RE: SDP 04-009 Service Master Office/Warehouse Preliminary Site Plan
Dear Mr. Taylor:
At its meeting on March 30, 2004,the Planning Commission approved your request for a waiver of the
provisions restricting the disturbance of critical slopes, in accordance with Section 4.2.5.2 of the Zoning
Ordinance:
The Department of Planning and Community Development hereby grants administrative approval of the
above-referenced site plan. In accordance with Zoning Ordinance Section 32.4.3.1, approval of the
preliminary site plan is valid for one (1)year. Therefore, this approval shall expire April 21,2005. If
the preliminary site plan approval expires before all final tentative approvals have been granted, a new
application must be filed and processed.
Please address all of the requirements and conditions listed below and submit eight(8) copies of the
tentative plan to the Current Development Division,in care of the Community Development. This letter
must be submitted with the tentative plans, as a checklist,to document that you have addressed all
requirements and conditions, or the tentative plan will be denied.
The Erosion and Sediment Control Plan and the BMP Stormwater Management Plan,with the associated
applications and fees,may also be submitted with the eight(8)tentative plan copies. Failure to do so
will result in a separate application to be filed with at a later date.
After the initial tentative plan submittal, each department/agency will contact you to discuss any
remaining conditions. After all aforementioned department/agencies have granted a tentative approval,
you may submit the final mylars (2 sets), one blueprint or paper copy, final site plan application, final
site plan fee($410), and a copy of all written tentative approvals to the Department of Community
Development by 5:00 p.m. on any week day. Assuming that the site plan mylars reflect the required
conditions of all final tentative approvals, the plans will occur within one week.
The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in
addition to the following conditions.
The Planning Department shall not accept submittal of the final site plan for signature until tentative
approvals for the following conditions have been obtained. The final site plan shall not be signed until
the following conditions are met:

A. Planing approval to include:
1. 1. [32.7.9] Approval of a landscape plan depicting the species types, number and
location of all proposed planting materials. Please note that this requirement
must include the provision of a landscaped area equal five (5)percent of the
paved parking and vehicular circulation area.
Dr 2. [32.7.9.4b] A conservation plan checklist must be completed and incorporated
into the site plan to demonstrate the measures that will be implemented during
construction in order to protect any of the existing trees that will remain.
GY 3. A portion of this site is visible from the Avon Street entrance corridor, and is
therefore subject Architectural Review Board issuance of a Certificate of
Appropriateness.
B. Engineering approval to include:

D. Albemarle County Service Authority approval to include:
1. Provide plumbing fixture information for sizing the meter so we can get it labeled
on the site plan.
E. Ar itectural Review Board approval to include:
1. The proposed 5 Leyland Cypress trees at the east corner of the site shall be
revised to an informal mix of screening trees (4'-5' in height minimum at
planting) and shade trees (1-1/2" caliper minimum at planting) placed in a
curvilinear arrangement at the east corner of the site.
Cl 2. The wall panels of the building shall be (Ash Gray" (VP Buildings). The roof
of the building shall be Patrician Bronze" (VP Buildings).

32.6 )FINAL SITE PLAN CONTENT
❑ 3'2.6.1 A final site plan together with amendments thereto shall be prepared and sealed, signed and dated by an
architect, professional engineer, land surveyor, or certified landscape architect, each of whom shall be licensed to
practice in the Commonwealth of Virginia.
O 32.6.2 A final site plan shall be prepared on mylar, sepia or other such transparency material which shall be termed as
the master drawing. Two (2) clearly legible blue or black line copies of the master drawing shall be submitted to the
department of planning and community development. (Added 5-1-87) In addition, if review is required by the
commission, one (1) reduced copy no larger than eleven (11) inches by seventeen (17) inches in size shall be
submitted.
O 32.6.3 Two (2) copies of a landscape plan shall be submitted with the final site plan if not prev'-)usly submitted.
❑ 32.6.4 When the site plan is ready for final approval, the full-sized revised master drawing and a transparency copy of
the master drawing shall be submitted for the agent's signature. Once the agent has signed the master drawing, he
shall return the master drawing to the developer and the developer shall submit four (4) print copies of the signed
master drawing to the agent.
❑ 32.6.5 Unless otherwise approved by the agent, the final site plan shall be prepared to the scale of one (1) inch equals
twenty(20) feet or larger or to such a scale as may be approved by the agent in a particular case; no sheet shall exceed
thirty-six (36) inches by forty-two (42) inches in size. The site plan may be prepared on one (1) or more sheets. If
prepared on more than one(1) sheet, match lines shall clearly indicate where the sheets join. The top of the sheet shall
be approximately either north or east.
O 32.6.6 The final site plan shall reflect conditions of approval of the preliminary site plan. The final site plan shall
contain the following information in addition to all the information required on the preliminary site plan:
O a. Specific written schedules or notes as necessary to demonstrate that the requirements of this chapter are being
satisfied. In addition to preliminary site plan information, indicate if sale or rental units; number of bedrooms per
unit, and number of units per building if multi-family; specifications for recreational facilities.
0 b. Proposed grading(up to twenty [20] percent slope, maximum two [2] foot contours; over twenty [20] percent slope,
maximum five [5] foot contours).
❑ c. Detailed plans for proposed water and sanitary sewer facilities, including: all pipe sizes, types and grades;
proposed connections to existing or proposed central systems; location and dimensions of proposed easements and
whether the same are to be publicly or privately maintained; profiles and cross sections of all water and sewer lines
including clearance where lines cross; all water main locations and sizes; valves and fire hydrant locations; all
sanitary sewer appurtenances by type and number; the station on the plan to conform to the station shown on the
profile and indicate the top and invert elevation of each structure.
O d. Detailed construction drainage and grading plans:
O 1. Profiles of all ditches and channels whether proposed or existing, showing: existing and proposed grades, and
invert of ditches, cross pipes or utilities; typical channel cross sections for new construction: and actual cross
sections for existing channels intended to remain;
❑ 2. Profiles of all storm sewer systems showing existing and proposed grades;
❑ 3. Plan view of all drainage systems with all structures, pipes and channels numbered or lettered on the plan and
profile views. Show sufficient dimensions and bench marks to allow field stake out of all proposed work from the
boundary lines;
❑ 4. A drainage summary table for culverts, storm sewer and channels as described in the following example.

Trees to be saved;
Limits of clearing(outside drip line of trees to be saved);
Location and type of protective fencing;

Proposed trenching or tunneling beyond the limits of clearing.
❑ 2. Markings:
All trees to be saved shall be marked with print or ribbon at a height clearly visible to equipment operators.
No grading shall begin until the tree marking has been inspected and approved by a County Inspector.
❑ 3. Pre-Construction Conference:
Tree preservation and protection measures shall be reviewed with the contractor on site.
❑ 4. Equipment Operation and Storage:
Heavy equipment,vehicular traffic and storage of construction materials including soil shall not be
permitted within the driplines of trees to be saved.
❑ 5. Soil Erosion and Stormwater Detention Devices:
Such devices shall not adversely affect trees to be saved.
❑ 6. Fires:
Fires are not permitted within 100 feet of the dripeline of trees to be saved.
❑ 7. Toxic Materials:
Toxic materials shall not be stored within 100 feet of the dripline of trees to be saved.
❑ 8. Protective Fencing:
Trees to be retained within 40 feet of a proposed building or grading activity shall be protected by fencing.
Fencing shall be in place and shall be inspected and approved by a County Inspector prior to grading or •
construction.
❑ 9. Tree Wells:
When the ground level must be raised within the dripline of a tree to be saved,a tree well shall be provided
and a construction detail submitted for approval.
O 10. Tree Walls:
When the ground level must be lowered within the dripline of a tree to be saved,a tree wall shall be
provided;and a construction detail submitted for approval.
❑ I I. Trenching and Tunneling:
When trenching is required within the limits of clearing, it shall be done as far away from the trunks of
trees as possible. Tunneling under a large tree shall be considered as an alternative when it is anticipated
that necessary trenching will destroy feeder roots.
O 12. Cleanup:
Protective fencing shall be the last items removed during the final cleanup.
❑ 13. Damaged Trees:
Damaged trees shall be treated immediately by pruning, fertilization or other methods recommended by a
tree specialist.
NOTE:IT IS THE DEVELOPER'S RESPONSIBILITY TO CONFER WITH THE CONTRACTOR ON TREE CONSERVATION
