Provisions and Supplemental Specifications.
4. The existing superstructure will be removed in accordance with VDOT Road and
Bridge Specifications.
5. "A stormwater management plan is not required for this project because the total
project site is less than one acre."

Engineers Assessment
This project requires the replacement of the bridge superstructure and repairs to
Abutment B. The bridge deck and low chord elevations of the new superstructure will
approximate the existing superstructure. It is my professional opinion that this project
complies with FEMA requirements because base flood levels, velocities, and flow
distribution will not be changed significantly. These conclusions were drawn by
Hydraulic Engineering personnel as a result of a careful review of the proposed work.
No formal hydraulic computations were performed either incidental to the design or
during the course of the review.

To Whom It May Concern:
The enclosed species list identifies threatened, endangered, proposed and candidate species, as
well as proposed and final designated critical habitat, that may occur within the boundary of your
proposed project and/or may be affected by your proposed project. The species list fulfills the
requirements of the U.S. Fish and Wildlife Service (Service) under section 7(c) of the
Endangered Species Act (Act) of 1973, as amended (16 U.S.C. 1531 et seq.). Any activity
proposed on National Wildlife Refuge lands must undergo a'Compatibility Determination'
conducted by the Refuge. Please contact the individual Refuges to discuss any questions or
concerns.
New information based on updated surveys, changes in the abundance and distribution of
species, changed habitat conditions, or other factors could change this list. Please feel free to
contact us if you need more current information or assistance regarding the potential impacts to
federally proposed, listed, and candidate species and federally designated and proposed critical
habitat. Please note that under 50 CFR 402.12(e) of the regulations implementing section 7 of the
Act, the accuracy of this species list should be verified after 90 days. This verification can be
completed formally or informally as desired. The Service recommends that verification be
completed by visiting the ECOS-IPaC website at regular intervals during project planning and
implementation for updates to species lists and information. An updated list may be requested
through the ECOS-IPaC system by completing the same process used to receive the enclosed list.
The purpose of the Act is to provide a means whereby threatened and endangered species and the
ecosystems upon which they depend may be conserved. Under sections 7(a)(1) and 7(a)(2) of the
Act and its implementing regulations (50 CFR 402 et seq.), Federal agencies are required to
utilize their authorities to carry out programs for the conservation of threatened and endangered

species and to determine whether projects may affect threatened and endangered species and/or
designated critical habitat.
A Biological Assessment is required for construction projects (or other undertakings having
similar physical impacts) that are major Federal actions significantly affecting the quality of the
human environment as defined in the National Environmental Policy Act (42 U.S.C. 4332(2)
(c)). For projects other than major construction activities, the Service suggests that a biological
evaluation similar to a Biological Assessment be prepared to determine whether the project may
affect listed or proposed species and/or designated or proposed critical habitat. Recommended
contents of a Biological Assessment are described at 50 CFR 402.12.
If a Federal agency determines, based on the Biological Assessment or biological evaluation, that
listed species and/or designated critical habitat may be affected by the proposed project, the
agency is required to consult with the Service pursuant to 50 CFR 402. In addition, the Service
recommends that candidate species, proposed species and proposed critical habitat be addressed
within the consultation. More information on the regulations and procedures for section 7
consultation, including the role of permit or license applicants, can be found in the "Endangered
