County Code section 17-410 and Virginia Code §62.1-44.15:34 requires the VSMP authority to act on any
VSMP permit by issuing a project approval or denial. This project is denied for limited reasons listed below
(2 items, SWM; 1 item, ESC); SWPPP requires revision, as well. The VSMP application content
requirements can be found in County Code section 17-401.
A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain
(1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary.
1. Revise SWPPP title page to include ref, to WP0202100054. (Rev. 1) Addressed.
2. Please check to see if file `flatten' issue may have affected SWPPP submittal by stripping information,
thanks for discussing this with me 10/6/21. (Rev. 1) Addressed.
3. (Rev. 1) As follow-ua:
a. SWPPP, Sec. 1 (Registration Statement)
i. Sec. V.: Registration statement must be signed prior to WO plan approval. Timmons
Group is eligible /appropriate, since TG prepared the SWPPP for Keswick Family Pool.
ii. Sec. IV.B.: Please check `yes' box since an ESCP has been submitted for review.
b. SWPPP, Sec. 6, PPP:
i. Sec. 6.A PPP Exhibit: Please indicate an initial location for rain gauge.
ii. Sec. 6.E: List named individual responsible for PPP (TBD or list individual).
c. Sec. 8: List named individual responsible for ESC compliance inspections (MD, or list
individual)
d. Sec. 9: Signed Certification: please sign
4. Note: Once SWPPP approved, Engineering should be positioned to register project with DEQ for VAR10
permit. A VAR10 permit is required prior to scheduling pre -construction for Keswick Family Pool.
B. Pollution Prevention Plan (PPP) —see SWPPP, item 3.b., above

VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWAP. This
plan is disapproved for reasons listed at item 2.a./c., below. The stormwater management plan content
requirements can be found in County Code section 17-403.
Note: Pre -construction is point project receives a grading permit, but grading permit is also contingent upon 0.34 lb.

a. Show Aabel public drainage easement (SWM facility outfall pipe). (Rev. 1) Partially addressed.
As follow-up: On C6.6 label easement over SWM facility outfall pipe `public drainage easement'
rather than 20' permanent stormwater management facility easement. SWM facility and public
drainage easement deeds are distinct, each deed references platted easements, which should be
labeled either SWM facility easement (variable SWM... ), or 20' public drainage easement.
b. Show /label SWM facility easement. (Rev. 1) Addressed.

a. Note 3: Please ensure comment allowing contractor discretion with rooftop storm routing is
consistent with post -developed hydraulic routings in calculation packet. Allowing the contractor
flexibility to route roof leader lines to `nearest inlet' is inconsistent, and may cause discharge
higher than reported in the calculation packet, if runoff intended to reach detention bypasses
detention. (Rev. 1) Addressed.
b. Recommend label, note, or legend identify permeable pavers as Level 1 permeable pavers. (Rev.
1) Addressed.
4. C6.2
a. Include Construction Installation steps from VA DEQ Stormwater Design Specification No. 7.
(Rev. 1) Addressed.
b. Include underground detention Mfr. specifications, typical details, and specific details for
proposed SWM facility. (Rev. 1) Addressed.
5. C6.3
a. Check upgradient drainage areas for Area 2 and Area 3, since it appears upgradient areas may
drain to permeable pavers in these areas. (Rev. 1) Addressed.
b. Check CDA ratio, 3.09:1, permeable pavement drainage area 4, since VA DEQ Stormwater
Design Spec. Level 1 max. CDA ratio is 2.5:1. Revise, as needed. (Rev. 1) Addressed.

a. Stormwater Narrative: Please revise /clarify lb. nutrient credits proposed (0.33 or 0.26 lb.) (Rev.
1) Addressed. Plan, SWPPP, VaRRM.xIs, Calculations are consistent: 0.34 lb. purchase required.
D. Erosion and Sediment Control Plan (ESCP)
Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan
is disapproved for reason listed item La. The erosion control plan content requirements can be found in
County Code section 17-402.

Partially addressed. As follow-up: ST#2 revised, but ST#1 wet storage required > storage

Process:
After approval, plans will have to be bonded. The bonding process is begun by submitting a bond estimate request
form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and
check parcel and easement information based on the approved plans. The County's Management Analyst will
prepare bond agreement forms, which will have to be completed by the owner and submitted along with cash,
certificates or sureties for the amounts specified. The agreements will have to be approved and signed by the County
Attorney and County Engineer. This may take 24 weeks to obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also have to be completed and are recorded. The
County's Management Analyst or other staff will prepare the forms and check for ownership and signature
information. The completed forms will have to be submitted along with court recording fees.
This project requires separate easement plat application, review, and approval. Once plat is reviewed and comments
are addressed, Engineering will format template deeds (SWM / public drainage) to be recorded with the plat. Please
submit SWM facility /public drainage easement plat application at earliest convenience.
This plan proposes 0.34 lb. nutrient credit purchase. Although nutrient credit purchase is not required for WPO plan
approval, it is required prior to pre -construction, to receive a Grading Permit.
After bonding and agreements are complete and easement is recorded, county staff will enter project information in
a DEQ database for state application processing. DEQ will review the application information based on local VSMP
authority approval. At this time, the DEQ portion of the application fees will have to be paid directly to the state. For
fastest processing, this is done electronically with the emails provided on the application. DEQ should notify
applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit
coverage letter. This should be copied to the county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference.
Applicants must complete the request for a pre -construction conference form, and pay the remainder of the
application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid.
This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the
County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and
grading permit will be issued by the County so that work may begin.
