The following is our comment response letter addressing comments received from various departments. Each comment is addressed and responded to as follows: Albemarle County Planning Services — Kevin McCollum Comment 1: Revise the plan to provide addition planting area along Rt. 29 frontage to accommodate required frontage trees free of utilities and easements. Note that this will likely require the elimination of the 8-space parking row and possibility some oof the adjacent travelway. Response 1: Additional planting area has been provided along the route 29 frontage (southwest property line A) by shifting the layout Northwest away from the easements. All the proposed trees and shrubs along property line A have been adjusted to be located outside of any existing or proposed easements and avoid conflicts with any utilities. Medium street trees have been proposed due to the presence of overhead wires. See the Landscape Plan, sheet C-701. Comment 2: Please correct the Tax Map and Parcel Number on the cover sheet and any additional TMP reference number on the Plans to say Tax Map and Parcel number or simply TMP instead of "PIN." Response 2: Tax map and parcel acronym revised on Sheet C-101 and were referenced in plans. w . BohlerEngineering.com BOHLERI Kevin McCollum Initial Site Plan 15' Review Response October 29, 2021 Page 2 of 11 Comment 3: Please include the following general information and information regarding the proposed use on the Cover Sheet. a. Zoning District — Highway Commercial b. Zoning Overlay Districts — Airport Impact Area and Entrance Corridor c. Please include a reference to the Initial Site Plan Number: SDP202100054 d. The proposed use and square footage of the building e. The schedule of parking and amount provided f. Maximum building height permitted and the proposed building height Response 3: The following general information has been added to Sheet C-101 in the Site Data section. Comment 4: The parking schedule on Sheet C-301 suggests that there are 15 employees and 6 service bays for a total minimum parking requirement of 27 spaces. Section 4.12.4 of the Zoning Ordinance states that the total number of parking spaces provided may not exceed the parking requirements by more than 20 percent. 33 parking spaces is ((33-27)/27 = 0.2222) 22.22 percent more than the parking requirements. Please remove one parking space or revise the Plans accordingly. Response 4: Parking schedule has been revised on Sheet C-301. 32 parking spaces are now provided ((32-27)/27 = 0.18) which is 18 percent more than the parking requirements. Comment 5: Please see VDOT comment #1 (attached). Provide pedestrian accommodations across the entrance. Response 5: Sidewalk and CG-12 ADA ramps added for pedestrian crossing at site entrance shown on Sheet C-301. Comment 6: Any new easements required for water, sewer, drainage facilities, or any proposed utilities will need to be reviewed, approved, and recorded prior to final site plan approval. Please submit an easement plat application the County for review. The final site plan will need to be updated so that all easements are shown and labeled identifying easement type, whether it's public or private, a width dimension, and the recorded instrument with deed book and page number. Response 6: Proposed storm sewer easement shown on Sheet C-501. An easement plat will be prepared prior to final site plan approval. Comment 7: Please use a light loss factor of 1.0 to determine footcandles on site. It is unclear what LLF factor was used on the Lighting Plan. Response 7: Photometric plan has been updated as requested, see Sheet C-704. Comment 8: Please add a note to which states "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half footcandle." Response 9: Signature panel for site review committee added to Sheet C-101. Comment 10: On the final site plan, please provide a plan and profile view detail of the proposed dumpster enclosure. Identify the dimensions, materials, etc. Response 10:Trash enclosure plan/elevations provided on Conceptual Color Elevations & Trash Enclosure included with ARB submission on Friday, October 22od 2021. Comment 11: Please show that concrete will be used as the surface material at the dumpster enclosure. The concrete pad must extend a minimum of 8' beyond the front of the dumpster. Response 11:Concrete surface material is shown at the dumpster enclosure and extends 8' from the dumpster on Sheet C-301. Comment 12: Please provide traffic generation figures. See VDOT comments for further information. Response 12: Vehicles per day count shown on Sheet C-301. Comment 13: Please see VDOT comment #4. The proposed entrances to the site do not meet VDOT spacing requirements, and VDOT has stated that an Access Management Exception (AME) needs to be approved in order to allow the proposed entrance location. Please coordinate directly with VDOT to address the AME requirement. Response 13: Two AME requests were approved by VDOT on August 6, 2021 for the proposed project and are provided on Sheet C-902. Comment 14: The Site Plan currently shows a 25' landscape buffer along the property frontage. Why is this being provided? Is this an existing easement that applies to the property? Response 14: The previous 25' landscape buffer along the route 29 frontage (southwest property line A) has been removed. See the Landscape Plan, sheet C-701. Enaineerina Services — David James Comment 1: Land disturbance is over 10,000 sf submit a VSMP application for review. Response 1: Acknowledged. VSMP application will be submitted for review during Final Site Plan process. Comment 2: The VSMP plan will need to be approved and bonded before final plat approval. Response 2: Acknowledged. Comment 3: Sheet 302: Show storm structure numbering, type & pipe size/length information. Response 3: Storm structure numbering, type & pipe size/length are shown on Sheets C- 501 — C-503. w . Comment 5: Provide safety railing for walls over 30in. high. Response 5: Safety railing is provided for both retaining walls shown on Sheet C-401. Labels have been added to Sheet C-301. Comment 6: Proposed wall in steep slope area have a maximum height of 6ft. [30.7.5 A.] Response 6: Not applicable. Maximum height of proposed retaining walls is 4.8'. Comment 7: Parking area exceed 5% slope. [4.12.15 c.] Response 7: Parking area grading revised so that slopes for parking spaces do not exceed 5%. See Sheet C-401 for revised grading and slopes. Comment 8: Minimum sidewalk width is 5ft adj. to parking/travelways. Response 8: Sidewalk width adjacent to parking and travelways are a minimum of 5'. Dimensions on Sheet C-301. Comment 9: Stormwater management facilities are not shown or mentioned. If SWIM BMPs are expected they should be shown because it could affect the overall site design layout. Response 9: No BMPs are proposed on site. Proposed storm sewer will connect to existing storm sewer system. Additional phosphorus load will be handled with the purchase of nutrient credits. Comment 10: Provide TW/BW elevations at each corner and the max. height point(s) along wall. Response 10:TW/BW elevations for the walls are shown on Sheet C-401. Comment 11: Show graded areas over 3:1. Where grading is over 3:1 provide low maintenance (not grass) ground cover. Response 11:Graded areas over 3:1 are labeled on Sheet C-401. All groundcover and ornamental grasses have been proposed along all steep slopes on site. Due to screening requirements along the Southwest property line (B) we propose a massing of ornamental grasses to stabilize the 2:1 slopes and still provide adequate screening to the adjacent property. Comment 12: Provide drainage area maps, drainage structure tables. Response 12: Pre and post drainage area maps shown on Sheets C-601 & 602 on the VSMP plan. Drainage structure tables and calculations shown on Sheet C- 503 on the Final Site Plan. Comment 13: Show proposed utility lines & structures and profiles. Provide CG-12, sidewalk & pedestrian crossing to existing sidewalks. Response 14: Sidewalk and CG-12 added for pedestrian crossing at site entrance shown on Sheet C-301. Per VDOT standards, no crosswalk striping is proposed. Comment 15: Note: VDOT entrance permit required prior to approval. Response 15:Acknowledged. Comment 16: Provide guardrail before wall drop-off (where height is a foot or above). Response 16:Proposed parking is on cut side of retaining wall so there is no drop off. See Sheet C-401 for grading and wall elevation shots. A railing has been added to the top of the retaining wall and labeled on Sheet C-301. Buildina Inspections — Betty Slouah Comment 1: Add the following note to the general notes page: Accessible parking spaces, access isles, and accessible route shall be installed in accordance with ICC ANSI A117.1-09 and the 2015 Virginia Construction Code. Response 1: Note added to Albemarle County Notes on Sheet C-102. Comment 2: Add the following note to the general notes page: ALL water lines, sewer lines, and fire lines from the main to the structure located on private property MUST have a visual inspection performed by the building department. Response 2: Note added to Albemarle County Notes on Sheet C-102. Comment 3: Add the following note to the general notes page: Where the flood level rims of plumbing fixtures are below the elevation of the manhole cover of the next upstream manhole in the public sewer, the fixtures shall be protected by a backwater valve installed in the building drain, branch of the building drain or horizontal branch serving such fixtures. Plumbing fixtures having flood level rims above the elevation of the manhole cover of the next upstream manhole in the public sewer shall not discharge through a backwater valve. Response 3: Note added to Albemarle County Notes on Sheet C-102. Comment 4: Add the following to the general notes page: All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks. Comment 5: Add the following note to the general notes page: Buildings or structures built before January 1, 1985 must have an asbestos survey performed in order to apply for a demolition permit. Asbestos removal permits are required if positive for such from Albemarle County and VDOLI. Contact VDOLI for their additional requirements and permits for demolition projects at 540-562-3580 x131. BohlerEngineering.com BOHLER Department of Fire Rescue — Howard Lagomarsino Kevin McCollum Initial Site Plan 1s' Review Response October 29, 2021 Page 6 of 11 Comment 1: Emergency/fire vehicle access road/route needs to provide an unobstructed travel way width of 20 ft. if buildings/structures are under 30 feet tall and 26 ft. if buildings/structures are over 30 feet tall and extend so that all sides of the ground level are within 150 ft of the fire apparatus. To ensure these stay unobstructed, no parking signs are needed on the north and south sides of the building Response 1: Fire lane plan shown on Sheet C-303 showing necessary signage along the travelways on the north and south side of the building. Comment 2: Please provide as a note on the plans the ISO required fire flow for the building. Response 2: Flow Test Summary & Water Supply Analysis completed by E J Engineering Group dated March 17, 2021 is provided under separate cover. Comment 3: Hydrants need to be spaced according to the requirements that are based on the required fire flow (generally, no building is to be more than 250 feet from a hydrant, but a requirement for increased fire flow may require closer distances). Please indicate the location of the closest hydrant(s) and provide a note on the plan with the fire flow available to ensure it meets the ISO calculated flow. Response 3: Flow Test Summary & Water Supply Analysis completed by E J Engineering Group dated March 17, 2021 is provided under separate cover. A dimension has been added to Sheet C-303 to show that the existing hydrant is within 250' of the proposed building. Comment 4: A Knox Box will be required. Please place a note indicating this on the plan. The location of this can be coordinated with the Fire Marshal's Office. Please place a note on the plan acknowledging this Response 4: Note added to Albemarle County Notes on Sheet C-102. Albemarle County Service Authority — Richard Nelson Comment 1: Provide fixture counts to confirm the existing 5/8th meter can be reused. Response 1: Fixture counts to confirm existing meter use will be provided by the architect with a subsequent submission. Comment 2: Add a note on the demo plan that water/sewer services will be required to be disconnected prior to demo permit approval. Response 2: Note added to Demolition Notes #3 on Sheet C-203. Comment 3: Confirm sewer lateral size. Confirm if an existing sewer lateral can be reused. Response 3: Plan proposes 6" pvc sanitary lateral. The existing lateral is not proposed to be reused. Comment 4: Confirm water service line depth going to 1640 Seminole Trail. Response 4: Existing water service line depth to adjacent parcel is unknown. However existing grade has been maintained along the existing water service line so cover has been maintained. w . Response 5: All the proposed trees and shrubs along property line A have been adjusted to be located outside the ACSA sewer easement and avoid conflicts with any utilities. See the Landscape Plan, sheet C-701. Department of Transportation — Adam Moore Comment 1: There are no pedestrian accommodations shown across the entrance. Please add the crosswalk and CG-12 to the Plans. Response 1: Sidewalk and CG-12 added for pedestrian crossing at site entrance shown on Sheet C-301. Per VDOT standards, no crosswalk striping is proposed. Comment 2: Provide anticipated traffic generation numbers. Response 2: Vehicles per day count shown on Sheet C-301. Comment 3: Provide turn lane warrants for Route 29. Response 3: The existing use has an ITE Trip Generation of 707 VPD and did not require a turn lane. The proposed use has an ITE Trip Generation of 110 VPD which is a -84% decrease in traffic so a turn lane study should not be required. Comment 4: Entrances do not meet spacing requirements, an Access Management Exception will be required. Response 4: Two AME requests were approved by VDOT on August 6, 2021 for the proposed project and are provided on Sheet C-902. Comment 5: Sight distance shown (465 ft) does not conform with the requirement of 500 ft in Table 2-5 in Appendix F of the Road Design Manual. Please correct the problem, explain the discrepancy, or apply for a Design Waiver. Response 5: Sight distance revised to 500' and profile shown on Sheet C-801. VDOT is opposed to this, and requests a meeting to discuss conservation and relocation. Response 10: The two existing architectural street lamps are labeled as to be relocated on Sheet C-203. Comment 11: Note that the final plan must show conformance with the VDOT Road Design Manual Appendices 3(1) and F, as well as any other applicable standards, regulations or other requirements. Comment 8: Show the location of mechanical equipment (building and ground mounted) on the site and architectural plans and show how it will be screened from the EC. Comment 9: Revise the site plan to provide a dumpster enclosure detail. A material that coordinates with that approved for the main building would be appropriate. Comment 18: Revise the site plan to include the standard landscaping note: " All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height, the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant." Response 18:The note provided above has been added to the landscape notes (F). See the See the Landscape Plan and Landscape Compliance, sheets C-701 and C-702. Comment 19: Revise the plan to show a pedestrian way across the frontage with the new development. Response 19:Sidewalk and CG-12 added for pedestrian crossing at site entrance shown on Sheet C-301. Per VDOT requirements, a painted crosswalk is not proposed or allowed. Comment 20: Add planting beds along the retaining walls to allow for trees at 2. 5" caliper and shrubs at 24". Response 20:The site plan has been adjusted to provide a planting area along the Northeast property line (D). Additional 2.5" caliper trees and 24" shrubs have been proposed along this property line including. See the Landscape Plan and Landscape Compliance for tabulation information, sheets C-701 and C-702. Comment 21: Revise the plan to indicate retaining wall material, color, manufacturer. A block in a muted, earth -tone color would be appropriate. Samples may be required. Response 21:Plan has been updated to indicate retaining wall material, see Sheet C-301; a color sample has also been included with ARB submission on Friday, October 22nd, 2021. Comment 22: Terrace all retaining walls over 6' in height and provide planting beds. Response 22:Not applicable. Retaining wall maximum height is 4.8'. w . Response 23:The previous 25' landscape buffer along the route 29 frontage (southwest property line A) has been removed. See the Landscape Plan, sheet C-701. Comment 24: Please note separate sign applications are required for all proposed signs. The following preliminary comments are provided: a. Revise the wall signs to use either face illumination or halo illumination. b. Revise the sign proposed on the south elevation so that it has a more coordinated appearance. This can be done by reducing the size of the sign and/ or changing the layout to a single line of text. c. The background of any cabinet signs proposed will be required to have an opaque background if internally illuminated. d. Include the size of the existing freestanding sign on the sign drawings. If the sign is taller than 12' and larger than 32 square feet, the proposal must include a 25% reduction in height and area until the height reaches 12' and area reaches 32 sf. Comment 25: Provide a perspective showing the view of the north elevation from the street. Response 25: Color Perspective included with ARB submission on Friday, October 22nd, 2021. Comment 26: Consider reducing the width of the travelway on the north side to create planting area at the building. Response 26:Travelway width cannot be reduced but building mounted plant trellis' have been provided to allow for plantings along the north elevation.
