This project is approved/disapproved. The rationale is given in the comments below. The VSMP application content requirements can be found in County Code section 17-401. A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary. 1. SWPPP was not provided. Please provide a SWPPP. Pollution Prevention Plan (PPP) The PPP content requirements can be found in County Code section 17-404. 1. Ensure the PPP [Sheet CE-101] is inserted in the SWPPP. C. Stormwater Management Plan (SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is disapproved, and the reasons are provided in the comments below. The stormwater management plan content requirements can be found in County Code section 17- 403. 1. Stormwater management agreement must be recorded before this plan can be approved. Please contact Ana Kilmer [akilmer@albemarle.org 434-296-5832 ext32461 to complete this process. 2. Nutrient credits must be purchased before this plan can be approved. Please contact Ana Kilmer [akilmer@albemarle.org 434-296-5832 ext3246] to complete this process. 3. [CA-100] Please remove the initial site plan number and add WPO202100049. 4. Structure 100 should not be in the middle of a travelway. Also the SWM facility should be located so it doesn't impede the Greenbrier entrance if maintenance or replacement is necessary. 5. Please show a SWM facility easement around the facility and a public drainage easement around the outfall pipes. 6. Per county code 18-4.12.17.a, vehicle access aisles that are not adjacent to parking Engineering Review Comments Page 2 of 4 spaces, shall not exceed a grade of ten percent. The entrance off Greenbrier Dr. appears to exceed 10%. 7. Parking areas should not exceed 5% grade anywhere, in any direction. 8. Please show DEQ approval of remedial activities for the leaking underground storage tank and show any necessary notes on the plan for the contractor. 9. Minimum slope of storm pipes is 0.5%. Please revise the 0.10% slope. 10. Please show storm pipe calculations including velocity and hydraulic grade lines. 11. Please provide routing and calculations for the SWM design. 12. Ensure the SWM facility has adequate access manholes at each inlet and at the outlet. 13. [CG-201] Please clarify drainage areas and lines on the plan. Also, please clarify the bypass labels. Is there some area that does not flow to structure 98, your ultimate analysis point? If so, you must show compliance with channel and flood protection for those areas. Also, your narrative mentions offsite drainage, but does now show it on the plan. D. Erosion and Sediment Control Plan (ESCP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is approved/disapproved, and the reasons are provided in the comments below. The erosion control plan content requirements can be found in County Code section 17-402. 1. Please provide a paved wash rack per the detail on page 8 of the County Design Standards Manual: https://www.albemarle.org/Home/ShowDocument?id=270 Ensure there is an area for water to settle out from the wash rack. 2. Please show dust control as well as temporary and permanent seeding symbols on all E&S sheets. 3. [CG-101] Maximum slope allowed is 2:1. Grading appears to exceed this in a few places. 4. [CG-101] Please check 2:1 and 3:1 labels. Slope appears to be steeper than 3:1 where it is labeled as 3:1. 5. Please show permission for the offsite work. Sheet CE-501 mentions an easement. This plan cannot be approved until that is provided. 6. [CE-101] Please show a stockpile location as well as a staging and parking area. 8. Extend perimeter controls around this area and adjust limit of disturbance if necessary: SF 9. Please ensure you are addressing all runoff to the site. Is there any drainage coming from the parcel to the south? There are not sufficient contours on this plan to tell, however county GIS shows some offsite water may be draining to this site. This may affect drainage area to the trap, etc. Engineering Review Comments Page 3 of 4 10. The side slopes of the dry storage and embankment of the sediment trap should be 2:1 or flatter. Plans currently show 1:1. 11. What is the purpose of this excavation shown below? Can it be part of the overall aP f WIDE RIPRAP OUTFALL a sediment trap? WET STORAGE: 453.50 12. Please ensure all sediment trap requirements in VESCH 3.13 are met. Embankment width, weir length, etc. 13. Ensure landscaping that can withstand steep slopes is specified for the slopes steeper than 3:1. The VSMP permit application and all plans may be resubmitted for approval when all comments have been satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package with a completed application form. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Process: After approval, erosion and sediment control and stormwater management improvements must be bonded. The bonding process begins when the plan is approved, and the applicant submits a bond estimate request form and fee to the Department of Community Development. A plan reviewer will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted to the County, who will record the agreement. After bonding and agreements are complete, county staff enters project information in a DEQ database for state application processing, if a DEQ permit is required. DEQ reviews the Engineering Review Comments Page 4 of 4 application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter, which must be posted at the construction site. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants must complete the request for a pre -construction conference form and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre - construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin.
