Dear Mssrs: Clark and Colombini
You have both approached me regarding Redbud Lane and potential changes to it. The specific request
was to identify what changes are required to bring the road into the state system. I have reviewed all of
the files available to me. I have found no specific summary of improvements that are required. Attached
are two separate documents I found that speak in one way or another about necessary improvements.
I have spoken with Joel DeNunzio at VDOT to see if he had any additional information. He does not. A
detailed road plan showing the existing design of the road including pavement design,horizontal and
vertical curvatures and drainage would need to be submitted to VDOT to allow them to determine if the
road meets the construction standards for acceptance. Mr. DeNunzio,also pointed out that since this road
was last reviewed for possible acceptance some standards may have changed. One significant change is
the connectivity requirements VDOT has for roads. As built this road likely does not meet those
standards.

I have reviewed the recently submitted plans for Redbud Phase 2. The proposed roadway cannot be
taken into the State Secondary System until the existing Redbud Lane has been brought up to current
State standards for roadway design and entrance criteria met to ensure a safe and well engineered
roadway. A plan needs to be submitted for the existing Redbud Lane to show the existing geometncs and
the proposed upgrade for the existing road. The planning and construction needs to start at Rt. 20 and
continue in toward the proposed road and cul-de sac

SUB-2005-00302 Redbud Subdivision (Existing and Proposed)

We have reviewed the above plan and have the following comments.
Existing Road:
• Sight distances and adequate intersection treatment needs to be provided at the intersection of
route 20. According to the existing traffic and the proposed development, there should be a taper from
the right turn approach.
• Culvert and ditch computations need to be provided with the plan.
• The vertical curve at station 24+37 does not meet standards. The 11.608% grade beyond the
vertical curve is steeper than acceptable and the 0% grade starting around station 28+00 can cause
drainage issues. The VPI at station 24+68.10 should be moved back to 24+40+/-with the addition of a
vertical curve that meets the minimum K=17 or greater. The grade should then go up at no greater than
10%to around station 29+00+/-with a vertical curve around 400 to 450 feet or whatever length hits
closest to the existing grade to minimize grading. The grade should then go back down at 10% and hit in
the approximate location where it is currently proposed. This change will reduce the grade and increase
the K values to at least meet the minimum standards and provide adequate grades for drainage by
removing the 0% grade
• The note on the typical section for shoulder widening when guardrail is installed needs to show
widening to 7 feet.
• Minimum size of driveway culverts needs to 15 inches
• Sideslopes should not be steeper than 3.1
Proposed Road
• Sideslopes need to be 3:1.
• The shoulder width when adding guardrail needs to be 7 feet.
• EC-1 Class II shouldbe used on the outlet protection for the proposed culvert.

Dear Mr. Fritz:
I would like to resubmit Redbud Subdivision as a modification after preliminary approval with private
road justification.
Section 14-234 of the Subdivision Ordinance allows the Planning Commission to authorize private
roads in rural areas under section 14-232(A)3 if the general welfare "would be better served by the
construction of one or more private streets than by the construction of public streets". All residents
along the existing private road wish to maintain the existing private road because it has existed since
1979 with no appreciable problems and an upgrade will create considerable disruption and disturbance
for minimal benefit. The existing private road is obviously consistent and harmonious with the
surrounding development. Construction of a public road would cause substantial degradation to the
environment over the private road already in place.
Section 14-234(C) says to authorize private streets the commission must also determine:
1. The private street will be adequate to carry the traffic volume. The existing road has proven to
be adequate for the current 20 lots and the proposed 7 lots are only expected to generate an
additional 70 trips per day.
2. "The comprehensive plan does not provide for a public street in the approximate location of the
proposed private street."
3. "The fee of the private street will be owned by the owner of each lot abutting the right-of-way
thereof or by an association composed of the owners of all lots in the subdivision, subject in
either case to any easement for the benefit of all lots served by the street."
4. The private street will not serve through traffic.
5. The private street is not in a flood hazard overlay district.
We believe that public health, safety and welfare would be better served by allowing the existing private
road to serve the proposed subdivision rather than requiring the construction of a new public road.
